MINUTES OF SPECIAL TOWN BOARD MEETING
THURSDAY, JUNE 24, 1999 AT 7:30 P.M.
Those present: Teresa M. Robinson, Supervisor
Donald F. Scheffler, Councilman

PURPOSE OF MEETING
was to act on Tompkins County Intermunicipal Commission's
Request for Proposal (RFP) for submission of Cable Franchise Negotiations to
Time Warner.
Supervisor and Board Members reviewed, briefly, proposed Cable TV Franchise
for the Town. Currently areas coverd by Franchise are: Peruville and a
portion of Pleasant Valley Road, McLean, Elm Street Extension, and Route 38
Triangle North of the Village.

NEGOTIATION - APPROVAL OF REQUEST FOR PROPOSAL (RFP)
Moved by Councilman Palmer, seconded by Councilman Scheffler.
Ayes - Palmer, Scheffler, Robinson
Absent - Carey, Sovocool
RESOLVED,
that the Groton Town Board does hereby approve by resolution ,
the Cable Franchise Negotiations "Request for Proposal" as presented by
the Tompkins County Intermunicipal Cable Commission prior to submission to
Time Warner Cable.
BILL CASOLARA, ORGANIZATIONAL CONSULTANT
, was present to discuss Town's
computer status for the year 2000. Bill was asked to come in to check Y2K

compliance of computers.
Clerk's office - 3 computers - two must be replaced to accommodate Clerk's
Windows 95 software; Pentium can be upgraded for now. Suggested networking
all three units into a server and printing from a single laser printer.
Bill suggested the Town go with new Pentium II or III computers that have the
capability to be upgraded later on if necessary. He felt that since the
Clerk's new software will require Windows, it would be a waste of money to go
through each unit and check if year 2000 compliant. Current computers are old
and do not have the capacity to handle Windows 95 or 98 which is required for
our software. Cost would be around $3000 for the three units, $800 -$1000 for
printer, $800 - $1000 for server, network cost $200, and
consulting/installation charges $1500 - $2000.
SUPERVISOR ROBINSON
did not know off hand what monies were available in budget
this year.
Bill suggested that maybe part of it could be purchased this year and the
remainder after the first of the year.
Board members asked Bill to put together proposal with options to replace with
new and/or upgrade where possible. Bill will have proposal ready by July 9th.
Clerk will find out how long Williamson Law will support DOS System.
There being no further business, Councilman Scheffler moved to adjourn at 9:00
P.M., seconded by Councilman Palmer. Unanimous.
