TUESDAY, JULY 8, 2014 AT 7:30 PM
THE TOWN HALL, 101 CONGER BOULEVARD
Those present: Glenn E. Morey, Supervisor
Ellard L. Sovocool, Councilperson
Kelly Smith, Councilperson
Sheldon C. Clark, Councilperson
Victoria Monty, Attorney for the Town
Absent: Richard B. Gamel, Councilperson
Also present: Stefannie Jacobs, Jen Schwade, Dorothy Pomponio, Dewey
Dawson, Richard C. Case, Jr., April Scheffler.
A powerful storm passed through the area just prior to the Town Board meeting and the
electricity was off. Supervisor Morey provided camping lanterns so that the meeting
could proceed, but made it clear that the meeting would be brief.
MOVED by Councilperson Sovocool, seconded by Councilperson Smilth, to approve the
minutes of the June 10, 2014 meeting as presented.
Ayes - Sovocool, Smith, Clark, Morey.
Voucher for the General Fund in the amount of $17,540.33 were presented for audit.
MOVED by Councilperson Sovocool, seconded by Councilperson Clark, to approve the
General Bills for payment.
Ayes - Sovocool, Smith, Clark, Morey.
Abstain - Smith
Vouchers for the Highway Fund in the amount of $199,679.43 were presented for audit.
MOVED by Councilperson Clark, seconded by Councilperson Sovocool, to approve the
Highway Bills for payment.
Ayes - Sovocool, Clark, Morey.
Abstain - Smith
(Councilperson Smith chose to abstain since, due to the storm, she arrived just before
the meeting started and did not have time to review the vouchers.)

Monthly Reports:
Charles Rankin, Bookkeeper - Was not present but had submitted monthly reports for
the Board's review.
Gary Coats, Code/Fire Enforcement Officer - Was on vacation but had Submitted
monthly reports for the Board's review.
Richard C. Case, Jr., Highway Superintendent - Reported that the paving was finished
on Clark Street Extension and they would be doing the shoulders when they returned
from the 2 -week Highway Department vacation shut -down. They would also be doing
the shoulders on Stevens Road. The Mechanic, Dale Kinney has given his notice and
will be taking a teaching job at BOCES as the Heavy Equipment Shop Teacher. This will
leave a void in the Highway Department that just can't be filled by any person off the
street. Mr. Case has found a person that he would like to hire for the position and Mr.
Kinney has agreed to stay on for awhile to help the new person get started.
RESOLUTION #14-043 - HIRE NEW HIGHWAY DEPARTMENT MECHANIC
MOVED by Supervisor Morey, seconded by Councilperson Clark
RESOLVED, that the Town Board hereby approves the hiring of Luke Keriskern as
Highway Department Mechanic at a starting rate of $16.25 per hour.

April L. Scheffler, Town Clerk/Tax Collector - Submitted monthly reports for the Board's
review.
Victoria Monty, Attorney for the Town - Had nothing to report.
Councilperson Kelly Smith, as Representative to Joint Youth Program -Said that the
summer programs were filling up and that there had been a $700.00 carry-over from
last year.
A. D. Dawson, Town Justice - Submitted monthly and semi-annual reports for the Board's
review.
Privilege of the Floor:
Supervisor Morey asked that anyone wishing to speak do so very briefly.
Dorothy Pomponio requested that the Board consider having Greg May from Tompkins
County Trust come to speak about how gas wells will affect mortgages.

Jennifer Schwade had information claiming that 4 out of 10 wells will fail in Pennsylvania.
She will email the information.
Announcements:
➢ Planning Board - Thursday, July 17 at 7:30 pm
➢ Zoning Board of Appeals - Wednesday, July 30 at 7:00 pm
➢ Thank you from the Groton Senior Citizens for the Town's continued support of
their programs and trips.
There being no further business, Councilman Sovocool moved to adjourn, seconded by
Councilman Clark, at 7:30 pm. Unanimous.
