REGULAR MEETING The Regular Meeting of the Town of Groton Planning Board was called to order by Chairman Mark Baxendell at 7:30 p.m. APPROVAL OF MINUTES - 15 JUNE 2017 A motion was made by Member Barbara Clark to approve the Minutes of the 15 June 2017 Planning Board meeting, as submitted. The motion was seconded by Member Ed Neuhauser, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Clark Member Neuhauser Absent: Member Carey Member Maloney Hahn Member Wyllie Member Brockway Motion carried. This becomes Action #50 of 2017. OLD BUSINESS - NONE NEW BUSINESS Edward M. Kellv. Applicant/ Reputed Owner - 770 Old Stage Road - TM #19.-1-6.12 - Proposed Elder Cottage Chairman Baxendell recognized the applicant who explained that he would like to place a 13 ft. by 40 ft. mobile home in his back yard, as shown on an annotated map accompanying the application, to accommodate his elderly aunt who needed to live close by. The Tompkins County Health Department, in their 20 June letter to Town CEO Rick Fritz, stated they had no problem with what was being planned. Also accompanying the application was the Town's "Agreement for Removal of Home" signed by Mr. Kelly on 26 June 2017. Page 1 of 3 (T) Groton Planning Board Minutes of Regular Meeting 20 Ji With no further discussion, a motion was made by Member Lisa Maloney Hahn that the Town of Groton Planning Board hereby declares itself Lead Agency under SEQRA. The motion was seconded by Member Leon Brockway, Jr., with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Clark Member Neuhauser Absent: Member Carey Member Maloney Hahn Member Wyllie Member Brockway Motion carried. This becomes Action #51 of 2017. At the request of Chairman Baxendell, the Member Brockway then read aloud Part II of the Short Environmental Assessment Form. Negative responses were obtained to all questions in Part II. A motion was then made by Member Clark that, based on the information and analysis of the SEQR concerning this application, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Member Neuhauser, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Clark Member Neuhauser Absent: Member Carey Member Maloney Hahn Member Wyllie Member Brockway Motion carried. This becomes Action #52 of 2017. A motion was then made by Member Maloney Hahn to waive the public hearing and approve the Elder Cottage as requested. The motion was seconded by Member Brockway, with the vote recorded as follows: Motion carried. Diana MacKenzie, Applicant/David C. & Diana MacKenzie, Reputed Owners - 393 Lick Street - TM #30.-1-1 - Proposed Commercial Outdoor Recreation Chairman Baxendell recognized the applicant and her associate, Lorri Hunter. Mrs. MacKenzie explained that she and Ms. Hunter were seeking approval to "build a rustic venue for special events, not limited to weddings, located in our back field..." A narrative of what was planned accompanied her application. The applicant displayed photos of the property's entrance and actual site, along with photos of planned barn/pavilion and tent(s). Electric service would be mostly underground, and the roadway has been started. The Board discussed the proposed driveway. The site is about four acres in size. Chair Baxendell advised the applicant that the Board would have to hold a Public Hearing, and she should also prepare a more detailed Site Plan for submittal to them. Page 2 of 3 (T) Groton Planning Board Minutes of Regular Meeting With no further discussion, a motion was then made by Member Maloney Hahn to approve the Preliminary Site Plan for the proposed Commercial Outdoor Recreation Facility, and set a Public Hearing for 17 August 2017 at 7:30 p.m. The motion was seconded by Member Brockway Hahn, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Clark Member Neuhauser Absent: Member Carey Member Maloney Hahn Member Wyllie Member Brockway Motion carried. This becomes Action #54 of 2017. 8Three8 LLC, Applicant/Gary & Jill Bush, Reputed Owners - 838 Peruville Road - TM #35.-1- 27.2 - Proposed Professional Offices Chairman Baxendell recognized the owners who explained to the Board that they were seeking approval to utilize their just -purchased property, which is a duplex, as follows: the front 1600 SF unit for Mr. Bush's office (he's a Licensed Professional Engineer) and also for his wife's business (she's an electrolocist). The back apartment, he said, would continue to be rented out. A Site Plan accompanied the application. Chair Baxendell stated that with the owners occupying the offices for their own business, "that fits." With no further discussion, a motion was then made by Member Maloney Hahn to approve the Preliminary Site Plan for the proposed Professional Offices, and set a Public Hearing for 17 August 2017. The motion was seconded by Member Neuhauser, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Clark Member Neuhauser Absent: Member Carey Member Maloney Hahn Member Wyllie Member Brockway Motion carried. This becomes Action #55 of 2017. ADJOURNMENT At 8:10 p.m., a motion was made by Member Brockway to adjourn the meeting.
