REGULAR MEETING The Regular Meeting of the Town of Groton Planning Board was called to order by Chairman Mark Baxendell at 7:30 p.m. APPROVAL OF MINUTES - 23 JANUARY 2017 A motion was made by Member Monica Carey to approve the Minutes of the 23 January 2017 Planning Board meeting, as submitted. The motion was seconded by Member Lisa Maloney Hahn, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Wyllie Member Maloney Hahn Member Brockway Motion carried. This becomes Action #8 of 2017. OLD BUSINESS - NONE NEW BUSINESS Groton Golf & Recreation Assoc.. Inc.. Applicant/Reputed Owner - 549 Stevens Road - TM #37.- 1-1.2 - Maior Subdivision of Land - Level 1 Chairman Baxendell recognized Terrance Walpole, representing the applicant who was seeking approval to subdivide 9.8± acres of this 200± -acre parcel into six undeveloped building lots along Lick Street as shown on the maps accompanying the application. The remaining acreage is the site of Stonehedges Golf Course. Restrictions would be placed on the building lots, he added (such as no mobile homes). The purpose of subdividing the parcel is to generate funds to replace the watering system for the golf course. Page 1 of 4 (T) Groton Planning Board Minutes of Regular Meeting At the conclusion of the discussion, a motion was made by Member Carey to approve the Preliminary Plan for the proposed Major Subdivision, Level 1, as requested, with the application to be forwarded to the Tompkins County Department of Planning for their review, and with a Public Hearing set for 16 March 2017 at 7:30 p.m. The motion was seconded by Member Bret Wyllie, with the vote recorded as follows: Motion carried. Randolph Well & Pump Co., Inc., Applicant/ Reputed Owner - 41 Gulf Hill Road - TM #38.-6- 10.23 - Minor Subdivision of Land & Boundary Change Chairman Baxendell recognized Larry Converse, representing the applicant who was seeking approval to subdivide the subject parcel into two lots as shown on the maps accompanying the application. The applicant was also seeking a boundary line change, also as shown on the maps. Mr. Converse explained that the property was split between the Towns of Dryden and Groton, and part of the land is landlocked (Lot A). The surveyor, he stated, hasn't been there yet, but has been hired. The purpose for subdividing/ boundary line change was to create access to the landlocked parcel. Mr. Converse said he had talked with the Town of Dryden and they agreed with what was being proposed. Chairman Baxendell asked if it would be more practical to approach the Town of Dryden for their approval first. This Board, he stated, can't really do anything unless it's clear what Dryden will do. Also, a survey map was needed in order to determine road frontages. After a lengthy discussion, Chairman Baxendell advised the applicant that they should start with the survey map first, then go to the Town of Dryden, and then come back before this Board. No Action Taken. Gary VanBenschoten, Applicant/ Reputed Owner - 847 South Main Street Ext. - TM #31.-1-13 - Minor Subdivision of Land Chairman Baxendell recognized the applicant who was seeking approval to subdivide a 5.7± -acre lot from his 28± -acre parcel to sell to his nephew who plans on consolidating it with his adjacent parcel on Stevens Road. After a brief discussion, a motion was made by Member Maloney Hahn that the Town of Groton Planning Board hereby declares itself Lead Agency under SEQRA. The motion was seconded by Member Leon Brockway, Jr., with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Wyllie Member Maloney Hahn Member Brockway Motion carried. Negative responses were obtained to all questions in Part II. A motion was then made by Member Wyllie that, based on the information and analysis of the SEQR concerning this application, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Member Carey, with the vote recorded as follows: Motion carried. Ayes: Chairman Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Wyllie Member Maloney Hahn Member Brockway This becomes Action # 11 of 2017. With no further discussion, a motion was then made by Member Carey to waive a Public Hearing and approve the Minor Subdivision, as requested, with the 5.7± -acre parcel to be consolidated with adjoining TM #31.-1-13. The motion was seconded by Member Barbara Clark, with the vote recorded as follows: Motion carried. Douglas VanBenschoten, Jr., Applicant/ Reputed Owner - 670 Stevens Road - TM #31.-1-19.4 & Pt. of 31.4-13 - Boundary Line Change Chairman Baxendell recognized Bob Walpole, Realtor, representing the applicant who was seeking approval to of a boundary line change, as shown on the map accompanying the application, consolidating it with this adjacent parcel on Stevens Road. After a brief discussion, a motion was made by Member Maloney Hahn that the Town of Groton Planning Board hereby declares itself Lead Agency under SEQRA. Carol & Kenneth French, Applicants/ Reputed Owners - 98 Stevens Road - TM #38.-1-4 - Minor Subdivision of Land Chairman Baxendell reported that this application had been withdrawn by the applicants who stated they would like to be re -scheduled for a future meeting. No Action Taken. ADJOURNMENT At 8:17 p.m., a motion was made by Member Brockway to adjourn the meeting. The motion was seconded by Member Clark, with all members present voting in favor.
