Moved by Mr. Cummings, seconded by Mx. Sovacool, that the minutes of
August 13, optembe2� 10 and 23, and Ootobex 9th be approved as mailed.
Ayes - Sovocool, Cummings, Robinson (Absent - Haynes and VanBenschoten).
Claim Kos. 238 to 255 of the Yighway Department in the amount of $22,709.15
and Claim Nos. 487 to 533 of the General Fund in the amount of $22,359-55
were presented for audit. [loved by Mr. Sovocool, seconded by Mx. Cummings,
to approve bills for payment with the exception of Claim #531 from
Freije Electric. Ayes - Sovocool, Cummings, Haynes, Robinson.
Monthly repo2"ts from Town Clerk and Town Justice Heffron were reviewed.

Pam Stonebra,ckex, Director of SPCA, was present to discuss 1991 1 Dog Contract.
They a.re requesting $8,f50.'for 1991 up from $ ,} ? in 1990. Nun suggested
the Town raise impoundment fees up from 10, 20 and 0 to $15, $30 and
$45 like other Towns. Srie also suggested raising dog license fee to $?.50
and $12,50 sine G`r'oton has never' increased fees and is the larerest in the
County. One other way is increase revenues is to see if judges would fine
offenders. However, we have no control over judges. No action was taken
at this time,

They have requested an additional $3000 for ambulance and $2500 for fire
depaTtment. They have spent. additional rnOnjL S to hire ixistructors to teach
EMT at the fire station. Cost last year was around $000 With reimbursed
b,y the State. This progTaM has been very suCc2ssful and they plan to do
more inh=se training, Innoculati.ons for hepatitus for ambulance and fire
personnel will be State mandated,

Town Attorney and Gary Wood reviewed Mobile Dome Ordinance. Atty. Fitzgerald
said the question that he has in his 'Ifand is that you're not going to loafs
fax` xestrictions on what a mobile home should contain xn this community in
the definition of a mobile home. And, a deflnl'tion isn't something in a
mobile home ordinance that is enforceable So it doesn't meet the definition
of a mobile home. `elhat does it say in here that 'the Town then does. The
ordinance should provide that a building pe,rnit will not be issued unless
zt is manufactured in accordance with standards of HUD and that it contains
the Minimum number of square feet of living space as required by our Land
Use and Development Code. We also find in the Zoning Ordinance that Mobile
Homes must conform to a statute that no longer exists. 15.9 - All moba,le '
homes .....,,., (delete and replace by other standard), Gary suggested othex
sections that could be deleted. Jack Fitzgerald recommended sending Mobile
Home Ordinance 'back to the Planning Board for further review and recommenda.-
