GROTON TOWN BOARD
BUDGET WORK SESSIONS FOR 2002 BUDGET
Budget work sessions were scheduled at September 11, 2001 Town Board Meeting. (See
minutes).
*(Work Sessions are considered to be meetings and consequently are open to the public. A
meeting is the convening of a majority of members of a public body and the discussion of public
business.)
WEDNESDAY, SEPTEMBER 12, 2001 AT 7:00 PM
Town Clerk was unable to attend. No information was given to Clerk for Minute Book.
MONDAY, SEPTEMBER 17, 2001 AT 7:00 PM
Those Present: Glenn E. Morey, Supervisor
Ellard L. Sovocool, Councilman
Donald F. Scheffler, Councilman
Sheldon C. Clark, Councilman
Duane T. Randall II, Councilman
Also Present: Liz Brennan, Bookkeeper
Highway Employees - for negotiations
Arthur Dawson, Town Justice - to discuss salary and expenses
Colleen Pierson, Town Clerk - to discuss 2002 Budget and salary requests
for personnel including deputy clerk, tax collector, cleaner, planning,
zoning and ZBA departments.
Supervisor Morey asked the Clerk to leave so the Board could discuss salaries or “they have the
option of going into executive session.” The Clerk left.
WEDNESDAY, SEPTEMBER 19, 2001, 7:00 PM
Highway Superintendent was to attend. Clerk was told it was just for Highway Superintendent
and Board. Clerk did not attend. No information was given to Clerk for Minute Book.

SATURDAY, SEPTEMBER 22, 2001 AT 8:30 PM

Liz Brennan, Bookkeeper
Purpose of work session was to run through Tentative Budget.
Raises were presented as follows:
Highway Employees……..…4½% increase or $.62
$50.00/yr. for shoes or clothing expense
$9.00 to start new employees
Councilmen………………… 4½% increase - $1,654.00/yr.
Town Justice………………. 3½% increase - $8,051.00/yr.
Town Justice……………….. 3½% increase – $6,396.00/yr.
Supervisor………………….. Declined an increase
Town Clerk………………… 4½% increase + 2% “longevity bonus” - $30,102.00/yr.
Highway Superintendent…… 4½% increase - $44,346.00/yr.
Code Enforcement…………. 4½% increase – $14,988.00/yr.
Deputy Town Clerk…………4½% increase - $9.98/hr.
Bookkeeper………………….4½% increase + $.15 “performance bonus” – $14.22/hr.
Court Clerk………………….4½% increase - $11.04/hr.
Cleaner………………………4½% increase - $9.69/hr
School Crossing Guard…….. 4½% increase - $8.26/hr
Discussed employee personnel guide.
Discussed health insurance – considering paying 25% of retirees’ health insurance the first year
and review of part time employees health insurance.
Supervisor Morey would like to appoint individuals to work on the Comprehensive Plan – 2
from ZBA, 2 from Planning Board, and 2 people at large. He also would like to pay them $25.00
per meeting.
Supervisor Morey budgeted $2000 for computer and printer and $2500 to hire someone to set up
a Web Site.

Discussed new brochure put out by Village and Groton Business Association (which included
$200 Town contribution). Councilmen Randall and Scheffler indicated their displeasure with the
brochure since it did not include all Town businesses. They have offered to work on a new
brochure.
Consensus of the Board was to accept this as their Tentative Budget with possible changes prior
to accepting it as the Preliminary Budget in October.
