Road completed with names of people owning or contracting for land

have anything published in the Cortland Standard and she would
be glad to put it in and would try to be a good girl . She also
said she does think though that there are lots of groups that
spent time and effort and thought into doing things and people
have no idea about it and get no credit for it and once in
awhile the Planning Board should blow their own horn a bit .
She then thanked the members for listening and left the meeting .
G . Totman : Goodnight and thanks for coming down .
C . Twigg : What is going to be done about this Joe Hora deal , Harvey?
H . Fink : Nothing .
C . Twigg : Do we have to act in. some way before he can go on ?
H . Fink : Yes , - -he submitted an application , with the proper fee at that
time , - -but with improper information , - -we know that , - -we took the
time to go up there on a holiday .
D . Payne : Wasn ' t it on Labor Day ?
H . Fink : Well it was on a holiday and we went up , - - that ' s when we found
the inequities and since then the maps presented to me by Ben
Bucko was just information by a pen on who owned the land .
C . Twigg , Well I don ' t understand why Bucko can ' t explain to him all he
needs to know so that when he comes in , - -he has all the informa-
tion . Eventually Bucko is the one who is going to interpret the
ordinance anyways , isn ' t he ?
H . Fink : Let me just read this letter so it will be in the minutes . It ' s
a letter I received from Ben Bucko dated September 9 , 1976
addressed to me as Chairman of the Planning Board :
"Re : Joseph Hora
Dear Harvey :

H . Fink : I don ' t know whether to contact this guy or not . At the last meeting
he was emotional and through the whole deal Mr . Bucko has been his
voice . Here ' s the map - - if this was done over the same way as it

H . Fink : is now - - perfected the way it should be with the names or
whatever we require , - -will we accept this here ? That ' s what
Ben asked me informally . Do we give him back this map and say
put the names in like O ' Brien , Suftin and whoever . else is on there .
If we do that , - - I ' ll explain something else , - - Joe Hora submitted a
$ 90 . fee and I think the fee is $ 20 or $ 25 plus $ 10 for every lot
so I think it ' s 6 or 7 lots now if we break this down there ' s 15
Or 16 . Now , some of these were existing for a time we don ' t know
of . Breice has been there a long time , - -he probably was there be-
fore the ordinance .
G . Totman : What you have is a technical problem that wouldn ' t have arisen if
it was someone else with a different attorney being the fact that
Ben is his attorney puts us on a bad thing . What we ought to do is
have Hicks come to our next meeting and have him talk to Ben and
tell him this has to be treated the same as any other one . It ' s
not being fair to other people .
R . Gleason : I don ' t understand , - - shouldn ' t Ben come down ?
H . Fink : They came once .
R . Gleason : But we didn ' t answer that H . Fink : What he is looking for is simplicity in this case . This is
supposedly the Sharpsteen Road , - - the buildings aren ' t there , - -
the lines aren ' t on the map in some cases . What he asked me for
is if this map is , - - I still say we might have to charge more
money .
C . Twigg0 MIGHT have to?
D . Payne : I would say from my interpretation of the ordinance this has gone
beyond , - - we had a public hearing , - - am I right ?
H . Fink : No , - - just an informal hearing . If I remember it action has to be
taken within a period of time and I would say at this point - -
the way I interpret the regulations , - - this whole procedure has to
start over again and I think it ' s about time the Planning Board does
what they are supposed to do on this type of a situation . The Town
Board , Ben Bucko and Joe Hora are aware of the situation , - - so is the
Zoning EnforceTmnt Officer and so far it ' s been a year or better
and there has been absolutely no action taken . Any comments ? Since
that time he ' s divided more lots .
C . Twigg : This map here , in actuality , has nothing to do with his first
application then because it ' s a different map so it like Don
says start all over again .
M . Adams ; What does he want it on ?
D . Payne : Do we know which ones they are ?
R . Gleason : No , we don ' t , - - they have to be here to tell us . Get them down here .
D . Payne : Got to have someone in a position to take the action .
