PUBLIC HEARING Groton Golf & Recreation Assoc., Inc., Applicant/ Reputed Owner - 549 Stevens Road - TM #37.- 1-1.2 - Maior Subdivision of Land - Level 1 The Public Hearing was opened at 7:30 p.m. by Chairman Mark Baxendell with the Board Secretary reading aloud the Legal Notice as duly published in the Finger Lakes Community Newspapers. Proof of Publication has been placed on file for the record. Chairman Baxendell recognized Terrance Walpole who explained to everyone present that the Association was seeking approval to subdivide 9.8± acres of this 200± -acre parcel into six undeveloped building lots along Lick Street as shown on the maps accompanying the application. The remaining acreage is the site of Stonehedges Golf Course. Restrictions would be placed on the building lots (which will be sold), he added (such as no mobile homes). Only "quality homes" would be built, he said. The purpose of subdividing the parcel is to generate funds to replace the watering system for the golf course. Chairman Baxendell asked if there was anyone from the public who wished to comment on the proposed subdivision; there was one, as follows: Kristi Tavlor - 610 Stevens Road - Interested in what was being done. Likes the fact that there will be stipulations/ restrictions on the proposed lots/homes; therefore is in support of proposed subdivision. Thinks it will increase assessed valuations in area. With everyone being heard who wished to be heard, the Public Hearing was closed by Chairman Baxendell at 7:38 p.m. Page 1 of 4 (T) Groton Planning Board Minutes of Public Hearing & Regular Meeting 16 March 2017 REGULAR MEETING The Regular Meeting of the Town of Groton Planning Board was called to order by Chairman Mark Baxendell at 7:38 p.m. APPROVAL OF MINUTES - 16 FEBRUARY 2017 A motion was made by Member Lisa Maloney Hahn to approve the Minutes of the 16 February 2017 Planning Board meeting, as submitted. The motion was seconded by Member Ed Neuhauser, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Absent: Member Wyllie Member Brockway Motion carried. This becomes Action # 16 of 2017. OLD BUSINESS Groton Golf & Recreation Assoc.. Inc.. Applicant/Reputed Owner - 549 Stevens Road - TM #37.- 1-1.2 - Maior Subdivision of Land - Level 1 Chairman Baxendell acknowledged receipt of a 9 March 2017 letter from the Tompkins County Department of Planning & Sustainability which recommended any approval of what is being proposed should restrict any development on the southernmost proposed parcel of this subdivision within the 50 -foot buffer to the stream on the adjacent Tax Parcel #37.-1-19.2. This was thoroughly discussed by the Board members. At the close of the discussion, a motion was made by Member Barbara Clark that the Town of Groton Planning Board hereby declares itself Lead Agency under SEQRA. The motion was seconded by Member Monica Carey, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Absent: Member Wyllie Member Brockway Motion carried. This becomes Action # 17 of 2017. Member Leon Brockway, Jr., then read aloud Part II of the Short Environmental Assessment Form. Negative responses were obtained to all questions in Part II. A motion was then made by Member Wyllie that, based on the information and analysis of the SEQR concerning this application, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Member Carey, with the vote recorded as follows: Motion carried. With no further discussion, a motion was then made by Member Carey to approve the Final Major Subdivision, Level 1, as requested, conditioned upon no development will occur on the southernmost proposed parcel within the 50 -foot buffer to the stream on adjacent Tax Parcel #37.-1-19.2. The motion was seconded by Member Maloney Hahn, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Absent: Member Wyllie Member Brockway Motion carried. This becomes Action # 19 of 2017. Randolph Well & Pump Co., Inc., Applicant/ Reputed Owner - 41 Gulf Hill Road - TM #38.-6- 10.23 - Minor Subdivision of Land & Boundary Change (Note: At this Board's meeting of 16 February 2017, the Board, after a lengthy discussion, advised the applicant that they should start with the survey map first, then go to the Town of Dryden, and then come back before this Board. Reference is made to those Minutes for additional details.) Chairman Baxendell acknowledged 9-10 March 2017 email correspondence between the Town of Dryden's Code Enforcement Officer, David Sprout, and Robin Cargian, Town of Groton's Deputy Clerk, relative to the proposed Minor Subdivision and Boundary Change. Chairman Baxendell stated that this matter will most likely appear on a future Planning Board agenda. No Action Taken. NEW BUSINESS Set Bond Amount for Approved Cell Tower - 868 Peruville Road - TM #35.-1-27.1 After a brief discussion, a motion was made by Member Carey to set a bond amount of $25,000 for the approved cell tower. The motion was seconded by Member Clark, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Absent: Member Wyllie Member Brockway Motion carried. This becomes Action #20 of 2017. OTHER BUSINESS • Board members discussed training. • Town Supervisor Don Scheffler advised that the application of Carol & Kenneth French - 98 Stevens Road - for a Minor Subdivision has been withdrawn.
