MINUTES OF TOWN BOARD MEETING
TUESDAY, MARCH 11, 1997 @ 7:30 P.M.

Moved by Councilman Palmer, seconded by Councilman Sovocool, that the Minutes
of February 11, 1997, be approved as mailed. Ayes -
Sovocool, Palmer, Carey, Robinson.
Claims Nos. 25 to 39 of the Highway Fund in the amount of $15,512.56 and Claim
Nos. 33 to 59 of the General Fund in the amount of $105,511.39 were presented
for audit. Moved by Councilman Sovocool, seconded by Councilman Carey, that
the bills be approved for payment. Ayes - Sovocool, Palmer, Carey, Robinson.
Claim Nos. 86 & 87 of the Special Grant Fund (HUD) in the amount of $3,084.24
were presented for audit. Moved by Councilman Palmer, seconded by Councilman
Sovocool, that the bills be approved for payment. Ayes - Sovocool, Palmer,
Carey, Robinson.
GEORGE TOTMAN - COUNTY BOARD REPRESENTATIVE
- Tape did not pick up brief
report.
Supervisor Robinson met with George Totman and Barbara Mink at the Groton
Hotel to discuss problems in the Town. There have been several accidents on
Chipmans Corners Road on the curve. There is no signs. George will bring up
at next meeting. Also discussed the proposed Bridge Replacement Agreement
with Tompkins County.
LIZ BRENNAN - BOOKKEEPER
- Passed out Monthly Report consisting of Revenues
and Expenditures. The annual report is completed. We need to modify budget
for recycling services for three months. Annual Report was sent from
Freeville using their modem. Will bill Town of Groton as soon as total bill
is in. Audit is being done and should be finished with the office work next
week.

RESOLUTION NO. 21 - AUTHORIZATION TO MODIFY BUDGET

- Monthly reports were reviewed
by the Board.
ARLAND HEFFRON & ALTON ALEXANDER - TOWN JUSTICES
- Monthly reports were
reviewed by the Board.
Discussed setting Annual Road Tour. Since Highway Superintendent was out of
Town, it was decided to wait until he returned.
Local Advisory Board of Assessment Review is scheduled to meet from 3 PM to 6
PM on Wednesday, May 14, 1997, at the Groton Town Hall. Supervisor Robinson
will serve from 3PM to 6PM. Councilman VanBenschoten will serve from 3PM to
4:30PM. Councilman Sovocool will serve from 4:30PM to 6:00PM.
Appoint Town Constable - Supervisor Robinson said she had two names on the
list and she understands that there was some changes that were made so Dewey
you are the second one on the list. After some discussion between Supervisor
Robinson and Mr. Dawson, Mr. Dawson said he would accept the appointment. The
Town Constable serves summons for the court.
RESOLUTION NO. 22 - APPOINT DEWEY DAWSON AS TOWN CONSTABLE

, that the Town Board does hereby as Town
Constable for the year 1997.
Discussed hearing for Twigg Junkyard License Application formerly known as the
White Junkyard on West Groton Road. Hearing must be held not less than two
weeks and not more than four weeks after the date of Mr. Twiggs application
which was March 5th. It looks as though we'll have to have a Special Town
Board Meeting and Hearing before our April Meeting. License is not
transferable.
Moved by Councilman Carey, seconded by Councilman Palmer, to schedule a public
hearing for the Twigg Junkyard Application for Tuesday, April 1, 1997, at
7:30PM at the Town Hall. Ayes- Sovocool, Palmer, Carey, Robinson.
Moved by Councilman Palmer, seconded by Councilman Sovocool, to hold a Special
Town Board Meeting on April 1, 1997, at 7:30PM at the Town Hall to take
possible action on Junkyard Application. Ayes - Sovocool, Palmer, Carey,
Robinson.
Supervisor Robinson has a letter on the exemptions for the Veterans. We
haven't had a change is quite some time. It is quite involved if we want to
do it. There was some discussion of how much it would cost and how many
people and what percentage. We might be able to do something at our special
meeting in April. We need to look up what the current town exemption is.
George Totman said the County is currently at $40,000 and they are going to
raise it to $60,000. It is in increments from $40,000 up to $120,000. Some
Towns have gone to $80,000. We need to check into this before April 10.

Stonehedges Country Club has applied to the ABC Board for a liquor license
again this summer. Consensus of the Board was that they had no problem with
this.
Village of Groton has sent notification of a public hearing to be held on
March 17th at 7:30PM to amend zoning ordinance to permit placement of elder
cottages in residential districts.
Notice of Tompkins County Municipal Officials Meeting to be held on March 26th
at Lehigh Valley Restaurant at 6:00PM. Reservations to Colleen by March 20th.

year 1997 Amending Various Sections of the Town of Groton Land Use and
Development Code as Enacted by Local Law No. 1 of the Year 1995.
RESOLUTION NO. 24 - ADOPT LOCAL LAW NO. 2 FOR 1997

, that the Town Board does hereby adopt Local Law No. 2 of the
year 1997 that Acknowledges the Right to Undertake Agricultural
Practices in the Town of Groton.
Supervisor Robinson has not been able to contact everybody but has had so many
stories that she would like to keep pursuing this and find out what ........
As I understand it, and you were their too George, that there was a
possibility of us getting the Peruville site. George Totman said he heard
Barbara Mink say that but he ran it by Tom Todd as the Chairman of this but he
said he hadn't heard it yet...... I would like to pursue this for a little
longer to see if we can find out some more information.
JOHN PACHAI
asked what is meant by getting the site? Where the site is now
belongs to the County and they don't use it except for storing vehicles. They
at first said we couldn't use it. In
talking with Barbara Mink, she said that she had talked with Mr. Mobbs and he
said there wasn't any reason why we couldn't use it. It would be an ideal
place if we could set it up. We still would be responsible for a lot of
things and it would depend on the cost. This is for recycling and it would be
with either Dryden or Freeville and Groton together. It is going to cost
somebody. We pay a person to work there now and the County reimburses us for

that but they pay for dumpsters and taking them away.
asked why would we want to get into that if everybody in the Town has
recycling now? Everybody has the opportunity to put their recyclables out at
the road side and have them picked up. Why would we go in for something
different?
Supervisor Robinson
said because there are some people in the Town that would

like to have it. said that he thinks you would have to
consider what the cost is comparatively like if you've got 7000 people in the
Town and 40 to 50 people use it and it's going to cost $4000-$5000 to do it,
is the whole Town going to have to pay for those 30 or 40 people that don't

want to put it out in front of their house. said that if the Town
was going to consider recycling he would like to see them consider a broader
picture like metals, construction materials, etc. other than just the curb
side recyclables.

The Town and Village will be having "Groton Old Appliance Day" on Saturday,
April 19, 1997, from 8AM to 4PM. The drop off location will be at the
Wastewater Treatment Facility on Cayuga Street. More information will be
forthcoming from Mayor Toolan.
Supervisor Robinson will be sending out letters to all of the Planning Board
and Appeals Board Members. All letters are to be returned within a few days.
After that we will have action on whatever the responses are.
There being no further business, Councilman Carey moved to adjourn meeting,
seconded by Councilman Sovocool, at 9:12PM.
