The Public Hearing for the Proposed spending of the 1980 Federal
Revenue Sharing monies was opened by the Town Supervisor , Theresa
Robinson , at 7 : 30 p . m . , by the reading of the attached Public Notice .
The 1980 Proposed Federal Revenue Sharing Funds were listed as
follows :

Who Gets the Dog . J•icense Money ?
MANDATORY STATUTORY FEES - Thew are apportioned ' as follows : . 5376 retained by
licensing town ; 30% to the courity ; 17% to the State .
LOCAL FEES - These license fees are retained by the licensing municipality .
How is the Money Used ?
At the local level , monies collected shall be used for controlling dogs and
enforcing the local dog laws as well as for any dog programs , including .
subsidizing dog spaying neutering programs and facilities , and sponsoring
public humane education programs to encourage responsible dog ownership .

1 ) Enumeration - Approx . 1200 dogs @ 50 ¢/dog plus mileage

and shelter services .

At the County ' level , monies collected , are 'used foie - ' claims for dog damage ,
all monies put into same, ,pot . At the end of the year , , the balance is divided
by percentage as to what each town paid in and then returned to that towns .
( This was procedure for prior years ; however , . the county is not sure of how
it will be handled for 1980 licensing year . )
At the State level , the monies :will be , used ' for , costs . of supervising the enforcement
of the la,w . A field staff will assist local, governments with their programs and
review the Dog Control. Officer and shelter services . The State will also furnish

all forms and the initial permanent ID dog tags and will maintain . a permanent
computerized ID file to speed the returri ' of lost dogs . to their owners . Front
the State ' s share , a ten - cent 'fee will go - to the Virus Research Institute at
Cornell Veterinary College to. conduct studies irit'o . dog diseases or to study and
develop a pharmaceutical contraceptive for dogs .
Creating Effective Local Dog Programs
Interested citizens , both dog owners and non-dog owners , should join togethe.r
and present problems and suggesed solutions regarding dogs to the local
governing body . That local body , as the' - State . has done , could then appoint
an advisory committee to make necessary studies and. recommendations . In this
way , each community could successfully develop programs to . suit its own
particular needs . The . most ' important feature of the new State Dog Law is that
local governments . can ' vary certain features o .f. • the I,aw. arid . thereby gain the
flexibility necessary . to solve problems unigu.erto the locality.
