MOVED by Councilman Gamel, seconded by Councilman Sovocool, to approve the
minutes of the May 10, 2011 meeting as presented.
Ayes - Sovocool, Scheffler, Gamel, Clark, Morey.
MOVED by Councilman Scheffler, seconded by Councilman Sovocool, to approve the
minutes of the May 10, 2011 Public Hearing on the Town of Groton Land Use &
Development Code as presented.
Ayes - Sovocool, Scheffler, Gamel, Clark, Morey.
Claim Numbers 159-191 of the General Fund in the amount of $25,935.11 were
presented for audit.
MOVED by Councilman Gamel, seconded by Councilman Scheffler, to approve the
General Bills for payment.
Ayes - Sovocool, Scheffler, Gamel, Clark, Morey.
Claim Numbers 81-102 of the Highway Fund in the amount of $218,123.11 were
presented for audit.
MOVED by Councilman Sovocool, seconded by Councilman Gamel, to approve the
Highway Bills for payment.

Monthly Reports:
Elizabeth Brennan, Bookkeeper/Highway Clerk - Submitted monthly reports for the
Board's review and requested a budget transfer.

RESOLUTION #11-050 - 2011 BUDGET TRANSFER
MOVED by Supervisor Morey, seconded by Councilman Sovocool
Ayes - Sovocool, Scheffler, Gamel, Clark, Morey
RESOLVED, that the Town Board hereby approves the following 2011 Budget Transfer:
General Fund- Town Wide:
From: Contingency, A1990.4 $6,712.99
To: Town Clerk, Equipment, A1410.2 1,116.99
Worker's Compensation Insurance, A9040.8 5,596.00
Gary Coats, Code/Fire Enforcement Officer - Was not present but submitted monthly
reports for the Board's review.
A letter had been received from Brandt Buggs asking for reimbursement of the fee for a
building permit for a deck as the plans she submitted to the Code Enforcement Officer
did not have sufficient bracing to meet Code and she did not wish change the plans.
RESOLUTION #11-051 - REIMBURSE BUILDING PERMIT FEE TO BRANDI BUGGS
MOVED by Supervisor Morey, seconded by Councilman Gamel

RESOLVED, that the Town Board hereby approves the reimbursement of the $25.00
building permit fee to Brandi Buggs.
Richard C. Case, Jr., Highway Superintendent - I'd like to thank the Board for going on
the highway tour and seeing some of the jobs we worked on last year and what we're
looking for this year. At the present time the Highway Department is involved in
highway maintenance and roadway mowing is taking place daily. Stevens Road,
Cemetery Lane and Sears Road have been grader honed and gravel rolled in place.
We're still working on other gravel roads. Sovocool Hill Road from Smith Road to Cobb
Street has been paved and after it has had time to cure, shoulders will be added. The
one-ton truck that you approved last month has been ordered and the order has been
confirmed.
The Highway Department will be on vacation the first two weeks of July.

monthly report from Country Acres Pet Services.
Francis Casullo, Attorney for the Town - Had nothing to report.
John Norman and A. D. Dawson, Town Justices - Were not present.

Councilman Donald Scheffler as Recreation Coordinator- Had nothing new to report.
Supervisor Morey made the following proclamation:
In Appreciation of Margaret Palmer
WHEREAS, Margaret A. Palmer began working as Court Clerk for the Village of Groton
Justice Court in 1970 and the Town of Groton Justice Court in 1981 as an independent
contractor, was appointed part time Town of Groton Court Clerk in 1990 and attained
full time status from 2005 - 2008, and
WHEREAS, Margaret A. Palmer has been a member of the New York State Association of
Magistrate Court Clerks since 1980, was elected to that association's Board of Directors
in 1994, elected as President in 2004 and continues to be involved in the association by
attending conferences and teaching classes, now therefore be it
KNOWN, that the Town Board of the Town of Groton hereby expresses its appreciation
to Margaret A. Palmer for her 38 years of service to our local court system and the
Groton community.
Chuck Rankin was present to introduce Lyle Robbins who was hired to oversee the
changeover from a volunteer ambulance to a paid ambulance service. State law
states that if an ambulance is one that bills for its services, that they can only provide
services for their own municipality. In this case that would be the Village. There would
need to be a contract with the Town to provide services outside the Village. The Town
would need to establish a certificate of need in order to contract for this service. Mr.
Robbins and the attorney who has been hired to help set up the ambulance service will
help the Town with the applications.
Supervisor Morey appointed Councilman Sovocool as the representative from the Town
for the establishment of ambulance services and the certificate of need.
RESOLUTION #11-052 - TOWN JUSTICE AND COURT CLERK TO ATTEND CONFERENCE
MOVED by Supervisor Morey, seconded by Councilman Gamel
Ayes - Sovocool, Scheffler, Gamel, Clark, Morey
RESOLVED, that the Town Board hereby approves the payment of expenses for John
Norman, Town Justice and Cindy Vicedomini, Court Clerk to attend the New York State
Association of Magistrates and Court Clerks 2011 Conference, September 25-28, 2011, in
Niagara Falls.
MOVED by Councilman Sovocool, seconded by Councilman Gamel, to set a work
session for Thursday, June 16, 2011 at 6:00pm.
