MINUTES OF TOWN BOARD MEETING HELD MONDAY, MARCH 4, 1991, AT 7:30 P.M.
Those present: Teresa M. Robinson, Supervisor

Moved by Mr. VanBenschoten, seconded by Mr. Sovocool, to approve minutes
of January 7th and February 4th meetings as mailed. Ayes - Sovocool,
VanBenschoten, Robinson (Absent - Cummings do Haynes).
Claim Nos. 24 to S3 of the Highway Fund in th
Claim Nos. 53 to 79 of the General Fund in th
presented for audit. Moved by Mr. Sovocool,
that the bills be approved for payment. Ayes

Monthly reports from the Town Clerk, Tax Collector, and Town Justice
Heffron were reviewed.
Correspondence consisted of: 1) Zoning Letters; 2) Quarterly Justice Report -
$774.00; 3) NY Board of .'Fire Underwriters - Highway Garage Electrical Non -
Compliance Report -dated 10/17/90; Letter from TC Health Department regarding
Anderson clean up - More material than anticipated and, in the midst of this
is a leach field that was installed in 1962. Apparently all these items
were covered by the Town of Groton in the mid 1980's. Clean up should be
completed by this weekend. Until George Pfann gets back to Jack and
lets him know what the position of the County is, he doesn't think he
ought to move in getting his stipulations to the Judge who then is going
to give him a court order. Wants judgement or record and he told him
that it was the consensus of this board that they could have the mortgage.
That would be our contribution for the cleanup.
Supervisor looked into salt sheds that will. eventually be mandated for all
salt storage. We currently have a make shift shed but will have to be.
thinking about updating which is fairly costly.
RESOLUTION NO. 8 - REAPPOINT VERL RANKIN TO PLANNING BOARD

RESOLVED, that the Town Board does hereby appoint Verl Rankin to
the Planning Board to serve a seven year term expiring in 1998•
RESOLUTION NO. 9 - REAPPOINT MARY DECKER TO APPEALS.BOARD
Moved by Mr. Sovocool, seconded by Mr. VanBenschoten
Ayes - Sovocool, VanBenschoten, Haynes, Robinson
RESOLVED, that the Town Board does hereby appoint Mary Decker to
the Appeals Board to serve a five year tern expiring in 1996.
Supervisor presented figures for gas, electric, sewer, rugs, etc. for the
years 1988 and 1990. Total estimated expenses for 1988 were $14,331.33 and
$25,6o5.48 for 1990. Custodian cost increased from $612 to $1,200.
An increase of roughly $12,000 or $1,000/mo. since the addition was
completed. In 1990 the village paid $300/mo. court rental. It was
determined that the village used the court facilities an equivalent of
two days per week. Based on the above it was determined that roughly
the village is using about 40% usage and we'll down play the whole thing
and call is 30% in the spirit of being cooperative. Thirty percent of
$1000 is $300 per month. Supervisor is to write letter to village
explaining how we arrived at the $300.00 per month court rental fee.

RESOLVED, that the Town Board of the Town of Groton does h exeby
authorize the Supervisor to sign Agreement between Town and Village
for use of Court Room Facilities fox 1991 at the rate of $30O.OU
per month.

with copies going to the Governor, Senators, Assemblymen, etc.

At the request of the Board, SupenFisogr Robinson reported that the following

Chaxles. Rankin - Bookkeeper - $10.00 increased to $10. 0
Howard O'Shea and James Allen axe paid by the County
These individuals did riot received increase other than Carol. After discussion,
consensuEi of Board .was that Card would receive the $7.00 as approved by the
Beard in January. Also discussed full time and part tL jne employees pay
inQrea,ses.based on length of service.
Sup erviso7r Robinson presented payroll proceduxe as follows: Pay day will
lae out of the Supervisors Office unless Supervisor is out of tarn, ill or
they have been mailed. Payday is Friday from 11:00 - Noon on winter schedule
and on Thursday on. summer schedule. Paychecks will be picked up by the
]highway Superintendent for his department. Hours are to be in before 10:00AM
on Monday and hours are due with approval. Payday is every two weeks except
Councilmen, lawyer and historian. Discussion followed. Consensus of Board
was that paychecks-could be picked up from 11:00AM to close of office at
4&0011M. If supervisor is out checks W:rL11 be left with Town Clerk. All
checks not picked up by 4:oOPM will be mailed. At the direction of the
Board, Supervisor is to write memo to all employees stating payroll
procedures.
RESOLUTION NO. 12 PAY INCREASE FOR TOWN EMPLOYEES

RESOLVED, that all 'Fawn employees full time or part time in the employ
of the Town for six mono -s or longer who were not provided a salary
incrrease effective January 1, 1991, will hereby be provided with a
five percent salary increase- ret oact1 to January 1, x,991.

haul` and Margaret Palmer - 7.00 to $7.35 per hour.
RESDLU'TION CEO. 13 - PAY ZRCREASES IFOR NEW EMPLOYTES

RESOLVED, that all new employees of the Town who axe not represented
By the Highway Agreement shall be provided a five pexcent salary
increase on their slx month anniversary with the 'Town conditioned
on acceptable performance review, Specifically, this will apply
to Marjorie Albezn appointed on Septerrrber 10, 1990 and Charles
Rankin appointed on July 9, 1990.
Supervisor and Bookkeeper xequested Boards authorization to transfer funds
to balance out 1990 accounts. A few accounts are short money, A list of
these accounts eras not available. Board 7requested that specific accounts
and amounts be provided by next month's board meeting for their approval.
Chuck Rankin, Bookkeeper, reported that W- 's were finally completed
and distributed on February 27th. Also, Mr. Rankin indicated that the
Town Board might wagt to go back and take a sex'ious look at items in
budget that could be affected by State budget cuts Chips, Revenue Sharing
for Highway outside, etc. Board requested Supervisor and Bookkeeper to
itemize budget cuts and where and how they affect our current budget.
Highway garage electrical probleji, must be taken care of. F`xeije was supposed
to correct problem. Supervisor is holding check until job is completedw
Gary Wood, Clerk- afathe- worms, was supposed to have taken care of problem,
Supervisor Robinl8an made motion to go into executive session. Seconded by
