MOVED by Councilperson Smith, seconded by Councilperson Sovocool, to approve the minutes of the,
January 13, 2015 meeting as presented.
Ayes - Sovocool, Smith, Clark, Morey.
Vouchers for the General Fund in the amount of $84,518.01 were presented for audit.
MOVED by Councilperson Sovocool, seconded by Councilperson Smith, to approve the General Bills
for payment.
Ayes - Sovocool, Smith, Clark, Morey.
Vouchers for the Highway Fund in the amount of $37,943.77 were presented for audit.
MOVED by Councilperson Clark, seconded by Councilperson Sovocool, to approve the Highway Bills
for payment.

Monthly Reports:
Charles Rankin, Bookkeeper - Submitted monthly reports for the Board's review.
RESOLUTION #15-015 - 2015 BUDGET TRANSFER
MOVED by Supervisor Morey, seconded by Councilperson Smith
RESOLVED, that the Town Board hereby approves the following transfer for the 2015 Budget:
General Fund, Town Wide:
From: Contingency, A1990.4 .............................................. $351.00
To: Town Clerk, Personal Services, A1410.1 ............................51.00
Superintendent of Highways, Personal Services, A5010.1 ...... 300.00

Gary Coats, Code/Fire Enforcement Officer - Submitted monthly reports for the Board's review.
Construction has begun on the dog training facility on Smith Road. Mr. Coats told the Board about new
laws pertaining to open trusses and the requirement of stickers that show the type of trusses used in any
new construction so that firemen are aware of the type of construction when entering a building during a
fire.
Richard C. Case, Jr., Highway Superintendent - Was not present.
Victoria Monty, Attorney for the Town - Had nothing to report.
John Norman and A. D. Dawson, Town Justices - Were not present.
April L. Scheffler, RMC, Town Clerk/Tax Collector - Submitted monthly reports for the Board's
review. Several letters had been received: Groton Old Home Days Committee asking for a donation of
$1000.00; Town of Dryden public hearing on their new zoning law; public hearing on Tompkins County
Comprehensive Plan; and Department of Assessment reminding us to have Local Board of Assessment
Review in place by April 10th
Councilperson Kelly Smith as Representative to Joint Youth Program - Youth sports are still having
issues with space. Cabin Fever Festival is scheduled for February 28th. We've audited the youth sports
books and have finished two and meet tomorrow to look at a third. Jennifer has started summer planning
and has received $1000.00 for summer concert series. Because of construction at the high school this
summer there will be issues with getting the summer programs set up and where to have them.

RESOLUTION #15-016 - CONTRACT WITH THOMA DEVELOPMENT CONSULTANTS FOR
CDBG GRANT PROGRAM DELIVERY AND ADMINISTRATION
MOVED by Supervisor Morey, seconded by Councilperson Smith
WHEREAS, the Town of Groton advertised an Invitation to Bid seeking proposals from qualified
consultants or consulting firms to provide program delivery and administrative services in
conjunction with the Town's Community Revitalization Fund (CRF) Community Development
Block Grant (CDBG Grant), and
WHEREAS, the bid opening took place at noon on February 5, 2015, with a bid from Thoma
Development Consultants being the only bid received, now therefore be it
RESOLVED, that the Town Board shall contract with Thoma Development Consultants for CDBG
Grant Program Delivery and Administration Services.

RESOLUTION #15-017 - CHARLES RANKIN & KELLY SMITH TO ATTEND CDBG GRANT

RESOLVED, that the Town Board hereby approves the request for Charles Rankin and Kelly Smith to
attend the CDBG Grant Implementation Workshop in either Batavia or Albany.

RESOLUTION #15-018 - APPOINT ZONING BOARD OF APPEALS CHAIR AND VICE CHAIR

RESOLVED, that the Town Board hereby appoints Ted Schiele as Chair and Paul Fouts as Vice Chair of
the Town of Groton Zoning Board of Appeals.

RESOLUTION #15-019 - APPOINT PLANNING BOARD CHAIR AND VICE CHAIR

as Vice Chair of the Town of Groton Planning Board.

RESOLUTION #15-020 - CODE ENFORCEMENT OFFICER TO ATTEND CONFERENCE

RESOLVED, that the Town Board hereby approves the payment of expenses for the Code Enforcement
Officer, Gary Coats, to attend the New York State Building Officials Training Conference, March 31 -
April 3, 2015 in Liverpool, New York.

RESOLUTION #15-021 - AMEND RESOLUTION #15-001
MOVED by Supervisor Morey, seconded by Councilperson Sovocool
WHEREAS, Resolution #15-001, Item #15, incorrectly stated the budgeted salary for the Town Clerk,
now therefore be it
RESOLVED, that the Town Board hereby amends Resolution # 15-001, Item # 15 to change the salary for
April L. Scheffler, Town Clerk from $43,370.00 Biweekly to $47,370.00 Biweekly as stated in the 2015
Adopted Budget.

RESOLUTION #15-022 - TOWN CLERK AND DEPUTY CLERK TO ATTEND CONFERENCE

Scheffler, and the Deputy Clerk, Robin Cargian, to attend the Annual New York State Town Clerks
Association Conference in Rochester, April 26 - 29, 2015.
