REGULAR MEETING The Regular Meeting of the Town of Groton Planning Board was called to order by Chairman Ed Neuhauser at 7:30 p.m. APPROVAL OF MINUTES – 18 AUGUST 2016 A motion was made by Member Barbara Clark to approve the Minutes of the 18 August 2016 Planning Board meeting, as submitted. The motion was seconded by Member Lisa Maloney Hahn, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Member Maloney Hahn Member Wyllie Member Brockway Motion carried. This becomes Action #51 of 2016. OLD BUSINESS Amber Driscoll, Applicant/Reputed Owner – 132 Durfee Road – TM #24.-1-10.1 – Site Plan Review & Special Permit for Proposed Elder Cottage (Reference is made to the 18 August 2016 Minutes of this Board regarding this application. No action was taken at that time.) It is noted for the record that the applicant, via email of 8 September 2016, has withdrawn her application for a proposed elder cottage. No Action Required. (T) Groton Planning Board Minutes of Regular Meeting 15 September 2016 Page 2 of 3 NEW BUSINESS Erich Haesche (dba Lubricants & Fuel Solutions), Applicant/Reputed Owner – 97 Ogden Road – TM #28.-1-34.305 – Preliminary Site Plan Review – Proposed Warehouse Facility Chairman Ed Neuhauser recognized the applicant and asked him if he had received an email from the Town regarding MSDS, Hazardous Materials Inventory Statement, and Hazardous Materials Management Plan. Erich presented the Board with the Material Safety Data Sheets, and other information requested. Chairman Neuhauser advised that the Board needed to review these submittals in order to “move on the application.” Without all of the requested information, the application is not considered complete. A motion was then made by Member Leon Brockway to postpone the Preliminary Site Plan Review for this facility until the 20 October 2016 meeting of the Town of Groton Planning Board in order to allow the Board time to review the new information provided. The motion was seconded by Member Bret Wyllie, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Member Maloney Hahn Member Wyllie Member Brockway Motion carried. This becomes Action #52 of 2016. George & Brenda Talbot, Applicants/Reputed Owners – 461 Cortland Road – TM #121.-1-11 – Proposed Minor Subdivision Chairman Neuhauser recognized Brenda Talbot who explained that she and her husband were seeking approval to subdivide a 1.92±-acre parcel from their 61±-acre property, as shown on the survey map accompanying their application. She stated that this was a new application as a previous approval had expired. With no further discussion, a motion was made by Member Maloney Hahn that the Town of Groton Planning Board declares itself Lead Agency under SEQRA for the proposed Minor Subdivision. The motion was seconded by Member Clark, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Member Maloney Hahn Member Wyllie Member Brockway Motion carried. This becomes Action #53 of 2016. Chair Neuhauser then read aloud Part II of the Short Environmental Assessment Form. Negative responses were obtained to all questions in Part II. (T) Groton Planning Board Minutes of Regular Meeting 15 September 2016 Page 3 of 3 A motion was then made by Member Clark that, based on the information and analysis of the SEQR concerning this application, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Member Brockway, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Member Maloney Hahn Member Wyllie Member Brockway Motion carried. This becomes Action #54 of 2016. With no further discussion, a motion was made by Member Monica Carey to waive a public hearing and approve the Minor Subdivision as requested. The motion was seconded by Member Mark Baxendell, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Member Maloney Hahn Member Wyllie Member Brockway Motion carried. This becomes Action #55 of 2016. OTHER BUSINESS • Town Supervisor Don Scheffler commented that the Town Board was presently working on the 2017 Budget. • Chairman Neuhauser reminded Board members of upcoming training, Tuesday, October 4th, in Dryden. ADJOURNMENT At 7:40 p.m., a motion was made by Member Clark to adjourn the meeting. The motion was seconded by Member Maloney Hahn, with all members present voting in favor. Joan E.
