hTINUTES OF PRELIMINARY BUDGET HEARING HELD NOVEMBER 9 , 1977 , AT 8 : 15 P . M .
Those present were : Verl Rankin , Deputy Supervisor
Robert Walpole , Town Justice
Ellard L . Sovocool , Councilman
Arland Heffron , Town Justice
Benjamin Bucko , Town Attorney
Leland Cornelius , Highway Superintendent
Also present were : Mary Evelyn Dempsey , Sallee McDonald , Claude Holden ,
Teresa Robinson , Gordon Hoy , Robert Brown , Gordon
VanBenschoten , Fred Fedder , Brian Lucey and about 20
other residents for the Preliminary Budget Hearing . !I

Notice of Public Hearing on the Budget as it appeared in the Journal and
Courier on October 26 and November 2 , 1977 , was read by the clerk .
fts Walpole presented Preliminary Budget indicating two parts to the budget -
Village and Town . A comparison of 1977 and 1978 amounts to be raised by
taxes was made : 1977 - $ 164 , 081 ; 1978 - $202 , 321 ; an increase of $38 , 240 .
1st Part - 1977 Village - $6 . 54 ; 1978 Village $7 . 46 ; Up $ . 92 ( Village Only)
2nd Part - 1977 Town - $3 . 70 ; 1978 Town - $5 . 33 ; Up $1 . 63 ( Part Town Only
So , $ . 92 plus $ i . 63 $2 . 55 Outside Village for a total of $ 12 . 79/$ 1000 i
and Village $7 . 46/$ 1000 .
Walpole : Are there any questions ? Reason for higher appropriations of
budget are : Realistic figures were used ; Mandate of Federal
Unemployment Insurance estimated at $ 28009 Mandate to add
additional Councilman at $ 1000 • Elected officials salaries at
$ 2200 ; Heat up . around 12% ( Gas ; Cost of operating up - Postage ,
Printing , Paper , - etc . up $ 3500 ; New Highway truck to replace
1965 ; Town Employees received a 7% increase or $ . 35/hr . adding
about $ 18 , 000 ; Cost of materials-- salt road oils , road programs
to include two sections of Champlin Road at $ 370000 increase .
This is only preliminary-- cannot go higher but can go down .
Heffron9 Payment on Truck is there .
Walpole : Federal Revenue Funds will be used . $76 , 000 truck - allowed
$219000 trade in - $26 , 000 out of this years budget . Did not
want to borrow so used Federal Revenue money .
We expect to get $28 , 000 in Federal Revenue Funds to be used
as follows : Road Oils - $100000 ; Day Care - $ 1250 ; Human
Services Coalition - $280 ; Truck - $ 15 , 0006 Signs-$ 1000 ; Office
Equipment - $470 . That generally is the outlook . We scrutinized
pretty carefully.
Fedder : Is the $28 , 000 new this year?
Walpole : It has been in existence since 1972 • Federal Revenue money is
used to reduce taxes .
Fedder : What did we do before we got Federal Revenue Sharing ?
Heffron : Financed it .

Walpole : Bonded it or borrowed it and taxed the people .
Heffron : In other words we would have to tax .
Fedder : I understand , but do we need it?
Satterly : $2500 in unemployment , are we taking option #2 ?
Walpole : We ' re setting aside $2500 to build up a contingency fund .
? Do you figure unemployment insurance in Binge benefits ?
Walpole : No. It ' s Federal Mandated and State also .
Heffron : Layoff may be controlled by Civil Service . Our employees do not
anticipate to be laved off .
Incidentally, I think our Town pay scale is not quite as high as
other communities .
Corneliusr Dryden and Lansing are higher .
? When you add it by the day , it ' s not much , but by the year it
would amount to quite alot . Thirty-five cents per hour is quite
a jump .
Satterly : The new truck--was it considered to borrow to cut budget .
Walpole : It was discussed .
Rankin : Are there any other questions ? If not hearing is closed at 8 : 37 Pm -
Kriner : What am I going to get out of this budget ? Not a damn thing .
