December 11 and Z7 meetings as mailed. Ayes - Sovocool, VanBenschotert,

Claim Nos. 1 to 15 of tine Highway Fund in the amount of $9,288,82 and
Claim Nos. 1 to 12 of the General Fund in the amount of $6,098.05 were

Supervisor Robinson has spoken with Dorothy Ostrander about being Town
Historian. She would like to be compensated for job. We curxently have
designated $1,400 to the 'dawn Historical Society. We would have to amend
budget in the amount of $1 0 , -- $1040 for 'down Historian and $500 for
Historian to attend NYS Association of Towns Conference,

Highway Superintendent be authorized.
RESOLVED, that Blue Cross -Blue Shield Health Insurance for the
Supervisor and Town Clerk be paid by the Town of Groton.

Meeting night for the second Tolonday of each month at 7* 30 P.M. to be held
at the Town Hall. Ayes - Sovocool, VanBenschoten, Robinson (Absent -
Cummings, Haynes).
Moved by Mr. Sovocool, seconded by Mr. VanBenschoten, to set hourly rate of
Custodian at $6.00 per hour, Deputy Town Clerk at $6.50 per hour, and
part -time Court Clerk at $7.00 per hour. Ayes - Sovocool, VanBenschoten,

,salary of $1000.00 for the Town Historian and $500.00 contractural to
attend NYS Association of Towns Meeting in New York City on Februar 18 - 21.

court rental fee for the Village of Groton's use of Town facilities at

Robinson as Delegate to the annual Association of Towns Meeting to be held
in NYC on February 18 -21, 1990, and to appoint Colleen D. Pierson as an

Haynes).

Clerk -of- the -Works contract until Mr. Wood and all the board members are
present. Ayes - Sovocool, VanBenschoten, Robinson (Absent - Cummings,
Haynes). Mr. Haynes arrived.
Lyle Raymond, the town's representative on the County Environmental
Management Council, reported that the air and water quality committee in
the County will be doing a survey in the County to find out how many
underground tanks there are and if they are leaking and how old they are.
The Board of Representatives have $7,000 available for this project.
Cortland County has already undertaken this. Tompkins County hopes to
start program in March with preliminary information back by end of June.
Leland Cornelius, Highway Superintendent, would like to replace our 930
Cat loader which will need several repairs. He also would like to purchase
a tractor /mower on State bid,just like the one we now have. For the time
being, Mr. Cornelius will hold off on letting bids for a new dump truck,

RESOLVED, that the Town Board does hereby authorize the Highway Superinten-
dent to purchase one Ford 4610 and one Triumph 2500 mower with optional
6' mower for a total cost of $13,330.

RESOLVED, that the Town Board does hereby authorize the Highway
Superintendent to Advertize for bids on a new 1989 Wheel Loader
with bid opening to be on February 12, 1990, at 8 :00 P.M. at the
Town Hall,
Supervisor Robinson received at letter from DEC regarding John Anderson's
dump clean up. The Town has already cleaned up site two or three times.
Anderson is living in the house and stopped in the office to pick up a
building permit. There are apparently toxic substances at the site.
Supervisor will be in contact with Jim Mason of the County Board of Reps.
Attorney Fitzgerald will call County Attorney.

to be chancred. Eiginiap�s felt new water heater caused la4Nk of sufficient
craft. Office pexsionnel have been experiencing excess fumes and/or
odors causing headachep, and drowsiness. Mr. Wood suggested that are
air quality test be performed.

contact Buck Environmental Laboratories, Inc, to have air samples
taken in Town Offices for an approxirna,te cent of $380.00.
The Public Service Commission has not yet rude a decision on the gas
lire along Old _Stage Road to Route 35 and eventually to the pxison i,rr
Moravia. moved by W. VanBenschoten, seconded by Mr. Sovocool, that
the Town urge the Commission to follow the proposed route through Groton
and to make this decision expediently.
Supervisor Robinson has had inquiries on incxeasing the exemption for
the aged, limits on property taxes. We are currently at $10,000 income
limit... Thme Village' and School axe at the same limits. It wa,s
decided to contact the County to see what the income lima is axe in
other Towns in.the County.,
