MINUTES OF 1980 PRELIMINARY BUDGET HEARING

Town Supervisor Teresa M . Robinson called the heaxing to order at 7 : 30 P . M . ,
Monday , November 5 , 1979 , and Colleen D . Pierson , Town Clerk , read notice
of Public Hearing on Preliminary Budget which was published in the Groton
Journal and Courier on October 31 , 1979 , a copy of which is hereby attached .
T . Robinson : We will have Bob Walpole go over figures -- Summary of Town
Budget sheets were passed out .
R . Walpole : First we ' ll go over Federal Revenue Sharing . It ' s the same
as last year . About three weeks ago we had a hearing on
proposed use of Federal Revenue Sharing funds which total
$ 28 , 843 . Break down is as follows : 1 ) New truck - $ 10 , 000 ;
2 ) Road Oil - $ 119000 ; 3) Town Office - $ 5 , 343 ; 4 ) Day
Care Center - $ 1 , 500 ; 5) Signs - $ 1 , 000 . These are used for
capitol improvements , new truck , new roads , reduce heat bill
in Town Hall . Any questions?
D . Palmer : What is new truck?
R . Walpole : 1965 - Plow , dump truck and plow .
R . Walpole : Now we ' ll go over page one of Summary of Town Budget . It ' s
up $ 60 , 000 plus over last year . Reasons are : 1 ) increased
inflation ; 2 ) fuel oil up 100% ; 3 ) gasoline up 34% * 4 )
rebuilding of Salt Road - one mile - - last 2 or 3 yeaxs we ' ve
built one mile of road each year and will continue in 1980 .
This year we did Bossard , Walpole , Stauber and parts of
Sovocool Hill Roads . We want to keep same building program ;
5 ) Town employees - 8% - - received 400/hr . increase across
the board due to cost of inflation ; 6 ) paving and sealing
three miles is part of our road program in Item 4 ; 7 & 8 )
Heat - $ 5 , 000 plus Insurance $4 , 000 - - increased. $9 , 000 ;
9 ) new Youth Program - $ 20800 -- only new program this
year due to high drug problem in community . We also have
current $ 3200 Youth Recreation Program .
R . Walpole : Based on all increases in figures as you see here , turn to
page two and, see how we arrived at tax base - - line 17
taxable assessment $53 ► 999 . 876 , Take total tax levy ,
line 16 , 268 , 4o8 divided into total assessment equals
$4 . 97 tax rate for 1980 -- up from 4 . 235 this year or
+ 672/ 1000 ( entire town ) .

Go to line 23 - Town purposes - outside only - excludes
village . Assessed value 33 , 709 . 413 . Tax levy is 97 , 035
divided into total assessed value equals $ 2 . 88 -- up from
$ 2 . 599 this year or +. 28/ 1000 .
C . Holden : Doesn ' t that mean outside is going up -- add two together ,
the . 72 and. . 28 - - add. together to get outside rate ? Inside
add . 28 and exclude . 72 . Outside rate will be $ 7 . 85?
R . Walpole : That ' s right .
R . Walpole : Turn to page 3 -- Special Districts -- Based on outside
fire protection :
Groton = + . 12
McLean = + . 16
McLean Lights = + . 08
Peruville Lights = - 001
R . Walpole : Now we ' ll go over appropriations by code .
A - General - Complete township including village plus
salaries of all , supplies , maintainence on building , etc . ,
with insurance big item of $ 29 , 000 .
B - General Outside Village - Dues , ambulance , ,youth program ,
zoning , planning .
Highway
Item I - DR - This is our road program , maintanance and
repair of roads ( $ 28 , 000 State retirement ) .
Item II - DB - Town has one bridge and county has taken it
over .
Item III - DM - Machinery replacement ,
Item IV - DS - Snow removal just in township - also includes
employee benefits .
Item IV - DE - Program is used to rebuild. roads completely
like Bossaxd Road . Salt Road this year and year before
Champlin . Town is reimbursed 40% from State on Donovan Plan .
Revenues - Come from State Aid. and per capita.
Appropriations less revenues equal amount to be raised by
taxes .
R . Walpole : Are there any questions ?
D . Palmer : There are a few things I don ' t understand . When there is only
two houses on a road , why does it have to be rebuilt?
T . Robinson : That isn ' t why we rebuild it . It ' s used very much and needs
surface to cut down on cost .
L . Cornelius : We can get on road program -- all unpaved roads only .
D . Palmer : In General - $ 127 , 000 includes salaries , fringe benefits ?
Total salaries and fringe benefits ?

R . Walpole : I ' ll read down through here quickly to show you what it
includes . Councilman plus contractual , stamps , all expenses .
` Town Justice , Supervisor , Town Clerk , Attorney , Deputy Town
Clerk , Election Inspectors , Highway Superintendent
T . Robinson : Highway Superintendents includes some secretarial work .
R . Walpole : continued reading General Appropriations ,
D . Palmer : Do you know off hand how these compare to this years budget?
R . Walpole : One new councilman - same rate ; Torn Justice - same ;
Supervisor - $7200 to $ 7400 ; Election Inspectors - $ 2000 which
is minimum wage required by state law ; Highway Superintendent -
8.1% increase to highway employees and same to highway Superintendent ;
Town Clerk - $ 7900 - b% increase to $ 8553 due to inflation
and cost of living ; Deputy Town Clerk - remained. the same .
D . Palmer : How about Town Attorney and Justices ?
R . Walpole : Stayed the same .
D . Palmer : Workers given 8% increase and town pays all costs .
R . Walpole : Retirement -- -- - -- - - --
D . Palmer : Is it customary to pay all their retirement - --- - -- -- - -?
R . Walpole : State requirement .
D . Palmer : That ' s $9000 ?
T . Robinson : It stays about the same .
D . Palmer : Invested in plan for so many years - - - - - -- -- -?
Z' . Robinson : Two Tiers - Town pays all . Tier 3 - employees pay 3% of
salary . Benefits in Tier 3 are not as great and have to be
in program 10 years - -- -- - - - -
C . Holden : You have to have 10 years ? Can ' t hold two tiers - - -- - -- -- .
T . Robinson : All are different rates . Tier 1 has majority ; there are four
people in tier 2 and four or five in tier 3 - . . . .. - .
T . Robinson : Any other questions ? No further questions , does anyone move
to accept budget as presented?
C . Holden : I moved to accept budget and Federal Rev . Budget per hearing
and as presented .
F . Satterly : I second that motion .
T . Robinson : The hearing is now closed - 8000 P301 .
