said School, Village and Town are all currently at $10,000. Board would like
to see what surrounding Towns are doing before taking action.

February 12th meeting as mailed. Ayes - Sovocool, VanBenschoten, Cummings,

Claim Nos. 56 to 76 of the Highway Fund in the amount of $80,435.28 and
Claim Nos. 91 - 138 of the General Fund in the amount of $22,834.52 were
presented for audit. Moved by Mr. VanBenschoten, seconded by lair. Sovocool,
that the bills be approved for payment.
RESOLUTION N0. 12 - AUTHORIZO PAYMENTS FROM CAPITAL RESERVE FUND

RESOLVED that the Town Board does hereby approve Claim Nos. 82 - 86

Susan Cerretani - She is on McLean Beautification Committee and they want a
drop off center for recycling. They are having a panel discussion on
recycling on April 3rd at 7:30 PM at the.McLean Fire Station. All are
invited to attend. Representatives from County, Dryden, and Horner will be
there. Ken Meade owner of Superior Disposal will be there also. Hopefully
Marty Luster will be able to attend.
Bernie Thoma - Supervisor requested executive session. Moved by Mr. Haynes,
seconded by Mr. Cummings, to go into executive session with Bernie Thoma at
8:00 P. M.

McLean Agway, McLean School, Rt. 38 Agway, Busy Bee, Groton School, Groton
Village, Peti7 �A11 Lewbro, rlompkins County Highway and Town of Groton.
Rick Neville & Dennis Marks - Highway employees wanted 'to see if Town
could update payroll., yeagr- to- date, update check stubs, week to week,
month to month data. We have some slight problems - I Torn has used wrong
social security number for five years on Rick's &.2; 2 Yearly highway
employees contract is not completed; 3) Highway employees have been called
ungrateful a caJ.,rpJe of times by the Supervisor.
Supervisor Robinson said she did Rick's corrected W- 's today. Clerk asked
Supervisor Robinson if she had taken care of other Social Security problem.
Mr. Haynes asked what that problem was. Supervisox Robinson said they owe
us money - that she had paid too much money in -= paid double payment.
Mr. Haynes suggested that the Super;rlsor get quotes for pracessin� payroll
and report back at the next board meeting.

George Totntart made an urgent plea to the Towa Board to fill a vacancy on
the PlanningBoaxd that has existed for a couple of years or More,
Geor e Totman - Planning Board has spent clot of time and effort in
revising zoning ordinance. It's been over a. year now since it was presented
to the Town Board for their approval or disapproval, If you don't find
anything wrong, why don't you Bass it? We accept. Colleen's suggested changes
to the zoning ordinance. Atty. Fitzgerald said it is not a customary
type ordinance. St leaves a little bit; to the imagination which it shouldn't
do. Cortlrandville ordinance is like a stary Board Members discussed if
Groton really wants an ordinance so complicated. Mr. Totman asked if he
could take back to his board some kind of action rather it be restudy,
start over, e'tc. Atty. Fitzgerald will load at the one the Planning Board
has revised and develope a format to get adopted by next months meeting.

Board discussed increasing partial tax exemption of real property owned by
certain persons with limited income 65 years of age or older from $10,000
to $12,025. If we pass local law now, it will not take affect until 1992.
Deadline was February 28th. Proposed Local Law No. 1 for the year 1990 will
be on table of the Board Members for atleast seven calendar days before
acting on. Groton School increased their income limit to $12,000.

On April 9, 1990, at 8:00 P.M. amending previous Local Laws which provided
for a partial tax exemption of real property owned by certain persons

RESOLUTION NO. 15 - ACCRUED SICK LEAVE PAY

RESOLVED, that the Town Board of the Town of Groton does hereby
authorize that any accrued sick leave for Town employees shall

RESOLUTION N0. 16 - ACCEPT 1988 and 1989 JUSTICE COURT AUDIT

RESOLVED that the Town Board does hereby accept the 1988 and 1989
Town Justice Court Audit Reports as submitted by Ciaschi, Dietershagen,
Schaufler and Mickelson, Certified Public Accountants,
Supervisor Robinson handed out 1988 Town Financial Report to Board members
for their review. Clerk was not given a copy. Mr. Haynes, referring to
Schedule of Noncompliance with Laws and Regulations, asked if we had
established an Investment Policy to safeguard our assets. Supervisor said
she.had spoken with bank and was assured we were protected. Mr. Haynes asked
why audit wasn't ),one in 1989. Supervisor said we were under construction
and records were too difficult to get at. Mr. Haynes indicated he did not
understand the 'Budget Overexpenditures -- expenditure approved by Board
but budget not amended to reflect approved expenditures. Consensus of
Board was to clean up noncompliance schedule so it is not an ongoing thing.
RESOLUTION) N0. 17 - ACCEPT 1988 TOWN FINANCIAL REPORT AUDIT

RESOLVED that the Town Board does hereby accept the 1988 Town of
Groton Financial Report Audit as submitted by Ciaschi, Dietershagen,
Schaufler and Mickelson, Certified Public Accountants.
Supervisor was notified by State Auditors that monies Town had transferred
from Highway Funds to the Capital Reserve Fund should not have been spent
on new building and must be repaid to the Highway Department. Also, we
have no written investment policy and we didn't do budget amendments.

respectively. _
Leland Cornelius, Highway Superintendent, would like to purchase a new
10 -wheel dump truck with plow and .trade in a 1980 Autocar.

Jack Fitzgerald, Atty., reported on Anderson case -- Judge Rase heard
settlement. Anderson has new Attorney, Leslie Cohen, the -thixd Attorney
in as rrtany times in court. Adjourned until. June 8. Agreed within 10 days
to Confe�siorn of Judgement in County Clerk's Office to reimburse Town
$6000 to clean up 1987 -mess and a bla,rik mortgage to reim-burse Town for
this clean up. Problem with County is that they don't want to pay.
Contempt proceeding is pending.
Board Members discussed purchasing furniture and building beriches in
Court Room. Money has already been set aside for this. We should get
quotes from carpenters to build bench. Wayne St.affords name was mentioned

n addition to these Supervisor was going to contact. Supervisor emptied

Board decided to leave it up to the Supervisor to order fuxniture. Drop
box has been installed acid "Groton Town Building" sign has been put up.
Gary 'good - Interior is essentially completed. There axe carpet repairs,
the clearting and exterior painting to be done. lie will not be paying
contractor any more money. Labor Department zs $till having problems
w9 th Uni -Cor and Rasenthals, Corney has been doing cleaftup work and paving
of parking lots. We do need an ice shield -- this is our problem and I
will look into.

Purpose of meeting was to schedule a heaxing to inform the public on the
Town's intent to submit an application to the U.S, Department of dousing ity
and Urban Development for funding under its Fiscal Year 1989 Common
Develotment Block Grant Program. The maximum amount far the gram
application is 400,00D,

Social Security Agency were given to Bowed Members present to read. Requests
for information regarding possible Social Security wage reporting errors
that may have occurred during 1986 were sent to the Supervisor on Octobe :r lop
Hovember 15, December 18 aqd January A Letter dated March 19 to the
Supervisor and copied to Leland. Cornelit�s, Colleen Pierson and Jack Fitzgerald,
Attorney for Town, was notif`ic 't -on that State Aid payments due the Town of
Groton have been suspended until further notice. Board Members. asked
Supervisor what this was about and how much money is involved. Supervisor
said about $400. Boaxd asked why it hadn't been taken case of. Supervisor
Robinson E3aid she hadn't had time and I don't type. Town Clerk said; "Wait
a minute, you never gave it to me to type. T have always typed anything
for you that you bxought in my office, including IQ-2's which I typed
three times." Supervisor said, "Carol refused to do typing for me ".
Clerk said, "I don't believe that" and called Carol in. Carol said, " Teresa,
I never refused to do an,yll.typing for you and don't call rye a Tzar. You
know where I'm going today and its because of this office." Svperviscx,
Clerk and Board Members discussed internal problems including highway
employees low morale.
