BUDGET WORK SESSION FOR 2000
OCTOBER 6, 1999 AT 7:30 PM
Present for meeting were Councilmen Carey, Scheffler, and Palmer, Teresa
Robinson, Liz Brennan, Rick Case, April Scheffler.
After all had assembled, those people who received a salary were asked to
leave the room while salaries were discussed. This was Liz Brennan, Rick Case
and April Scheffler. The three were asked back to the meeting at 9:30 PM and
review of other appropriations followed.
Councilman Carey brought up previous discussion about raising allowance for
Municipal Officials Convention in New York City. This was raised from $500 to
$600 per person.
Justice Court was asking to purchase a copy machine. There is a possibility
that if given permission before year-end that they could apply and a receive a
grant to cover this expense.
Discussion was held on Town Clerk's request for computers. Councilmen Palmer
and Scheffler said that it was their understanding that computers would be
purchased in 1999. Liz Brennan said that encumbered money for this purpose
from 1998 had to be used in 1999. Consensus was that if computers were
purchased in 1999, there would be no need to include this in the 2000 budget.
Used computers from the Clerk's office were subsequently assigned to the
Highway and Zoning offices and their requests for new computers also stricken
from the 2000 budget.
Councilmen Palmer and Carey requested that before they approve budget expenses
for health insurance that competitive bids be sought from other health
insurance providers. Supervisor Robinson agreed to provide this for the next
meeting.
In the highway department, $6100 from the 1999 budget would be encumbered for
use in 2000. This is money ear-marked for the Old Stage Road bridge project.
Highway Fund, Machinery, Equipment DA5130.2 included an excavator at $170,000
and other equipment for a total of $198,750. Councilman Palmer asked if this
was something that could be bonded. It was decided to adjourn the meeting at
this point to give Board members a chance to consider the request for the
excavator and for bonding options to be evaluated.
Meeting adjourned at 11:00 PM.
