1999 HIGHWAY NEGOTIATIONS

Supervisor and all Town Board Members met with the Highway Employees to
negotiate a new contract:
1) Board agreed to a 4% pay increase across the board.
2) Board agreed to a 15 cent increase every fifth year anniversary of
continuous employment.
Deputy Clerk was not allowed in the meeting. No minutes of the negotiations
were submitted to the Town Clerk.
CHANGES TO HIGHWAY AGREEMENT
#4 Compensation:
(e) Each employee will be paid Holiday, Vacation, Sick, Personal, Funeral and
Jury Duty leave based on the daily hours posted as the standard 40 hour
workweek at the time of leave, and providing the employee has suck time left
in his or her accrued balance.
#5 Workday and Workweek: The basic workweek is a 40-hour workweek. The hours
worked per day will be determined by the workload, weather conditions and the
discretion of the Highway Superintendent.
#14 Incentive Program: During the term of this contract, a qualifying
employee shall be entitled to a 15 cent increase on every fifth year
anniversary of continuous employment.
Deletions were made to items #9 and #4 (c).

BUDGET WORK SESSIONS
FOR 1999
Supervisor, Town Board Members, Rick Case and Liz Brennan were present.
Budget work sessions were held on Wednesday, October 21 and Tuesday, October
27, 1998, at 6:30 P.M. Board Members reviewed tentative budget as submitted
by the Supervisor. Many cuts were made in the general fund including requests
by the Code Enforcement Officer and the Town Clerk for Windows 95 in order to
be able to run Groton Database from the Tompkins County Assessment Department.
Cuts were made in the Deputy Clerk's appropriations (A1430.1 and B8010.1) for
salary. The Clerk requested the Board to consider an hourly rate of $9.00 for
the Deputy Clerk's salary in 1999. A four percent across the board increase
in pay was granted to all employees with the exception of the Highway
Superintendent who was granted a 15% increase or $5,000.00. With
approximately a 5.8% increase, the Board submitted their preliminary budget to
a public hearing.
