Claim Nos, 10.7 to 127 of the highway Fund in the amount of $15,112.19 and
Claim Nos. 161 to 195 of the General Fund in the amount of $12,475.08 were

HEDLUND CASE
Jack Fitzgerald, Attoxne - In ins x research it's been decided that
7 migh not be the safe thi n ng to do exactly as I outlined to You px'eviously.
That is in bringing the motiorx for summary judgement because the over-
riding suggestion appears to be the fact that we allowed wiaething to
continue so the ,judge might be hesitant in granting a summary judgement at
this point. What we thought we might do is still pursue that, however
go through the initial stages of the other discovery. In other words
pu't in our answer aria 'then bring a or have a demand for a bill of
particular$ and your also going to have an examination before trial-at
which time we night be in a position to bring motion for summaxy judgement.
We have about two hours into it now. We would keep the same budget and
let- you know when weI're there a s what we'd like to do. There- is no a,dea
here that I mislead you in anyway, I still think that we can do what we
said what we were going to for ,prababl3r a lesser expense for the Town than
if we hired a apeoialist ,jn enva=nmen'tal law at this point. What's not
to say that we couldn't, at Sometime, advise the Town should ?sire somebody
that we would continue to woxk with. But I think in the preliminary stages,
again sinC4c We appear to be seoondary in this case there is no harm to be
done in proceeding the way we intended to proceed. We think it stands a

better chance of success. Jack informing board of changes in game plan by
not answering complaint with motion of summary judgement. Will proceed

reached.
Anderson case: Atty. Fitzgerald spoke with George Pfann, County Atty.. and
he said that County would take mortgage and note and let the Town off. He
also informed me that he had just heard that there is more dumping going
on. Town Board members noticed that it was still a mess on their road
tour. It was not cleaned completely by the County. I might suggest that
we make arrangements with the Court to get them to sanction the agreement
with Anderson and then assign the mortgage over to the County. They want
a $45,000 mortgage and the property is only worth $18 or $20,000. Dumping
of garbage is County Health Department problem. Town's problem is trash,
papers, junk, etc. Town should notify the Health Department that we have
heard dumping is continuing. Attorney Fitzgerald will further investigate
along those lines by getting a hold of Judge Rose and set up a meeting
at his next [notion term and put something on the record. Presumably, he
• will give us a mortgage for $45,000 and we will assign that to County if
that is what we want to do at that point.

RESOLUTION NO. 26 - ENTER INTO AGREEMENT WITH HUMAN SERVICES COALITION

enter into Agreement with the Human Services Coalition for the
eriod January 1, 1991 through December 31, 1991 for the sum of

Supervisor Robinson reported on road tour. Sections of Sovocool Hill Road,
Bird Cemetery Road and Elm Street Extension will be topped. Elm Street
Extension will get guide rails. If we get CHIPS money we will be able
to do more.
Discussed Summer Youth Workers - We have always had three workers. This
year we have two applications todate. Colleen needs help in inventorying
all records of the town under the new Records Management Law. This is a
' very `time consuming project that has to be done. We have enough projects
to keep two people busy.

RESDLVED, that the Town Board does hereby authorize Colleen to
hire her daughter, Joanne Yunger, as Deputy Town clerk to assist
'with Town Clerk duties and zoning corxespondence.
As fax ae CHIPS program is concerted, both of our elected of iciaZs,
Senatox and Assemblyman, told us that they thought that we were going to
get our shame of OHIPS money.
Supervisor Robinson received a letter from Floyd Ferris, electrical
inspector, that shows how this opened u;p and he said that it could be
done by partially rewiring. Those that were i.rr code we don't have to
do over again, those that are not in code have to be done. Gary has
Etuggested that it all be redone and wired from the top and that's quite
expensive and Floyd didn't think that we had to go quite that far,
George $enter did anniia.l inspection of Town Buildings. Our emexgency
lights don't all work. Batteries need xeplacing.

Board meeting reconvened at 8:45PM to accomodate Dennis Jones and Jack
Little of Ciaschi, Dietershagerx, Schaufler & Mickelson, Certified Public
Account2mts and Consultants, to review their audit of financial
statements for the year ending December 31, 1990. Mr. Jones walked
Board through entire audit and explained balance sheets and answered
any questions that the Board had.

Up to 33 building pej2mits this year as compared, to 3B last year at this
time. Gax,y has pest on hold si.x situations that he was going to get
together with ZBA on. Two court cases that are in the process of getting
done -- Case on Route 222 and Goodwin on Davis Road.

Gary has not gotten a reply frown the State. He did talk with Floyd Ferris
and there are two thing he and Gary stand a difference of opinion on ,just
what the x^ulin t; 'out to be and that.'s whether or not a concrete floor
becomes a boundary He feels that one ought to be able to start
pulling those wires and put the required stops in Most of them if you can.
The problem is if you go that route you're really opening up your pocket
book because nobodys going to take on ..... I'M still of the opinion
that if you are going to do something, plan on xew1 the whole garage.
I think we should, wait for letter fxom State before taking any action.
lettex from Bonding Company -- Gary never received first letter. A
couple days ago his got second letter asking hin to do something about it.
Would like to come darn and go aver project. with Banding Company, Jack
Fitzgerald, Teresa axkd Gary. Bonding Company *pmts to x'ecoup some of
that $20,CDO the Town has for bi,Ilding project. Gary suggested we pay
their $10,000 and end project. Suggested dates for meeting are June 27th
or 28th.
Discussed briefly Planning Board's recommendations for proposed changes
to Zoning ordinance Section 312, road frontage and noK definition flag
lot. Bow and Attoxney have problems with woad frontage, problems with
language and no problem with Xlag lot other than why do we want flag lots.
It was noted that our cur-rent code says 'there shall be no junk vehicles.

Our junkyard ordinance says that if you have two or more you need a junkyard
license. The State Building Code says that all residential premises shall
be kept free of inoperable vehicles among other things. Consensus of Board
was that Planning Board should come in'and explain proposal. Board Members
agreed to talk about it next month. Attorney Fitzgerald agreed to research
it and change language. Attorney Fitzgerald will get in touch with George
Tatman.
Board reviewed correspondence and monghly reports from the Town Clerk and
Town Justice Heffron.

Claim Nos. 128 to 145 of the Highway Fund in the amount of $22,998.18 and
Claim Nos. 196 to 222 of the General bland in the amount of $6,236.16 were

Health to William Cato of Cayuga County Health Dept. regarding proposed
Summerhill Mobile Home Park on Route 90, south of Albert Hall's.
Approx. 100 units. Discharge permit will have to come from DEC.
Betty Sperger - Do we have any results of your executive session at
• last months meeting? Who will take Mr. Wood's place? Supervisor Robinson
said we were just interviewing them and we haven't made any decision.
Is there a reason why we don't advertise in the Groton area for the
Groton people to apply for these jobs if they qualify? How do people know
about these jobs? Supervisor Robinson said word got out and the fellas
that knew about it passed it around to the ones that are qualified.
You °�_doh'<t have a system set up where you advertise in the area when job
openings come up? Supervisor said we can advertize like that but we
didn't this time. The other thing that Ms. Sperger wanted to know is
what do we know about Anderson -- do you know anything different than
we've known. Atty. Fitzgerald said he had written to Anderson's Attorney
and told him what the presentation was from the County. He also talked
with George Pfann since the last meeting and he told me what it was that
the County wanted which was what I told you previously. Mrs. Sperger
advised Board that the County was through cleaning up Andersons and this
is back in Groton zoning hands. She said that if we don't keep track
of what stuff he's bringing in, we will be doing the same thing over again
