MONDAY, JUNE 12, 1995, AT 7:30 P.M.

Moved by Mr. VanBenschoten, seconded by Mr. Sovocool, that the minutes of May
8th meeting be approved as mailed. Ayes - VanBenschoten, Sovocool, Cummings,
Haynes, Robinson.
Claim Nos. 70 to 90 of the Highway Fund in the amount of $15,062.24, and Claim
Nos. 134 to 157 of the General Fund in the amount of $4,461.15 were presented
for audit. Moved by Mr. Cummings that the bills be approved for payment with
the exception of Ciaschi, Dietershagen auditors bill in the amount of $900.00
since we do not have final audit report. Seconded by Mr. Haynes. Ayes -
VanBenschoten, Sovocool, Cummings, Haynes, Robinson.
Claim Nos. 4 and 5 of the Special Grant Fund (HUD) in the amount of $82,060.56
(Construction Contractors) and $2,539.87 (Administrative Expenses) were
submitted for payment. Moved by Mr. Haynes, seconded by Mr. Cummings, that
the bills be approved for payment. Ayes - VanBenschoten, Sovocool, Cummings,
Haynes, Robinson.
LIZ BRENNAN - BOOKKEEPER - Not present - Supervisor Robinson handed out
monthly reports.
GEORGE SENTER - CODE ENFORCEMENT OFFICER - Not present - Clerk Pierson read
monthly report. Building permits issued year -to -date.

Life safety inspections are complete thru June.
Unlicensed vehicle survey - 49 original letters sent out. 27 unlicensed
vehicles - 7 unlicensed vehicles and rubbish - 15 rubbish only. Reinspection
results - 19 violation letters sent -8 unlicensed vehicles - 4 unlicensed
vehicles and rubbish - 7 rubbish only. The other 30 have been cleared.
LELAND CORNELIUS - HIGHWAY SUPERINTENDENT - Bossard Road has been stabilized.
They have concrete abutments done on Walpole Road Bridge. They intend to
complete it in July or August. Spring Street water problem is run off from
County Road and washes out road in Village. They plan to put another catch
basin in by our gate. They have to keep the manholes cleaned out.
COLLEEN D. PIERSON, TOWN CLERK /TAX COLLECTOR - Monthly report was submitted to
Supervisor. Tax Collection for 1995 Town and County Taxes was settled up with
the County. Received copy of a Judgment dated May 16, 1995, and filed in the
Office of the County Clerk together with a Demand for Payment, pursuant to
Section 726 of the Real Property Tax Law regarding Victory Markets v. County
of Tompkins. Received copy from New York Telephone regarding complaint for
the Tentative Special Franchise Assessment for the 1995 Tax Roll. I have an
estimate from Don's printing to print our new zoning regulations. 100 copies

200 copies - $1,007; 300 copies - $1,158. In 1990 we ordered 300 copies. We
had plenty left over. We only sold 115 copies in five years. Books sold for
$5.00. I would suggest we go with 200 copies. Any amendments are inserted
into books since they are three hole punched. Consensus of the Board was to
go with 200 copies since the difference is only $150 for an additional 100
copies. We also received our Certificate of Insurance from Time Warner
Entertainment and a check in payment of Time Warner Cable's Franchise Fee in
the amount of $1,027.76 which is three percent of taxable gross revenues of
$34,258.76. We also received a check from the County for mortgage tax
distribution for the period 10/1/94- 3/31/95 in the amount of $12,907.26.
We also received a Street Address Guide from the Tompkins County Fire & EMS
Service. This street address guide (SAG) has been submitted to NYNEX. They
will only use this guide as official ESN /E -911 Address for Tompkins County.
Copies of Life Safety Inspections for the Town Hall and Town Garage with
violations noted were given to Board Members.

- Monthly reports were passed around for Board Members to
DENNIS TOOLAN - VILLAGE OF GROTON MAYOR - I tried talking with Wheatsman about
the appliances. Contento is a lot more reasonable if we still intend to go in
that direction. I'll have more information later.
The Town and Village will jointly place Proclamation for Tompkins County Youth
Month and 4 -H Acres Youth Fair in the shopper.
RESOLUTION NO. 35 - YOUTH AND 4 -H PROCLAMATION
Moved by Mr. Haynes, seconded by Mr. VanBenschoten
Ayes - VanBenschoten, Sovocool, Cummings, Haynes, Robinson
WHEREAS: The 4 -H Program of Tompkins County Cooperative Extension
serves the youth of Tompkins County without regard to race,
creed, color, or religion by encouraging participation in
leadership development and educational programs and
WHEREAS; The Tompkins County 4 -H Youth Fair held at 4 -H Acres is the
culmination of the year's activity program, or programs that
are held throughout the community, and is organized and
conducted by and for the members of 4 -H and youth who
participate in youth organizations throughout the county and
WHEREAS: The Tompkins County 4 -H Acres Youth Fair provides an
opportunity for 4 -H youth and those involved in county youth
groups, to share with their parents, family, friends, and
the public the results of the year -long learning and growing
process,

THEREFORE, BE IT RESOLVED THAT, we, Teresa M. Robinson, Supervisor, Town
of Groton and Dennis Toolan, Mayor, Village of Groton, do hereby
proclaim that the month of July be declared Tompkins County Youth Month
and that the week of July 23 through July 29, 1995 be declared Tompkins
County
4 -H Acres Youth Fair Week in recognition of the significant role that 4-
H plays in the lives of its members and the role in which county youth
organizations positively encourage community youth, which are addressed
on the occasion of the 1995 4 -H Acres Youth Fair.
No action taken on proposed new zoning fees. Clerk (who ?) could not locate
list. Next month will be the month!
Supervisor Robinson had a request from the Youth Commission that the Town
Board make two additional appointments as Town Representatives to the Youth
Commission. We will have four representatives from the Town and four from the
Village now. Lila Pierce and Orlando Houghtaling are now on the Commission.
RESOLUTION NO. 36 - APPOINTMENTS TO THE YOUTH COMMISSION

RESOLVED, that the Town Board does hereby appoint Kathy Howard and
Carmon Munson as Town Representatives to the Youth Commission thru
December 31, 1995.
Discussed proposed Health Insurance Agreement for Part -time Employees.
Discussed initiating a withholding versus PT employee being responsible for
premium payment to the Supervisor by the 5th of the month. Some of the PT
employees do not make enough money to pay premium. If they don't make a
payment, they could be cancelled. Previously, Frank Parker and his wife had
the insurance and made their payments monthly to the Supervisor and she placed
money in Trust and Agency Fund. The only one that has shown any interest is
Peggy. Agreement can always be modified at a later date. Some time down the
road we may want to consider a Plan for retirees.
RESOLUTION NO. 37 - HEALTH INSURANCE AGREEMENT FOR PART -TIME

RESOLVED, that the Town Board does hereby Agree to the following:
SECTION 1: PURPOSE
The purpose of this Agreement between the Town of Groton

(hereinafter "Town ") and certain part -time employees (hereinafter "PT
Employees ") to allow PT Employees to be eligible to enroll in the Blue
Cross /Blue Shield of Central New York Health Insurance Plan (hereinafter
"Plan ") that the Town currently participates in.
SECTION 2: DEFINITIONS
For the purpose of this Agreement, a "part -time employee" shall be
one of the following:
(a) The Town of Groton Code Enforcement Officer;
(b) The Town of Groton Court Clerk;
(c) The Town of Groton Bookkeeper; and
(d) The Town of Groton Custodian.
For purposes of this Agreement, "family" shall be in accordance
with the definition of family as contained in the Plan.
SECTION 3: ADMINISTRATION
All eligible PT Employees will be entitled to receive all benefits
and coverage stated in the Plan. It is expressly understood that the
terms and conditions stated in the Plan will be controlling and this
Agreement in no way alters, varies or abolishes any of the terms and
conditions of the Plan.
SECTION 4: RESPONSIBILITY FOR COST TO PARTICIPATE IN PLAN
The PT Employees will be responsible to pay for the full cost of
his /her participation in the Plan. The Town will not be responsible to
pay any amount to allow the PT Employee to participate in the Plan.
The PT Employee will be responsible to forward his /her monthly
premium payment for said Plan to the Town Supervisor by no later than
the 5th day of each month.
Supervisor Robinson gave report on HUD project. She said about two - thirds of
the applicants got their names accepted and they're working on people to do
the jobs. I think we have about a little over a third done. It's working out
pretty good. But if there is anybody that you know that might it .... we've
had one person back out and a couple people that we're not sure if they're
qualified. One of them I don't think we want to get involved with because you
can't have a lean against your property or anything like that.
Diversified has been paying along pretty good accept that the bank got mixed
up and put their money in the wrong account and it looked like they weren't
paying. We were getting all huffy until we found out that they were paying.
Attorney Casullo said we should meet with them in the near future. They are
paying $700 or $750 a month. They are still just paying interest. Supervisor
has had several requests for the money for their small businesses.

Attorney Casullo reported on CDL program that will cost the Town considerable
money and will be cumbersome for all Towns. Procedures are time consuming,
education of personnel is extensive. It is very involved. Hopefully, all the
Towns, Villages and County can work together on this project.
Municipal Officials Meeting will be held on June 22nd at 7:OOPM at the Dryden
Town Hall to discuss federal mandate requiring municipalities to develop
specific policies and procedures addressing alcohol and drug abuse, to test
holders of Commercial Drivers Licenses for abuse, and to provide annual
training for drivers and their supervisors. We have to comply by January 1,
1995. We have ten employees that have to comply.
Supervisor Robinson said the Tompkins County Planning Board has undergone a
restructuring process. As a result, the Planning Board has evolved into two
groups: an Advisory Board to provide direction to the County Planning
Department and a Planning Federation to promote community and intercommunity
planning. They have asked that we appoint a member of our Planning Board to
participate in the newly forming Tompkins County Planning Federation.
RESOLUTION NO. 38 - APPOINTMENT TO TOMPKINS COUNTY PLANNING

RESOLVED, that the Town Board does hereby appoint Monica Carey to serve
as the Town's Representative on the Tompkins County Planning Federation
for a three vear term.
Supervisor Robinson said the Ithaca Youth Bureau asked us before if we would
be interested in giving money to them for a two year pilot program for $250
per year. I took it before the Youth Commission and they would like to do it.
Dennis was there and he has agreed to bring it before his Board and we have
agreed to split the cost with the Village or $125 each per year. The Village
has not passed it yet but intend to at their next meeting. This would give
the kids a chance to get into the programs down there at the cost they are
instead of having to pay triple the amount if they come in from outside. So
we thought we'd try it. Some programs they have are summer day camps, sports
programs, etc.
RESOLUTION NO. 39 - JOINING THE RECREATION PARTNERSHIP -
ITHACA YOUTH BUREAU

RESOLVED, that the Town Board does hereby wish to join jointly with the

Village of Groton the two -year pilot Recreation Partnership Program
sponsored by the Ithaca Youth Bureau for an annual fee of $125 each.
There being no further business, Mr. Cummings moved to adjourn meeting,
seconded by Mr. VanBenschoten, at 8:45 P.M. Unanimous.
