TOWN OF GROTON PUBLIC HEARING
Held at the Town Hall
Groton , N . Y .
Wednesday , October 26 , 1977 - 8 : 15 P . M .
PRESENT : V . Rankin an Deputy Supervisor Fury Evelyn Dempsey - Cortland Standard
C . Pierson - Town Clerk
L . Sovocool - Town Councilman
A . Heffron - Town Justice Josephine Bell we Recording Clerk
V . Rankin : It ' s 8 : 15 P .M . and no members of the general public have turned up .
Colleen , would you please read aloud the Notice of Public Hearing
to consider a contract for Fire protection service for the Town ?
Pars . Pierson read the Notice aloud which was published
in the Journal and Courier on October 19 , 1977 , a copy
of which is on file in her office .
L . Sovocool : This year they want $ 13 , 700 and last year it was $ 12 , 700 ,
C . Pierson : Right .
V . Rankin : We ' ll be paying them $ 21 , 375 for both services , right ?
C . Pierson : Right .
V . Rankin : 0 . R . , - - that ' s raised by taxes , - - taxing the people .
M . Dempsey : blow is the ambulance raised ?
V . Rankin ; By taxing the people outside the Village .
What does that amount to five cents on a thousand dollars ?
L . Sovocool : Both of them will go up five cents an - right ?
V . Rankin : That would make it about $ 1 . 05 , doesn ' t it or a little more
than that ?
A . Heffron : Yes , but that is not what it ' s going up , - - it will only go up about
ten cents a thousand combined . Last year it was . 95q approximately .
V . Rankin : This may be a little more than five cents .
A . Heffron : Yes , I just don ' t know where the heck all of our expenses are going
to stop , - - not only for the Fire Department but everything else .
V . Rankin : Well , our big thing right now is fire .
L . Sovocool : What do they pay electricity on an an that building out back , not
the main building ?
- 1 -
A . Heffron : The Village picks up all that .
L . Sovocool : What ' s the salary $300 . for?
A . Heffron : The Secretary-Treasurer .
V . Rankin : How much money does the Village give them?
A . Heffron : I don ' t know what the Village budget is . I have no idea .
V . Rankin : This is not their whole budget , is it ?
A . Heffron : That ' s just our contract . Well , - -yeah .
V . Rankin : It doesn ' t say a thing in there about what they get from the
Village , does it?
A . Heffron : The total budget is $ 20 , 000 and something .
L . Sovocool : Yes . -
V . Rankin : You mean , - - is that the fire one that is $ 20 , 000 .?
L . Sovocool : Yes ,
V . Rankin : 0 . K .
L . Sovocool ; The Village pay for the heat and lights and the main building
and the gas . They also buy the hose nozzles on the trucks which
runs pretty high .
V . Rankin : That ' s what I want to know . How much money do they give them
per year outside of heat and lights ? So this really isn ' t , - -
they are giving us a budget of what little things they make off
the carnival- -
L . Sovocool : I think that figure is wrong . I think they made over $ 4 , 000 on
the carnival . I think they reversed the pool and carnival
figures . I don ' t think they made $ 4 , 000 on the pool . I ' d say
the pool would be about $ 2 , 000 ,
A . Heffron : They took over the Gun Club pool , too , didn ' t they ? So they
are running two of them now .
As you can see there ' s very little explanation of figures there , - -
not much breakdown .
L . Sovocool : Right , - -very 'little . I wish somebody was here to explain it .
A . Heffron : Frank McLean is probably the only one that could explain it
properly .
L . Sovocool : He isn ' t it any more - W . Davis is , I think .
A . Heffron : I think Frank is out of it , - - I think Dean Moore is or else he was
acting secretary for awhile .
L . Sovocool : I thought Will was secretary but I ' m not sure of that .
2 -
V . Rankin : What do you want to do with this ?
L . Sovocool : We ' ll just have to wait until our meeting and discuss it , I
guess .
V . Rankin : I ' ll adjourn this hearing and we ' ll discuss it further at
our Board Meeting .
The hearing closed at 8 : 25 P .M .
