Also present: Dale Kinney, Jen Schwade, Stefanie Brooks, Dan Carey, Ed
Neuhauser, Charles Rankin, Richard C. Case, Jr., April Scheffler.
MOVED by Councilperson Sovocool, seconded by Councilperson Smith, to approve the
minutes of the July 8, 2014 meeting as presented.
Ayes - Sovocool, Smith, Clark, Morey.
Abstain - Gamel
Vouchers for the General Fund in the amount of $14,691.24 were presented for audit.
MOVED by Councilperson Gamel, seconded by Councilperson Sovocool, to approve
the General Bills for payment.
Ayes - Sovocool, Smith, Gamel, Clark, Morey.
Vouchers for the Highway Fund in the amount of $20,648.04 were presented for audit.
MOVED by Councilperson Sovocool, seconded by Councilperson Clark, to approve the
Highway Bills for payment.

Monthly Reports:
Charles Ranking, Bookkeeper - Submitted monthly reports for the Board's review. He will
be passing out budget worksheets by the end of the month. He will be attending a
shared services meeting at the County on August 27.
Gary Coats, Code/Fire Enforcement Officer - Submitted monthly reports for the Board's
review. Was not present at the meeting.
Richard C. Case, Jr., Highway Superintendent - The highway shop is in transition. Dale
has been working with Luke and it appears Dale's exit will go very smoothly. The
highway crew has finished shoulders on Stevens Road and Cemetery Lane. We will be
applying shoulders to Clark Street Extension this week if weather allows. The Davis Road
project continues when manpower and equipment are available. Groton Town's

highway building will be used by the Historical Society for Olde Home Days. I have
three resolutions that I would like to request from you.
RESOLUTION #14-044 - HIRE NEW CLEANER
MOVED by Supervisor Morey, seconded by Councilperson Gamel
WHEREAS, Casey Keech resigned from the position of cleaner on July 28, 2014, be it
RESOLVED, that the Town Board hereby approves the hiring of Edward Moore as the
new cleaner at the present rate of pay of $13.30 per hour, effective July 25, 2014.

RESOLUTION #14-045 - TAKE 2002 CH EVY PICKUP TO AUCTION
MOVED by Supervisor Morey, seconded by Councilperson Sovocool
RESOLVED, that the Town Board hereby gives the Highway Superintendent permission to
take the 2002 Chevy pickup to the Municipal Auction in Lansing on September 25, 2014.

RESOLUTION #14-046 - PURCHASE 2014 PICKUP
MOVED by Supervisor Morey, seconded by Councilperson Clark
RESOLVED, that the Town Board hereby approves the purchase, from the Equipment
DA5130.2 Account, a new 2014 1/2 ton, double cab pickup truck from the National Joint
Purchasing Alliance in the amount of $33,655.00.

April L. Scheffler, RMC, Town Clerk/Tax Collector - Submitted monthly reports for the
Board's review. She and Robin are getting ready for the photo show taking place
during Olde Home Days.
Victoria Monty, Attorney for the Town - Had nothing to report.
John Norman and A. D. Dawson, Town Justices - Submitted monthly reports for the
Board's review. They were not present at the meeting.

Councilperson Kelly Smith, as Representative to Joint Youth Program - There was no
meeting this month but I do have a few things to report. The pool is going well. This
past Friday they had "Guards Give Back Day" with a bake sale and door prizes. The
lifeguards purchased a bench plate that they placed on a bench at the park. They
painted the bench pink in honor of Sherry Jones Buggs who is Jen and Jes Jones' mom.
They don't think they have enough lifeguards to have a float in the Olde Home Days
parade this year. Summer program numbers have been good except for Kung Fu
camp didn't have enough people to sign up. Also junior golf was a little short, but
archery was over full so they had to add a session. Moving the concerts to the Legion
has been very successful. They have had a great turnout there. They had their first
movie night and there is one more coming up.
Privilege of the Floor:
Jen Schwade - Said there was a ruling that came down showing that towns in New York
had the right to regulate hydraulic fracturing and urged the Board to pass a
moratorium.
Dale Kinney - I've heard the talk about me stepping down as Town highway mechanic.
I just wanted to say thank you to the Board, the Supervisor, and the Superintendent,
Rick Case, especially for his patients as I tried to do my job each day. I just wanted to
thank each of you here.
RESOLUTION #14-047 - SUPPORT DEC ACQUISITION OF PUBLIC FISHING
EASEMENTS ALONG FALL CREEK
MOVED by Supervisor Morey, seconded by Councilperson Gamel
WHEREAS, the New York State Department of Environmental Conservation is planning to
acquire additional public fishing rights easements along Fall Creek in the Town of
Groton for the purpose of providing opportunities for public fishing on sections of the
stream where none presently exist and to expand existing opportunities. Some small
parking areas and access footpaths for fishermen may also be acquires, and
WHEREAS, the NYSDEC has stated that the acquisition will be consistent with the New
York State Open Space Plan, and will be pursued only as friendly purchases from willing
sellers, without the use of Eminent Domain, now therefore be it
RESOLVED, that the Town Board hereby supports the New York State Department of
Conservation acquisition of additional public fishing rights easements along Fall Creek
in the Town of Groton.

RESOLUTION #14-048 - COURT CLERK TO ATTEND CONFERENCE
MOVED by Supervisor Morey, seconded by Councilperson Sovocool
RESOLVED, that the Town Board hereby approves the payment of expenses for the
Court Clerk, Cindy Vicedomini, to attend the annual New York State Magistrates Court
Clerks Conference, September 29 - October 1, 2014, in Albany, NY.

There being no further business, Councilman Gamel moved to adjourn, seconded by
Councilman Sovocool, at 8:00 pm. Unanimous.
