from Gary Wood, Code Enforcement Officer, to Frederick Bi] ard, Chairman of
MQLean Fire Depaxtment: "I an, confirming our conversation of earlier this
evening as you requested. First, since the pump has already been installed,
I don't see any problem with the firemen making use of it, They can make
unrestricted, use of it. Secondly, I share the :idea that the present state
of partial completion does not add to the appearance of the community. So
I agree that it would be in everyone "s interezt to complete the exterior
work such as siding, painting„ etc. I also stopped at the fire sttian
after leaving your home and talked to Mike. I told him about this letter
and the remedial measures that I had ddesCxYbed to you." Mr. VanBenschoten

oil truck since there was no time to see truck due to vacation closing.
He would like to sell this truck plus mower and pickup at auction in
Lansing.

Superintendent to take oil truck, puckup, mower and any other items that

RESOLVED, that the Town Board does hereby authorize the appointment
of a dog enumerator to be compensated at the rate of $1.00 per dog and
200 per mile.
Two local laws were presented to the Town Board. Local Law No. 2 and No. 3
for the year 1990 regarding publication of summaries for ordinances, amend-
ments and notices, and also to repeal Land Use and Development Code. These
two laws shall lay on table for a minimum of 10 days.

hearing for Local Law No 2 and No. 3 for the year 1990, on Monday, August 13,

issued this year. He is looking for a sponsor for junk cax disposal,
Mr. Haynes requested that the Board have a copy of auditors last repoxt.
Alan, that Dennis Jones and Chuck Rankin be present at next meeting, In
addition, Chuck Rankin is to have a Treasurers xe',poxt each month. Dennis
Janes is to make recommendations for policies that the Town must have.

Attor gy Fitzgerald checked, into legality of Town making prepayment and
found that the Town is allowed to pay on requisition for material cost but
must retain 5 percent. Town would require a receipt that materials had
been delivered to job site before payment for materials.

Kathy "nest from the County Budget and Finance Office was present to explain
installment payment of taxes. Taxpayers have option of paya.ng in full or
two equal payments (1st payment being Jan. 15) at a 2-12b service fee. Second
installment would be paid in Budget and Finance Office. On February 1 the
tax collector would do reconciliation -- who's paying on installment, compile
and return to County. Outstanding service fees would be paid to Town. They
would also pay Town $1.00 for each person opting into installment plan.
Collector would have from Jan. 20 to Feb. 1 to compile information. Town
has 2280 tax notices. County estimates 50% will select installment, thus
Town would get $1100. Ms. West said. all expenses are covered in 2-j% service
charge (user fee). Board questioned total cost to taxpayers. Actually
taxpayers will be paying 10% +. Board wanted County to be upfront and tell
taxpayers that cost would be 10 %. Town would also have to hire help to get
reconciliation to the County timely. Ms. Nest asked Town to pass resolution
to support or to not support installments. No Action taken.

highway garage. Garage work was never completed. Money came from
General Fund. Attorney Fitzgerald said to deposit check -- nothing saying
it's payment in full - -and write for remainder.
Supervisor passed out memo to Board Members, Town Clerk and Deputy Town
Clerk stating "Utility bills when received in the office be given to
the Supervisor for payment. The bills have not been paid on time. Abstracts
are not always timely. All. mall not specifically designated is kept by the
Town Clerk."

Board discussed County proposal to allow payment of taxes in installments.
County has to add mox:e personnel. Town tax collectox will have to have

RESOLVED that the Town of Groton hereby leads its support to the
County of Tompkins proposal -to allow payment of taxes in installments.
Discussed fire lane in McLean Square. Board reviewed parking ordinance
fox McLean Square. Rew people have purchased Wilson Bexxy's propexty and
are blocking fire lane. McLean Fire Dept, would like to keep lane open
for easier exiting from Fire Station with tracks. Board suggested
Town Attoxney check over and addxess subject to property owner` with copy
to McLean Fixe Department.
SUpexvisor stated that no money was budgeted for Town Historian. She had
told historian that she would be paid $1000 amuall,y plus $500 contractual

Supervisor Robinson said she had received complaints on signs on Lick
and Elm Street intersection. It is a very dangerous intersection and needs
to be taken care of. Leland Cornelius, Highway Superintendent, said he
had replaced stop signs, installed new stop ahead signs and trimmed corner
last week.
Supervisor Robinson reported that recycling site will be in Peruville on
County property with entrance from Old Peruville Road. Town will
designate when we want it open. Not sure of who is going to pay for
attendents.
RESOLUTION NO. 3 - RECYCLING CONTRACT WITH TOMPKINS COUNTY

RESOLVED, that the Town Board does hereby authorize the Supervisor
to sign contract with Tompkins County for recycling at the Peruville •
44" site - gowned by the County.

a tent for Old Home Days to be held August 24 - 26. Ayes - VanBenschoten,
Sovocool, Cummings, Haynes, Robinson.
Supervisor stated that the copier in the Town Clerk's office has run
90,286 copies. It will cost $147.86 to repair rollers. Suggested we
should be looking to replace copier.
Supervisor said she was again contacted about McLean School crossing
guard. It's Dryden School system. It's on all County roads. Consensus
of Board was that it's Drydens problem.
Discussed Tompkins County Area Development's request for membership of
$100.00 per year for the Town. Mr. Haynes stated that they do assist
in economic growth of industrial development in the Groton area.
RESOLUTION N0. 31 - MEMBERSHIP IN TOMPKINS COUNTY AREA DEVELOPMENT

RESOLVED, that the Town of Groton shall become a member of the
Tompkins County Area Development for an annual fee of $100.00.
Bernie Thoma presented information to Board on grant monies. He said Town
must advertize for a firm to manage project.
Moved by Mr. Sovocool, seconded by Mr. Cummings, to advertize for bids
from qualified firms or individuals to provide administrative services in
conjunction with recently awarded Community Development Block Grant with
proposals due to be returned by September 10, 1990.
Gary Wood, Clerk -of- the - Works, reported on building project. 1) Floyd
Ferris, Electrical Inspector, said work in highway garage still has to be
done. 2) Freije said authorization of Board still stands for this electrical
work. Reason for work is that conduits coming through floor have couplings
which are not sealed (splices in conduit).
Gary Wood, Zoning Officer, reported on McLean Fire Dept. project. A DEC
biologist has told them in essence the same thing Gary told them. McLean
has no money to do. They are looking for something to line river bank. •
Gary reported that junk cars in Village are going to Dusty Kyes this week.
Will haul up and rush and return monies to Youth Commission.
Chuck Rankin, Bookkeeper, handed out monthly reports to Board Members.
He also provided Board with a copy of Villages investment policy so they
could use as a wide line in preparing Town policy. Estimated expenditures
for highway is 60,000 for truck. Out of a $1,159,336 budget we currently
have $647,000 that is not s ent. Mr. Haynes figured that we have $250,600
operating surplus now plus 450,000 cash. There was some discussion on
this between Supervisor, Board Members and Mr. Rankin.

Mr.,Haynes asked Supervisor Robinson to ask Dennis Jones of Ciaschi,
Dietexshagen to attend next months Board Meeting to go over Financial Report
for December 31, 19890
Supervisor Robinson stated that Senior Citizens aid has been cut. The Town
currently gives the $1000 per year. She requested the Board pass a resolution
so that all state aid monies (approximately ^$W4) goes to the Groton Senior
Citizens,
RESOLUTION N0. )2 - SENIOR CITIZENS - ALLOCATION OF STATE AID MONIES

RESOLVED, that the Town of Groton contributes the sum of $1,000.00 to
be used for Recreation Program for the Elderly sponsored by the Tompkins
County Senior Citizens Council and that any matching funds provided by
State Aid for NYS Recreational Funds for the Elderly received by the
Town of Groton as a result of this contribution be allocated to the
Senior Citizens Council for use by the Senior Citizens of Groton.
RESOLUTION NO. 33 - AGREEMENT BETWEEN TOWN AND VILLAGE FOR RENTAL
OF FELLOWSHIP HALL FOR GROTON YOUTH SERVICES

RESOLVED, that in order to provide recreational and educational services
for the youth of the Village and Town of Groton through the Groton
Youth Services, the Town of Groton agrees jointly with the Village of
Groton to rent the area known as Fellowship Hall from the Groton
Community Church for a period of one year commencing on July 1, 1990,
and ending on June 30, 1991, at an annual rental of $300.00 to be paid
in monthly installments of $50.00. It is understood that the Groton
Community Church will provide all the space needed for the program,
liability insurance and the costs of utilities. Groton Youth Services
will'be responsible for custodial use.
Discussed and reviewed bids for court room furniture.

that the Town Board does hereby accept bid from Surplus
35 conference chairs at $130.43 each for a total of $4,555,
FURTHER RESOLVED, to accept bid from Surplus Depot for 70 stackers
at $28.04 each for a total of $1,963, and
FURTHER RESOLVED, to purchase Judges chair from Race Office Equipment
in the amount of $527.00.
There being no further business, Mr. Sovocool moved to adjourn meeting,
