HomeMy WebLinkAbout1977-08-23 w GROTON TOWN PLANNING BOARD MEETING Held at the Town Hall Groton , N . Y . Tuesday - August 23 , 1977 8 : 00 PM PRESENT : G . Totman - Chairman M . Adams - Secretary* C . Twigg* R . Gleason* D . Payne H . Fink J . Bell* * - Denotes those present . G . Totman : What we have to do tonight , as I understand it , - - correct me if I ' m wrong , Roger , - - we have to agree on what Mr . Hora has submitted as official and if it ' s to our satisfaction and if so we have to set up a public hearing and announce it in the news - paper , hold the hearing and have a meeting afterwards to approve or disapprove his request . He has submitted the proper amount of money for all the lots and also submitted the necessary maps and it ' s up to us now to see whether we agree with what he has done . R . Gleason : There ' s a technicality involved here , - -he ' s divided it but look at what it says , - - there are only 1 , 2 or 3 that have deeds , - - the rest are contracts . G . Totman : Contracts are legal . R . Gleason : Right but he hasn ' t conveyed them , - -he technically owns it , - -but anyways , - - the maps are in order as far as you ' re concerned? G . Totman : Yes , R . Gleason : And he submitted the amount of money he is supposed to , - - so I move that we accept his application and proceed to a public hearing . M . Adams : I second the motion . (Motion carried unanimously) G . Totman : Now we have to set a date for the public hearing . R . Gleason : It will have to be after Labor Day . Some discussion was held on the date and it was decided to hold it on Thursday night , September 8th at 7 : 30 PM with - 1 - the regular September Planning Board meeting to follow afterwards . G . Totman : If you have time , Mary , would you stop in tomorrow and see Colleen and have her send the notice into the paper for us and get the names of the neighbors involved and write them a letter and advise them of the public hearing . M . Adams : 0 . K . G . Totman : And sign the letters as secretary of the Groton Town Planning Board . C . Twigg : That ' s a nice setup he has there . There ' s no reason to com- plain . He has large lots and there ' s nothing else that land is good for . G . Totman : You can ' t farm on it . CO Twigg : People gave up trying to make a living on it a long time ago and you would have to have a large lot with that kind of soil . R . Gleason : 0 . K . G . Totman : So that ' s the only reason I had for calling this meeting to - night . We ' ll meet on the 8th of September at 7 : 30 PM for the public hearing . Mary , you ' ll see Colleen tomorrow and ask her to put it in with the right names , etc . M . Adams : Yes . R . Gleason : Then do you want to tell her that from now on our regular Planning Board meetings will be on the first Tuesday of each month except September because of the Town Board Meeting that Tuesday . M . Adams : 0 . K . G . Totman : Do you have one of these books on subdivisions , Mary? M . Adams : Yes , I have . R . Gleason : Should we try to have Glenn Kline come over and talk on this thing or not ? G . Totman : This is the summary of the results of the housing survey for the Town of Groton . He would like to come over and just give us his analysis ? R . Gleason : I guess , - -he was going to contact you to see just what you wanted to do about it . C . Twigg : How many of those do you have ? R . Gleason : I have no idea . I think he has a number of them . He just handed me one when I was in his office . - 2 - G . Totman : Why don ' t we have him come over , - - say at 8 o ' clock or so ? R . Gleason : I ' ll try and get him . I told him you were our new chairman . G . Totman : 0 . K . , - - I guess that ' s it then . R . Gleason : One thing , - Mr . Chairman - - I would think it would be in order for us to call the Town Board ' s attention to the fact we are short two members . G . Totman : I ' m going to go to their meeting and ask them about that my - self . They aren ' t doing anything about it . CO Twigg : Have we anybody lined up ? R . Gleason : There were several suggested . G . Totman : There were several names we gave them , - quite a few . C . Twigg : I think Bob Fouts is a little bit interested in how things are developing . His brother , Floyd , is on the Zoning Board of Appeals . G . Totman : He seems to have quite a level head on his shoulders for such a young fellow . C . Twigg0 Yes . C . Twigg made a motion that the meeting be adjourned which was seconded by R . Gleason and carried . The meeting adjourned at 8 : 50 P . M . Respectfully submitted , Jos hine Bell - 3 -
