preparation of an Environmental Impact Statement if said statement is necessary.
5. When Fees Are To Be Paid: All fees costs and/or expenses required by this fee schedule shall be
paid to the Town of Groton before any certificate/permit is issued.

MOVED by Councilperson Jackson seconded by Councilperson Young, to approve the minutes of the,
December 12, 2017 meeting as presented.

For Abstract #13 of the Year 2017, Vouchers numbered 563 - 596 in the total amount of $39,999.21
were presented to the Board for their review.
For Abstract #1 of the Year 2018, Vouchers numbered 1 - 12 in the total amount of $135,738.48 were
presented to the Board for their review.
2017 Vouchers for the General Fund in the amount of $15,860.3 7 were presented for audit.

Monthly Reports:
Charles Rankin, Bookkeeper - Submitted monthly reports for the Board's review and requested a budget
transfer. Things were getting pretty well wrapped up for 2017.

W. Rick Fritz, Code/Fire Enforcement Officer - Submitted monthly and yearly reports for the Board's
review. Census reporting had been completed. There were 10 new homes in 2017; 78 Certificates of
Occupancy and/or Completion issued; and 111 building permits issued.
Richard C. Case, Jr., Highway Superintendent - Was not present.
April L. Scheffler, RMC, Town Clerk/Tax Collector - Submitted monthly and yearly reports for the
Board's review. She gave the Board a copy of a letter that she had written in support of Country Acres Pet
Services applying for a grant. She also submitted a finally accounting of the Bicentennial expenses and
income.
Victoria Monty, Attorney for the Town - Had nothing to report.
John J. Norman and A. D. Dawson, Town Justices - Were not present.
Glenn Morey, County Legislator - Martha Robertson has been elected chair of the Legislature, and
Anna Kelles is Vice Chair. Mr. Morey has requested to be on the Budget Committee, Facilities and
Infrastructure, and Transportation. He feels these committees are where he can do the best for the Town
of Groton.
Lance Coit, Fire Chief - Handed out yearly reports to the Board. He went over the highlights of the
report with the Board. They have been involved in a total of 859 calls in 2017 - 140 fire incidents and
719 ambulance calls.
PUBLIC HEARING ON PROPOSED LOCAL LAW #4 FOR THE YEAR 2017
Supervisor Scheffler opened the public hear on Proposed Local Law #4 for the Year 2017 entitled "A
Local Law to Amend Various Sections of the Town of Groton Land Use and Development Code as
Enacted by Local Law #1 of the Year 2011 " at 8:10 pm.
Clerk Scheffler read the public notice which had been duly published in the Town's legal paper, the
Groton Independent, on January 3, 2018 as well as the in the Shopper.
Supervisor Scheffler asked if anyone would like to speak.
Gary Bush - I own Spec Consulting and am a local professional engineer. I also happen to own 25% of
Weaver Wind Energy which is located currently in Freeville. I have a couple of comments. (One was a
minor typo, which will be corrected.) I am not in 100% agreement with the County's comments, in
particular the comment about the siting within a 100 feet of perennial streams and 50 feet of intermittent
streams. Generally these things are sitting on Sonotubes or concrete pillars. If there is a concrete pillar
within 100 feet of a stream, what difference does it make? It's not going to hurt anything.
Clerk Scheffler commented that the County has a Riparian Stream Buffer plan and that they don't want
anything close to a stream. This was also one of the comments from the County that had been received
when the 2011 Code was updated.
With no one else wishing to speak, Councilperson Jackson MOVED to close the Public Hearing,
seconded by Councilperson Gamel, at 8:17 pm.

The Board had nothing else to discuss concerning the proposed local law. Clerk Scheffler did point out a
few other typos that had been found and will be corrected.

TOWN OF GROTON LAND USE & DEVELOPMENT CODE

RESOLVED, that the Town Board hereby passes Proposed Local Law #4 for the Year 2017, which
becomes Local Law #1 for the Year 2017 entitled "A Local Law to Amend Various Sections of the
Town of Groton Land Use and Development Code as Enacted by Local Law #1 of the Year 2011. "
