REGULAR MEETING The Regular Meeting of the Town of Groton Planning Board was called to order by Acting Chairman Ed Neuhauser at 7:30 p.m. ORGANIZATIONAL MATTERS FOR 2017 Selection of Board Chair A motion was made by Member Monica Carey to select Mark Baxendell as Town of Groton Planning Board Chairman for 2017. The motion was seconded by Member Barbara Clark, with the vote recorded as follows: Motion carried. Ayes: Acting Chair Neuhauser Nays: None Member Carey Member Baxendell Member Clark Member Wyllie Member Maloney Hahn Member Brockway This becomes Action #I of 2017. Selection of Board Vice -Chair A motion was made by Member Lisa Maloney Hahn to select Leon Brockway, Jr., as Town of Groton Planning Board Vice Chair for 2015. The motion was seconded by Member Carey, with the vote recorded as follows: Motion carried. Ayes: Acting Chair Neuhauser Nays: None Member Carey Chairman Baxendell Member Clark Member Wyllie Member Maloney Hahn Member Brockway This becomes Action #2 of 2017. Page 1 of 4 (T) Groton Planning Board Minutes of Regular Meeting Selection of Meeting Dav/Time A motion was made by Member Bret Wyllie to set the Town of Groton Planning Board meetings for the third Thursday of each month at 7:30 p.m., as needed. The motion was seconded by Member Brockway, with the vote recorded as follows: Motion carried. Ayes: Acting Chair Neuhauser Nays: None Member Carey Chairman Baxendell Member Clark Member Wyllie Member Maloney Hahn Member Brockway This becomes Action #3 of 2017. APPROVAL OF MINUTES - 22 DECEMBER 2016 It was noted that Eric Haeshe's name appeared twice in the listing of Applicants & Public Present; the duplicate should be deleted. A motion was made by Member Maloney Hahn to approve the Minutes of the 22 December 2016 Planning Board meeting, as corrected. The motion was seconded by Member Clalrk, with the vote recorded as follows: Ayes: Acting Chair Neuhauser Nays: None Member Carey Chairman Baxendell Member Clark Member Wyllie Member Maloney Hahn Member Brockway Motion carried. This becomes Action #4 of 2017. OLD BUSINESS - NONE NEW BUSINESS Stuart Staniford. Applicant/ Reputed Owner - 964 Peruville Road - TM #35.-1-25 - Minor Subdivision of Land Chairman Neuhauser recognized Rebecca Waring, representing the applicant who was seeking approval to subdivide this 50± -acre parcel into two lots, one containing 5.33± acres (improved with a residence), and the remaining parcel containing 45.13± acres (vacant land) as shown on a survey map, dated 6 December 2016, prepared by Reagan Land Surveying of Dryden, NY. The larger parcel will be sold, with the improved parcel to remain in the family, she stated. Board members agreed that there was sufficient road frontage. With no further discussion, a motion was then made by Member Brockway that the Town of Groton Planning Board declares itself Lead Agency under SEQRA for the proposed Minor Subdivision. The motion was seconded by Member Carey, with the vote recorded as follows: Ayes: Acting Chair Neuhauser Nays: None Member Carey Chairman Baxendell Member Clark Member Wyllie Member Maloney Hahn Member Brockway Page 2 of 4 19 J; (T) Groton Planning Board Minutes of Regular Meeting Motion carried. This becomes Action #5 of 2017. Acting Chair Neuhauser then read aloud Part II of the Short Environmental Assessment Form. Negative responses were obtained to all questions in Part II. A motion was then made by Member Clark that, based on the information and analysis of the SEQR concerning this application, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Member Wyllie, with the vote recorded as follows: Motion carried. Ayes: Acting Chair Neuhauser Nays: None Member Carey Chairman Baxendell Member Clark Member Wyllie Member Maloney Hahn Member Brockway This becomes Action #6 of 2017. With no further discussion, a motion was then made by Chairman Baxendell to waive a Public Hearing and approve the Minor Subdivision, as requested. The motion was seconded by Member Maloney Hahn, with the vote recorded as follows: Ayes: Acting Chair Neuhauser Nays: None Member Carey Chairman Baxendell Member Clark Member Wyllie Member Maloney Hahn Member Brockway Motion carried. This becomes Action #7 of 2017. OTHER BUSINESS • Acting Chairman Neuhauser advised Board members that the subdivision application form was undergoing modification, and asked for their input. • Acting Chairman Neuhauser noted that Board members had been given a copy of the Planning News which stated there was training at the Hilton in Saratoga Springs, March 25-28. Two persons may attend. • Town Supervisor Don Sheffler advised that the Energy Taskforce would like a representative from Groton. If anyone interested, contact him. ADJOURNMENT At 7:52 p.m., a motion was made by Member Clark to adjourn the meeting. The motion was seconded by Member Maloney Hahn, with all members present voting in favor. J E.
