Hearing was opened by Supervisor Robinson Clerk read legal notice of
:Preliminary Budget Hearing as published in the Groton Journal & Couxi er
on October 24 , 1984 .
Supervisor Robinson read statement regarding budget and proposed increases .
She then explained Summary of Town Budget and Federal Revenue Sharing
Proposed Use Budget . The approximate difference in tax rate from 1984
and 1985 is an increase as follows :

T . Robinson : Are there any questions ?
R . Walpole : $ 38 , 000 under DA , is that to upgrade equipment , machinery?
T . Robinson : Yes , machinery plus $ 10 , 000 in Federal Revenue to go with
it .
R . Walpole : What was unexpended balance on DA last year? Was it more or
less ?
T . Robinson : More . It ' s strictly a bookkeeping move .
R . Walpole : We want to maintain same program we started last year .
T . Robinson : Any other questions ? Actually , I don ' t think 180 increase
is much .
T . Robinson : Bob , would you like to explain Fire Budget?
R . Walpole : You have proposal in front, of you . We want to reduce debt
load and refurbish rust ,problems and make trucks last longer .
It is mandate as of January 1 that old apparatus and equipment
meet USAA? standards . Utica Mutual cancelled workman ' s
compensation in Village of Groton . Will have to find new
carrier . Will have to meet OSHA programs and we feel we meet
total, requirements . Two year abatement is required .

V . Rankin : I move that the Board adopt budget as presented at hearing .
R . Walpole : I second that motion ,
R . Walpole : l suggest study to expand budget to consider addition and
provide court room .
T . Rabinson : If there are no further comments , hearing 18 closed
