MINUTES OF SPECIAL TOWN BOARD MEETING
TUESDAY, OCTOBER 3, 2006 AT 7:00 PM
THE TOWN HALL, 101 CONGER BOULEVARD
Those present: Glenn E. Morey, Supervisor
Ellard L. Sovocool, Councilman
Donald F. Scheffler, Councilman
Richard B. Gamel, Councilman
Sheldon C. Clark, Councilman
Also present: April Scheffler.
The purpose of the Special Meeting was for presentation of the Tentative 2007 Budget.
Supervisor Morey asked if there were any questions or comments and there were none.
RESOLUTION #06-082 —APPROVE TENTATIVE 2007 BUDGET
MOVED by Supervisor Morey, seconded by Councilman Scheffler
Ayes - Sovocool, Scheffler, Gamel, Clark, Morey
RESOLVED,that the Town Board hereby approves the Tentative 2007 Budget as presented.
Supervisor Morey explained that the Tompkins County Council of Governments wanted to apply
for a grant so that a consultant could be hired to help form a consortium for the purchase of
health insurance for municipalities within the County and asked for the following resolution.
RESOLUTION#06-083 -IN SUPPORT OF THE COUNCIL OF GOVERNMENTS'
GRANT APPLICATION FOR NEW YORK STATE SHARED MUNICIPAL SERVICES
PROGRAM—LOCAL HEALTH INSURANCE INCENTIVE AWARD
MOVED by Supervisor Morey, seconded by Councilman Gamel
Ayes - Sovocool, Scheffler, Gamel, Clark, Morey
WHEREAS,the Town of Groton has joined the Tompkins County Council of Governments, and
WHEREAS,the Council of Governments has resolved to apply for an incentive award under the
New York State Shared Municipal Services Program, and

WHEREAS, the grant will assist the municipalities in Tompkins County to create a local health
consortium, and
WHEREAS, the health care consortium will seek to develop health care coverage for all
municipalities with the intent to provide a net savings to the taxpayers of Tompkins County,
NOW, THEREFORE, BE IT RESOLVED, on recommendation of the Town Board of the
Town of Groton, that Glenn E. Morey is hereby authorized to act on behalf of the Town of
Groton in all matters related to this grant, and
BE IT FURTHER RESOLVED, that the County of Tompkins shall be designated as the Lead
Applicant and that the County Administrator is authorized to act as the contact person for this
grant.
There being no further business, Councilman Sovocool moved to adjourn, seconded by
Councilman Scheffler, at 7:12 PM. Unanimous.
