Those present: Glenn E. Morey, Supervisor
Ellard L. Sovocool, Councilman
Donald F. Scheffler, Councilman
Richard B. Gamel, Councilman
Sheldon C. Clark, Councilman
Also present: Dewey Dawson,April Scheffler.
The purpose of the Special Meeting was for the Town Clerk to present the Tentative Budget to
the Town Board, which had been filed in the Office of the Town Clerk on September 29, 2008.
The overall tax rate for the Town will be 6.19 per thousand compared to 7.14 in the 2008 budget.
Raises were given at a rate of 4.5% across the board with a few exceptions.
A short discussion took place concerning increasing the amount of sales tax that the Town will
retain.
RESOLUTION #08-054 - RETAIN 25% OF SALES TAX CREDIT FOR 2009
MOVED by Supervisor Morey, seconded by Councilman Sovocool
Ayes - Sovocool, Scheffler, Gamel, Clark, Morey
WHEREAS,the Town of Groton receives a County Sales Tax Credit from Tompkins County on
an annual basis; and
WHEREAS, the Town Board of the Town of Groton currently takes a cash payment of ten
percent(10%) of its Sales Tax Credit and
WHEREAS, the Town Board believes that an increased portion of said sales tax credit could be
used by the Town to pay for operational expenses; therefore be it
RESOLVED, that the Town of Groton take a cash payment of twenty five percent (25%) of its
Sales Tax Credit from Tompkins County for the year 2009.

RESOLUTION#08-055 -ACCEPT TENTATIVE BUDGET AS
PRELIMINARY BUDGET
MOVED by Councilman Scheffler, seconded by Councilman Gamel
Ayes - Sovocool, Scheffler, Gamel, Clark, Morey
RESOLVED, that the Town Board hereby accepts the 2009 Tentative Budget as presented as
the 2009 Preliminary Budget.
RESOLUTION #08-056 - SET PUBLIC HEARING ON PRELIMINARY BUDGET
MOVED by Supervisor Morey, seconded by Councilman Sovocool
Ayes - Sovocool, Scheffler, Gamel, Clark, Morey
RESOLVED, that the Town Board hereby sets a public hearing on the 2009 Preliminary Budget
for Tuesday, October 14, 2008 at 8:00 PM and be it further
RESOLVED, that the Town Board hereby sets a public hearing on the 2009 Groton Fire
Department and Ambulance Budgets to immediately follow.
There being no further business, Councilman Sovocool moved to adjourn, seconded by
Councilman Scheffler, at 7:15 PM.
