MONDAY, JUNE 8, 1992, AT 7:30 P.M.

Moved by Mr. VanBenschoten, seconded by Mr. Cummings, that the minutes of May
11th be approved as presented. Ayes - Sovocool, VanBenschoten, Cummings,
Haynes, Robinson.
Claim Nos. 113 to 135 of the Highway Fund in the amount of $11,027.43 and
Claim Nos. 156 to 180 of the General Fund in the amount of $5,862.42 were
presented for audit. Moved by Mr. Haynes, seconded by Mr. Sovocool, that the
bills be approved for payment. Ayes - Sovocool, VanBenschoten, Cummings,
Haynes, Robinson.
Highway Superintendent, Leland Cornelius, explained to Board that he is
trucking tailings from our gravel mine to Lewbro's at $1.00 per ton and $1.00
for trucking. After crushing, #1 and #2 stones are returned which is a
savings to the town of about half price for the stone. Mr. Cornelius would
also like a resolution to obtain road oil on State Contract which is roughly
60 -65 cents for CRS2. Mr. Cornelius also obtained quotes for air breathing
respirator as requested by Board at the last meeting. Groton Auto Supply
quoted $917.40 for a hood and 3/4 horse compressor which doesn't compare with
the other quote from Capital- Highway for $1,244.51 which included a full cape
and 1 horse compressor. Oswego Tool was called for a quote but none was
received. Mr. Cornelius attended seminar at Cornell today and they talked
about new policies and procedures for purchasing. Also, Mr. Cornelius
contacted Crispell about rebuilding engine in 1980 one ton Ford truck. They
won't monkey with it and referred him to Newcombs. It's about $1200 to
rebuild engine. Mr. Cornelius asked the Board if it's over $1200 do you want
three quotes? Mr. Haynes drafted up some purchasing guidelines which will be
discussed later in the meeting.
LIZ BRENNAN - BOOKKEEPER - Presented Board with Bookkeeper's Report for the
month of May. There are no transfers this month. The auditor's report has
been received. Everything is fine financially. There are a few policy items
that have to be added. Their recommendations have to be answered by the Board
in writing.
The Board and Bookkeeper reviewed auditor's report. They do not like a line
item for ambulance. The Town should not be taxing McLean Fire District for
ambulance service. McLean should be contracting with the Village of Groton
for this service. It was suggested that some one check with the Town of
Dryden to see how they handle ambulance service in the McLean Fire District.

It appears that end of year 1991 fund balance is approximately $700,000 which
the auditor's don't like. It was suggested that some of this excess be put
into a Capital Reserve Fund for Highway Equipment. Supervisor and Bookkeeper
will work with Highway Superintendent to compile a list of trucks and
equipment that we will need to purchase in upcoming years. We also need to
put overhead doors on back of highway garage and a new roof on the Highway
Garage. Additionally, the auditor's report indicated the Town had not adopted
a Civil Right's Policy, A Drug Free Work Place Policy nor a Procurement
Policies and Procedures.
RESOLUTION NO. 35 - CIVIL RIGHTS POLICY

RESOLVED, that no person shall, on the grounds of race, color,
place of national origin, age, sex, marital status, religion, or
handicap, be excluded from participation in or be subjected to
discrimination in any program or activity funded, wholly or in
part, by Federal funds.
RESOLUTION NO. 36 - DRUG -FREE WORKPLACE PLAN
Moved by Mr. Haynes, seconded by Mr. VanBenschoten
Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson
RESOLVED, that the Town Board does hereby adopt the following
Drug -Free Workplace Plan:
This plan has been developed in order to disseminate information
regarding a drug -free workplace to Town of Groton employees,
particularly those employees engaged in performance of any grant
programs administered by the U.S. Department of Housing and Urban
Development. The Town of Groton will provide adequate information
regarding the prohibited use of drugs in the work environment in
addition to establishing a referral system for drug counseling,
rehabilitation and employee assistance programs.
The plan shall be followed immediately upon adoption and shall
remain in effect until all activities assisted by Community
Development (CD) funding are completed, or until it is superseded
by a new plan.
The Town of Groton's Supervisor is responsible for the
implementation of the Drug -Free Workplace Plan. The plan will

include the elements listed below:
(A)Provides for publishing and distribution to employees a statement
notifying employees that the unlawful manufacture, distribution,
dispensing, possession or use of a controlled substance is
prohibited in the grantee's workplace and specifying the actions
that will be taken against employees for violation of such
prohibition (See attached Drug -Free Workplace Statement);
(B)Establishes a drug -free awareness program for its employees;
(C)Requires that each employee involved in the performance of the grant
shall be given a copy of the Drug -Free Workplace Statement, as
described in (A) above and attached hereto;
(D)Requires employees to abide by the terms of the Drug -Free Workplace
Statement as described in (A) above and attached hereto and
requires employees to nofity the employer of any criminal drug
statute conviction for a violation occurring in the workplace no
later than five (5) days after such conviction;
(E)Requires the employer to nofity HUD within then (10) days after
receiving notice of any employee convicted of a violation as
described in (D) above;
(F)Requires the employer to take appropriate personnel action within a
specified time frame against any employee convicted of a criminal
drug statute violation occurring in the workplace (up to and
including termination of employment) or requiring satisfactory
participation in an approved drug rehabilitation program; and
(G)Provides that the Town will make a good faith effort to continue to
maintain a drug -free workplace by implementing the requirements of
(A) through (F) above.
TOWN OF GROTON DRUG -FREE WORKPLACE STATEMENT
TO ALL TOWN OF GROTON EMPLOYEES INVOLVED IN THE PERFORMANCE OF GRANTS FUNDED
THROUGH THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD):
It is the intention of the Town of Groton to provide a drug -free
workplace environment particularly with respect to the performance of grant
work funded through the U.S. Department of Housing and Urban Development
(HUD) . The Town of Groton, through this statement, makes known that the
unlawful manufacture, distribution, dispensing, possession, or use of a
controlled substance is prohibited in the workplace and sanctions will be
taken against any employee who violates the terms of this statement.
The continued support and assistance of all of us is fundamental in

attaining the Town's goal of a drug -free workplace. We ask your cooperation
in aiding the Town in this endeavor. The Drug -Free Workplace Coordinator for
the Town of Groton is the Town Supervisor. The Town Supervisor is the person
to contact regarding questions and concerns regarding this statement or to
report any drug convictions as described below. To carry out its intentions
to provide a drug -free workplace the Town will:
(A) Establish a drug -free awareness program for its employees which will
include, but not be limited to, establishing a referral system for drug
counseling, rehabilitation, and employee assistance programs.
(B) Require that each employee involved in the performance of the grant
abide by the terms of this statement. Employees shall notify the Town
of any criminal drug statute conviction for a violation occurring in the
workplace no later than five (5) days after such conviction.
(C) Take appropriate personnel action within thirty (30) days as practicable
against any employee convicted of a criminal drug statute violation in
the workplace. These actions include, but are not limited to, requiring
from said employee satisfactory participation in an approved drug
rehabilitation program and up to and including termination of
employment.
(D) Disseminate the Town of Groton's Drug -Free Workplace Statement to any
and all department heads, managers, supervisors, employees, and unions
involved in the grant performance to make known the Town's commitment to
providing a drug -free work environment.
(E) Review, update, and publish the Town of Groton's Drug -Free Workplace
Plan as required.

GEORGE L. SENTER, SR., CODE ENFORCEMENT OFFICER - Building permits issued year
to date: 1991 - 33; 2 houses, 4 mobile homes, 27 misc.
1992 - 35; 6 houses, 3 mobile homes, 26 misc. A couple unlicensed vehicle
cases are going to the ZBA. We have nine others that the property owners are
working on to clean up. We have a zoning violation on Route 222 at the
Dorland Horn residence. His son is living in a little building out back.
Ernie Stinehour has a mobile residence by Dusty Kyes that is in violation.
Mr. Senter presented current pictures of the John Anderson property on Brown
Road. Town Attorney and Mr. Senter were out to view site. Something has to
be done to get the Andersons to clean up. We always have the option to put
our own mortgage on property. Attorney Fitzgerald suggested that the Code
Enforcement Officer bring legal action against the Andersons through our local
courts.
We've had some inquiries whether the Moravia Republican Register is a legal

paper for the Town of Groton. The State Auditor's that are currently working
in Groton questioned whether it is legal. They asked that the Board review
Town Law Article 64, Section 11. Board and Town Attorney concurred that it
appeared that we were legal since no paper is printed in Groton and the
nearest paper in the County is over five miles away. However, consensus was
that the Ithaca Journal or Cortland Standard would have better coverage in
Groton. At the current time we are also placing all our legal notices in The
Shopper. It was suggested the the two papers be contacted to determine cost
of publication and also the circulation in the community.
RESOLUTION NO. 37 - PURCHASE ROAD OIL ON STATE BID

Superintendent to purchase road oil on State Contract
RESOLUTION NO. 38 - PARTICIPATE IN SUMMER YOUTH WORKER PROGRAM

RESOLVED, that the Town does hereby wish to participate in the Municipal
Summer Jobs Program employing a maximum of three individuals during the
summer.
RESOLUTION NO. 39 - ACCEPT 1991 FINANCIAL REPORT
Moved by Mr. Haynes, seconded by Mr. Sovocool
Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson
RESOLVED, that the Town Board does hereby accept the Independent
Auditors' Financial Report for 1991 and the Supervisor will make written
report regarding findings of noncompliance.
Road Inspection was set for Friday, June 19th at 8:00 A.M. Board Members and
Code Enforcement Officer will meeting promptly at 8:OOAM at the Town Hall.
Supervisor Robinson said Torok Road and Sovocool Hill Road from Cobb Street to
the Town Line will be CHIPS project for this year. Sovocool Hill Road section
will also have 1500' drainage included. Supervisor Robinson checked with
assessor regarding ag exemption from Fire and Ambulance taxes. Amount of
exemption depends on soil classes. Will have more information in July when
County has all the figures. Enfield is the only Town todate that has opted
for this exemption.
Mr. Haynes passed out Town of Groton Purchasing Guidelines for the Town Board,
Town Attorney, Highway Superintendent and Town Clerk to review and have any
comments or changes ready for next months Board Meeting.

Monthly reports from the Town Clerk, Tax Collector, Town Justices Heffron and
Alexander were reviewed.
There being no further business, Mr. Sovocool moved to adjourn meeting,
seconded by Mr. VanBenschoten, at 9:50 P.M. Unanimous.
