Charles Rankin, April Scheffler.
MOVED by Councilperson Jackson, seconded by Councilperson Young, to approve the minutes of the
April 10, 2018 meeting as presented.
Ayes - Gamel, Young, Jackson, Clark, Scheffler.
Vouchers numbered 169 - 217 in the total amount of $206,012.65 were presented to the Board for their
review.
Vouchers in the total amount of $115,563.95 which included $83,063.95 for the General Fund and
$32,500.00 for the SFI-Special Fund for Fire Protection were presented for audit.
MOVED by Councilperson Gamel, seconded by Councilperson Jackson, to approve the General and
Special Fund Bills for payment.
Ayes - Gamel, Young, Jackson, Clark, Scheffler.
Vouchers for the Highway Fund in the amount of $90,448.70 were presented for audit. The Board
discussed the lack of documentation for the expenses submitted on Voucher #204.
MOVED by Councilperson Scheffler, seconded by Councilperson Gamel, to approve the Highway Bills
for payment with the check for Voucher #204 held until further documentation of the bill is received.

Monthly Reports:
Charles Rankin, Bookkeeper - Submitted monthly reports for the Board's review. A budget transfer was
needed to cover the cost of Workers Compensation Insurance due to a mistake that had been made in the
2018 Budget. An additional adjustment was needed to account for additional CHIPS funds that had been
received.

RESOLVED, that the Town Board hereby approves the following 2018 Budget Adjustment:

W. Rick Fritz, Code/Fire Enforcement Officer - Was absent but had submitted monthly reports for the
Board's review.
Richard C. Case, Jr., Highway Superintendent - Was not present.
April L. Scheffler, RMC, Town Clerk/Tax Collector - Submitted monthly reports for the Board's
review. I gave you all a copy of an article for the Groton Independent on local clerks who were sworn in
as officers for the NYS Town Clerks Assoc at conference. I have been asked to go back on as District 6
Director to fill out the remaining 2 years of a term left vacant by a resignation. I am also continuing as
Historian for the Association. Conference was great, as always and we both learned a lot.
I applied for a Community Celebrations Grant for the photo show and recently received notice that we
received $700 to help with the expenses.
I have been working on the Census address list updates for the Town. I opted for the manual paper
version instead of the electronic program and the rest of the County made me feel like I was some kind of
dinosaur, but when I called the Census Bureau with a question the other day (and actually talked to 2 real
live people!) I was told that I had made the smart choice because the electronic version is a nightmare.
Sometimes it pays to be old school!
Victoria Monty, Attorney for the Town - Had nothing to report. She did inform the Town that she
would be leaving private practice and taking a job as Assistant District Attorney for Cortland County.
She thought that Fran Casullo will be taking over with the Town for her.

John J. Norman and A. D. Dawson, Town Justices - Submitted monthly reports for the Board's review.
John Norman said that things had been pretty slow. He said they had the lights for the outside of the
building, which were paid for with their grant, and have talked with Steve Teeter at the Village about
installation.
Councilperson Crystal Young as Representative to Joint Youth Program - Gave the following
reports:
Recreation Partnership Board met on April 24, 2018
• Discussed 2019 Budget Guidelines and percent of change suggested. Draft will be presented at
next meeting.
• Reviewed and final updates done on the evaluation form given to parents and students at the
conclusion of the IYB programs.
• Summer Camp Guides were handed out for distribution in towns. (Where?)
• Continued to review the Performance Measures and By -Laws.
Joint Recreation Committee
Although group unable to meet, Jennifer Jones sent us a report:
• Youth Baseball & Softball: Practices have been very tough with the weather. Teams are finally
getting outside and starting games.
• Youth Track & Field: We currently have 39 youth from grades 3-6 signed up for this program
which is much more than expected! Jeff, Scott, and I have been running the program in station
form. We are breaking kids into three groups and having them rotate thought different events.
• Summer booklets: Coming back from the printers and will be taken to the school asap for students
to take home. Unfortunately, at this time we will not be running a basketball or volleyball camp.
Confirmed and printed: Track & Field, Art, Not A Bummer, Archery, Golf, Jr. Fire, Jr. Lifeguard,
Science, Tennis, Soccer, Dance, Football/ Cheer.
• Concerts: Summer Concerts are done. Fireworks are confirmed for July 6th and DJ Kelly has been
scheduled. Flyers will be going out soon with the full summer line-up.
• Summer EmBlovees: Interviews being held for all summer staff. As of now, we are quite low on
lifeguard applications and very high on rec assistant applications.
• "Name the Pavilion" contest winner announced at the Grand Opening on April 28th -
CRPavilion (a/k/a Chuck Rankin Pavilion).
Youth Commission met on May 2, 2018
• Monica Dykeman provided updates on Groton Youth Services programs (see attached).
• Shelley Lester provided updates on Rural Youth Services (see attached newsletter). Also wanted
to pass on information that there is an opening for a Program Manager at RYS.
• Scholarships in the amount of $50 were awarded from Youth Commission to four GCS Seniors.
Glenn Morey, County Legislator - Was not present.
Mike Neville, Groton Fire Department - Thanked everyone who helped out with their barbeque. We
sold 400 halves by 12:30, which is not common as we usually do 200 to 250. Fireworks are scheduled for
July 6 at the Elementary School with a rain date of July 8. We are doing the Firefighter Summer Camp at
the park again this year and that's going to be July 9 - 13. We're still working the Village on the building
and everything is going smoothly for that.

RESOLVED, that the Town Board of the Town of Groton (Location Code 30445) hereby establishes the

RESOLUTION #18-033 - AWARD BID FOR SECURITY CAMERAS
MOVED by Supervisor Scheffler, seconded by Councilperson Jackson
RESOLVED, that the Town Board hereby approves the bid for a security camera system from Pro
Audio/randpcs in the amount of $9,769.82.

RESOLUTION #18-034 - APPOINT JOSEPH MILLIMAN TO PLANNING BOARD
MOVED by Supervisor Scheffler, seconded by Councilperson Gamel
RESOLVED, that the Town Board hereby appoints Joseph Milliman to the Town of Groton Planning
Board to fill the unexpired term left vacant by the resignation of Brett Wyllie. Said term to end December
31, 2021.

There being no further business, Councilperson Gamel moved to adjourn, seconded by Councilperson
Clark, at 7:55 pm. Unanimous.
Everyone began to disperse. Clerk Scheffler went to lock the front door at approximately 8:05 pm, at
which time Councilperson Gamel said not to lock the door, re-entered the building and requested that the
meeting be reconvened.
MEETING RECONVENED
Supervisor Scheffler reconvened the meeting at 8:10 pm.
MOVED by Councilperson Gamel, seconded by Councilperson Jackson, to enter into Executive Session
at 8:14 pm to discuss the work history of a particular person in the Highway Department.

MOVED by Supervisor Scheffler, seconded by Councilperson Gamel to exit from Executive Session at
8:43 pm.

While in Executive Session, the Board had discussed possible solutions to the situation. No formal
actions we taken and no resolutions were passed.
Councilperson Gamel moved to adjourn, seconded by Councilperson Clark, at 8:43 pm. Unanimous.
