MINUTES OF PRELIMINARY BUDGET HEARING HELD ON THURSDAY , NOVEMBER 10 , 1983

Hearing was opened by Supervisor Robinson . Clerk react legal notice of
Preliminary Budget Hearing as published in the Groton Journal & Courier
on November 2 , 1983 .
T . Robinson - The law states we are here to hear you either :for or against
budget . I ' ll go over summary of budget . If there are any
questions , please ask . General appropriations are for
building , insurance , utilities , officers , etc . General
outside Village covers zoning , planning , ambulance and
youth programs . DA covers whole town for bridges ,
machinery , snow and miscellaneous . DB covers outside Village
which includes CHIPS program , road repairs , surfacing , complete �
construction of roads .
This is Federal Revenue Sharing . Federal Revenue Sharing
monies are broken down as follows ; Oil & stone - $ 159000 ;
Machinery - $ 10 , 000 to be used towards the purchase of a
Gradall ; Repairs to BJuild.ing ( Energy) - $ 5000 ; Signs - $ 12644
Groton Child Development Center - $ 2500 ; Gadabout - $ 2000 ;
Human Services Coalition - $ 420 .
Groton Fire Department budget is $ 22 , 700 . Bob Walpole can
answer any questions you may have . McLean Fire Department
is $ 18 , 272 . 12 which we just collect for them . Peru lights
is $ 1000 and. McLean Lights is $ 1800 .
Total appropriations are $ 753 , 925 , 12 less estimated revenues
of $ 186 , 951 , less unexpended balance of $ 113 , 000 for a total
of $453 , 974 . 12 to be raised by tax . Rates for 1984 will be
as follows : Village - 4 . 839 an increase of 24¢ ; Part town -
7 . 40 an increase of . 416 ; Groton Fire - . 7589 ; McLean Fire -
1 . 437 ; Peru Lights - . 817 , McLean Lights - . 608
Assessment is down due to SCM assessment being cut in half
and. all the farm exemptions .
Some of the projects are culvert under CUPS program on Clark
St . Ext . at Peg Mill . Others are Sovocool Hill Road , Elm St .
Ext . , and seal Champlin Road from Route 222 to Stevens Road .
Salaries are up including benefits .
R . Adams - Village is up 240/ 1000 - What axe there rates ?
T . Robinson - 4 . 595 in 1983 and 4 . 839 in 1984 .
R . Dempsey - County will show more .
T . Robinson - There is approximately $ 11 , 000 in sales tax left over which
we will apply to reduce town outside village rate .
R . Walpole - Based on $ 11 , 000 , could he give you a figure on what rate
would be ?
T . Robinson - He couldn ' t tell me , I asked him .
R . Walpole - He couldn ' t give you a figure per thousand?
T . Robinson - No .
R . Walpole - I have a question for the Highway Superintendent . What ' s
been the policy for the town for the last 5 - 10 years
on the road building program based on what structure you have
planned right now?
L . Cornelius - Same program if we go with this budget .
R . Walpole - What you ' re saying is you will have same road building program
for 1984 .
L . Cornelius - Figures are the same as last year .
R . Walpole - Then 5 or 10 years the same road building program will
continue . . . . . . . . Some towns have cut back . . . . . . .
T . Robinson - We need to keep the same program . ( Supervisor read totals
off summary sheet . ) This means a rate of 7 . 40 for 1984 ,
( 6 . 98 for 1983 ) with a chance of being reduced with sales
tax credit . Ply figures are budget figures .
R . Adams - SCM reduction could have quite a reduction then ? Was total
assessment about the same or did it drop?
T . Robinson - It dropped . ( Last years assessment and this years total
assessment was given . )
R . Adams - You picked up that reduction good with only a small increase .
T . Robinson - We didn ' t expand the budget too much . I tried to keep it
down . We took our unexpended balance to keep it down . We ' ve
had money and that comes from investing . . . . . . . . . . . . . . .
I ' m a taxpayer also . . . . . I sit down and figure out what we
need and then what the rate is going to be . You don ' t try
to figure out . a certain kind of tax and then try to work
�— everything into it . I don ' t think Chats fair nor is it
fair to the people .

M . Peter - Part Town , what is that? P A R T Town is outside . Is there
some kind of ruling to call the Village VILLAGE . . . . and
outside TO11RT . . . . . . . . .
T . Robinson - We go along with budget terms . Most of part town is zoning
and road repair . . . . .
M . Peter - Can we get a copy of budget?

T . Robinson - If you ' d like to look through this one you can . ( a couple
copies of budget were handed to the public . )
( Public and Board discussed different items in budget)
T . Robinson - Actually are main business is roads . We serve N . Y . S .
for conservation licenses , dog licenses , marriage licenses
and collecting taxes , but , basically , our business is roads .
We have some zoning , which we have expanded on this year .
Basically , our business is roads .
R . Walpole - Do you need a motion to accept this budget ?
T . Robinson - Yes .
R . Walpole - I move that we accept preliminary budget for 1984 as so
stated on the board for a total amount to be raised by
taxes of $45399746126
R . Adams - I second that motion .
T . Robinson - Are there any more questions? If not , the hearing is
adjourned at 8 * 10 P . PSI .
