TOWN OF GROTON
MINUTES OF TOWN BOARD MEETING FEBRUARY 19, 2002 - 7:30 PM

RESOLUTION #35 – HIRE CHRISTY MOORE AS JOINT RECREATION
COORDINATOR FOR THE TOWN AND VILLAGE OF GROTON

by Councilman Scheffler, seconded by Supervisor Morey

RESOLVED
, that the Town Board does hereby approve the hiring of Christy Moore as the Joint
Recreation Coordinator for the Town and Village of Groton at an annual salary of $14,000 for a
20-hour week with no benefits and a floating schedule, and a tentative starting date of March 11,
2002. Said hiring will be contingent upon a background check.
Councilman Scheffler
– We’re talking about a 20-hour week. We’re going to request weekly
accounting and it may be 10 hours one week, 30 hours the next. It’s going to be a job like
George Senter’s; it’s tough to keep it to just exactly 20 hours. But we’re going to ask her to keep
it close on an average as a salaried position.
Supervisor Morey
– She’s getting her masters in geriatrics. She has had experience in youth
sports, coaching.
Councilman Scheffler
– And playing at Ithaca College. She’s currently working at the Ithaca
Youth Bureau as a coach and she may continue that, I don’t know. The way that works is you
sign up to coach a sport or an activity and you get so much for doing it and when the seasons
over you are done. And they have hired her back two or three times and have good references on
her.

– I think we’re very fortunate to have Christy join the Town and Village
recreation.
RESOLUTION #36 – APPOINT COMPREHENSIVE PLAN REVIEW COMMITTEE

RESOLVED
, that the Town Board does hereby approve the appointment of Duane T. Randall,
as chairman of the Comprehensive Plan Review Committee and be it
FURTHER RESOVED,
that the Town Board does hereby approve the appointment of the
following committee members: Lyle Raymond, John Pachai, Monica Carey, Mary Glouster,
Julie Graham, and Doug Albern.
Supervisor Morey
– Couple of announcements: Last night I went to the Village Board Meeting
and I did vote on a new program for tax exemption. You have a little packet there. Colleen, if
we want to, well the earliest we can do this is 2004, is that correct?

– Yes, after the 1 of March.
Supervisor Morey
– Okay, but we have to make a public hearing first. Can we do that for the
next Board Meeting?
RESOLUTION #37 – SET HEARING DATE FOR TAX EXEMPTION

by Supervisor Morey, seconded by Councilman Randall

that the Town Board does hereby set a Public Hearing for March 12, 2002 for
review of tax exemptions.
Supervisor Morey
– Let’s have discussion first. What the Village did was take the maximum
allowable and then it appears it’s going to be the same way. Everybody should have a packet of
everything that was passed out a couple months ago on different things about where it is in

different counties, where the tax exemption is in the County. So, please review that for next
month.
Clerk Pierson
– This is local law. It has to lie on the table seven days prior to your taking any
action. So, right now you need to get it ready, on a local law, and you need to know what rate
you’re going to have.
Supervisor Morey
– Oh, before hand?
Clerk Pierson
– Oh, yeah.
Supervisor Morey
– The one thing, I tried to get hold of the Assessment Office today and Mary
Mills was busy all day, to find out what the effect is going to be on the budget, and I couldn’t get
that for you. I was hoping that I could do it by the time we have the Public Hearing, so I can’t
tell you what it would affect. The Village affected somewhere around $7,000 which is about 2%
of the whole total budget. I’m not sure what is going to be affected.
Clerk Pierson
– Our rate now is $16,500 and the Village went to $20,500. They were one step
ahead of us anyway with $17,500. So you will notice quite a bit more than the Village.
Supervisor Morey
– I know, I realize that. But I don’t know what the number is that will affect
the budget. Do you guys want to know that first, before we set the public hearing?
Councilman Sovocool
– It’d be a good idea, I think.
Supervisor Morey
– All right let’s set a public hearing, we’ll do it next month at our regular
Board Meeting, for April.
Clerk Pierson
– Just review this now and get some figures together and then set the date at the
next meeting?
Supervisor Morey
– Yeah. And you guys should have all of it still.
Clerk Pierson
– If you don’t, I still have a copy of everything I gave you.
RESOLUTION #38 – WITHDRAW RESOLUTION #37

RESOLVED
, that the Town Board does hereby withdraw Resolution #37 of this date and tables
the setting of the Public Hearing for Tax Exemptions until the March 2002 meeting.

– The Planning Board Meeting will be Thursday, February 21. Louie’s
going to be attending that with me.

The invitation to the agricultural sector, February 28, you have a copy of that in your packet.
Also, last night at the Village we discussed the Disaster Plan and I asked about the generator
program that we are supposed to be getting involved with. They are still looking into it. They
are suggesting a natural gas generator to be put here permanently on Conger Boulevard to
control the pumps, the Town Hall, the Village Garage and the Village Hall. So, it’s a lot better
situation because if it’s the situation where you have to move it on a trailer back and forth it
might not work. But if you have a permanent generator it will always work if you have tested it
monthly. Sheldon was also up in Norwich this past weekend. He found a diesel …?…
generator, 100 kilowatt. He didn’t know what the price was. He thought he did, but he wanted
to go back to the person who owns it to see exactly what the price is. It’s practically brand new,
so he’s going to do it.
We also got a $95,000 grant application for youth services. We applied for $300,000 and now
since we applied in conjunction with the school, the County Youth Bureau and Cornell
Cooperative Extension facilitates our youth commission here in the Town, we have to go back
and find out if we can do the same program for the $95,000 and we will know that by next
month.
Also, Diversified, you have a letter in there. I’m quickly trying to get information back. I finally
found out where information is and Fran’s got it all and he’s going to fax it over to us to find out
just what we agreed to in the past. Hopefully by next month we will have some information
from Diversified so you can all know what we’re talking about when we’re talking about it.
