T . Robinson - Town Accountant J . Bell - Recording Clerk
V . Rankin : It ' s 8 PM and time for the public hearing on Federal Revenue
Funds . Colleen would you read the notice aloud ?
( Mrs . Pierson read the Notice of Public Hearing aloud
which was published in the Journal and Coui ri. er on
September 21 , 1977 , a copy of which is on file in
her office . )
V . Rankin : You have heard the notice - - now this is what we have proposed i
for 1978 :
1 . Road oils $ 102000
2 . Day Care Center $ 1 , 250
3 . Human Services
Coalition $ 280
4 . New truck ( snow
plow ) $ 15 , 000
5 . Road Signs $ 11000
6 . Office Equipment $ 470
Total - - - - $ 28 , 000 for 1. 978 .
Anti -Recession :

had a bigi, washout ,
we have 1 $ 1 , 500
in there and for e,
part - time help 1 500
And this is roughly what we got in the past year and are hoping
we ' ll get the same for 1978 and the same for the anti - recession .
Now we ' re ready for questions .
C . Holden : On the part - time help - - ' that isn ' t going to tangle you up on
payroll ?

A . Heffron ; This would involve new help .
V . Rankii7 : It wouldn ' t involve help out 1 ere at all . The way I
understand it , the money is put here to give somebody
a lob for something to do for the Town .
L . Sovocnol : 'for outside work , - - like painting and so on .
V . Rankin : It could be anywhere cutting brush or sometting like that .
R . Walpole : Zt would be transferring one item to another not on the
ordinary payroll .
11W sovocool : Over and above regular help .
C . Holden : You would still have to talce out social security eind things
like that .
R . Walpole ; That would be earmarked strictly and would include social
security and so on .
A , iEeffron : It ' s my understanding it VTOLLldix ' t go for any overtime for
current help .
V . Rankin : No .
R . Walpole : Simply new help to encou-rage enploymoat, .
C . Holden : I guess uty question is when Irm helping Teresa 4 LL
R . Walpole : She would have to set up say $ 1 , 250 for payroll and the
balance for social security and so nn .
V . Rankin : Maybe you could come up with something better to use this
money fox' .
A . Feffrvn : Th is the purpose , as T see it , for anti - recession money , - -
to involve More jabs . Ttrs snot a great deal but is all
that is allocated to us .

L . Sovocool : tde paid Basso out of It fox the bridge .
V . Rankin : That was a contract .
C . H.olden : That would be alxight but inking of the other , It
might be a problem .
V . Rankin : Maybe we could encourage someone tct cut brush or do some .
thing around here cn a contract deal . Would that get
away from it ?
r1 . -Heffron : It would get away from paying social security and so un .
Some discussion was held qn this by & A Walpole ,
A . Reffron and others .
V . Rankin : Are there any other questions ? If not , I guess we ' ll
close this hearing .
R . Walpole : I make the motion that the hearing be closed .

Motion carried unanimously .
The hearing adjourned at 814 10 PM .
