TUESDAY, MAY 99 2017 AT 7:30 PM

Those present: Donald F. Scheffler, Supervisor

Also present: Glenn Morey, Rick Fritz, Charles Rankin, April Scheffler.
MOVED by Councilperson Gamel, seconded by Councilperson Smith, to approve the minutes of the,
April 11, 2017 meeting as presented.
Ayes - Gamel, Smith, Jackson, Clark, Scheffler.
Vouchers numbered 180 - 229 in the total amount of $105,301.86 were presented to the Board for their
review.
Vouchers for the General Fund in the amount of $59,252.63 and the Special Fund - Groton Fire
Protection in the amount of $30,625.00 were presented for audit.
MOVED by Councilperson Jackson, seconded by Councilperson Smith, to approve the General Bills for
payment.
Ayes - Gamel, Smith, Jackson, Clark, Scheffler.
Vouchers for the Highway Fund in the amount of $15,424.23 were presented for audit.
MOVED by Councilperson Gamel, seconded by Councilperson Jackson, to approve the Highway Bills
for payment.
Ayes - Gamel, Smith, Jackson, Clark, Scheffler.
Monthly Reports:
Charles Rankin, Bookkeeper - Submitted monthly reports for the Board's review and requested a budget
adjustment. Extra State Aid for CHIPS had come through. The Bookkeeper and Supervisor had some
communication with the State Comptroller concerning some questions on the Annual Report. There was
really nothing wrong and they were able to satisfy all the questions.
W. Rick Fritz, Code/Fire Enforcement Officer - Submitted monthly reports for the Board's review.
There is not a lot going on because of the rain but it will get busy again when the weather changes.

RESOLUTION #17-033 - 2017 BUDGET ADJUSTMENT
MOVED by Supervisor Scheffler, seconded by Councilperson Smith
RESOLVED, that the Town Board hereby approves the following 2017 Budget Adjustment:
Highway - Part Town:
Increase Revenues: State Aid, CHIPS, DB3501...............$53,748.00
Increase Expenditures: CHIPS, Equipmend, DB5112.2....... 53,748.00

Richard C. Case, Jr., Highway Superintendent - Was not present.
April L. Scheffler, RMC, Town Clerk/Tax Collector - Submitted monthly reports for the Board's
review. She had given the Board packets on the June 10th Bicentennial Event. A grant had been received
a Community Celebrations Grant from Tompkins County Planning of $950.00 to help with the
advertising for the event and she asked that the money be deposited into the Celebrations account when
the check comes in. And May 20th is the unveiling of the historical sign.
Victoria Monty, Attorney for the Town - Had nothing to report.
John J. Norman and A. D. Dawson, Town Justices - Were not present.
Councilperson Kelly Smith as Representative to Joint Youth Program - We had a discussion about
the 4th of July concession stand. Baseball and Softball has kind of monopolized it and they've been
making $1,200 to $1,500 in profits and some of the other sports teams would like to have a piece of that
pie. So, next year we'll see if any other sports want to do it and then we will start rotating it. We're
getting the binders ready to distribute to the different teams. We had the needs assessment meeting.
Summer booklets are out.
Glenn E. Morey, County Legislator - We had our first budget meeting and we decided amongst
ourselves that we're going to keep the tax cap at 2.4 which is the State levy. The good news is the
increase in the CHIPS fund. Groton City Road and Champlin Road will be paved this year, probably
during August.
Supervisor Scheffler - Has been going to the meetings on shared services, which has been ordered by the
Governor. The County Administrator, Joe Mareane, is setting up meetings every two weeks through the
summer. Supervisor Scheffler will keep the Board informed.
RESOLUTION #17-034 - APPROVE 2017 CONTRACT WITH GADABOUT
MOVED by Councilperson Gamel, seconded by Councilperson Smith
RESOLVED, that the Town Board hereby approves the 2017 contract with Gadabout in the amount of
$1,000.00 and gives the Town Supervisor the authority to sign said contract.

There being no further business, Councilperson Gamel moved to adjourn, seconded by Councilperson
Smith, at 7:49 pm. Unanimous.
