The Meeting of the Town of Groton Planning Board was called to order by
Chairman Mark Baxendell at 7:31 p.m.
APPROVAL OF MINUTES — 20 JULY & 17 AUGUST 2017- TABLED
OLD BUSINESS - NONE
NEW BUSINESS
Carlton Smith, Applicant/ Reputed Owner - 1037 Old Stage Road - TM #19.-1-23.12 - Proposed
Minor Subdivision
Chairman Baxendell recognized the applicant who explained that he would like to move a line at
1037 Old Stage Rd. loft in the front and 40ft in the back so he has a driveway going back to a pond.
He would then remove the line of the new lot and that of 19.-1-23.11 so there is no longer a land
locked parcel by adding it to his 1031 Old Stage lot.
With no further discussion, a motion was made by Member Leon Brockway Jr. that the Town of
Groton Planning Board hereby declares itself Lead Agency under SEQRA. The motion was
seconded by Member Monica Carey with the vote recorded as follows:

Motion carried.
This becomes Action #63 of 2017.
At the request of Chairman Baxendell, Member Brockway then read aloud Part II of the Short
Environmental Assessment Form. Negative responses were obtained to all questions in Part II.
A motion was then made by Member Carey that, based on the information and analysis of the
SEQR concerning this application, the Town of Groton Planning Board has determined that the
proposed action will not result in any significant adverse environmental impact, resulting in a
Negative Declaration. The motion was seconded by Member Maloney Hahn, with the vote
recorded as follows:

A motion was then made by Member Brockway Jr., to waive the public hearing and approve the
Minor Subdivision as requested. The motion was seconded by Member Carey, with the vote
recorded as follows:

Motion carried.

P/o 19.-1-23.12 - Proposed Boundary Line Change
Having previously heard the applicant's proposal and negative declaration for SEQR there was no
further discussion.
A motion was then made by Member Maloney Hahn to approve the Boundary Line Change as
proposed. The motion was second by Member Neuhauser, with the vote recorded as follows:

Richard Andrews, Applicant/ Reputed Owner - 290 Stevens Road - TM #30.-1-18.221 - Proposed
Minor Subdivision
Chairman Baxendell recognized the applicant who explained that his request was to sell the lot
however; the interested party would prefer the lot to be smaller. They would retain the new 5 acre
parcel which includes 3 acres of tillable land.
With no further discussion, a motion was made by Member Neuhauser, that the Town of Groton
Planning Board hereby declares itself Lead Agency under SEQRA. The motion was seconded by
Chairman Baxendell, with the vote recorded as follows:

Member Brockway then read aloud Part II of the Short Environmental Assessment Form. Negative

ADJOURNMENT
At 7:42 p.m., a motion was made by Member Neuhauser to adjourn the meeting. The motion was
seconded by Member Brockway Jr., with all members present voting in favor.
