HomeMy WebLinkAbout1989-10-16No action by the Town will be taken on Gary McKay's request to purchase some Town property on Spring Street since the Village has turned down his request to purchase a strip of Village property adjacent to Town property. Highway negotiations will be held on Monday, October 16 at 4:00 P.m. George Totman reported that his board had a Special Meeting to come up with regulations on garbage pick Town of Groton as requested up, by solicitation, permits for same, etc. in the Supervisor. Other Towns don't have the rules and regulations on garbage, but the Planning Board is still working on it. Mr. George Totman presented to the Board a map of a proposed PUD on South Alain Street on the former Cornelius property. Apparently there are a couple options -- change zoning to commercial, proceed with PUD or annex to the Village. Owner would like Board's feelings as to how we would like to see project proposed to us. PUD procedures are new to Town Board and Planning Board and could possibly require professional assistance. Moved by Mrs. Robinson, seconded by Mr. Cummings, to go into executive session at 9:45 PM to discuss personnel. Unanimous. Board Meeting reconvened at 10 #1OPM. George Totman will get in touch with Owner of PUD project or his representative to have him come in to meet with the Town Board to discuss the proposed HUD project on November 6, 1989, at 8 :30 P.M. Town Board is supportive of project. They just want to figure out the best way to handle it. Moved by Mr. Cummings, seconded by Alr. Haynes, to reschedule ,regular November Town Board Meeting to Alonday, November 6, 1989, at 7:30 P.M., and to schedule Preliminary Budget Hearing at 8:00 P.M. followed by Fire Protection and Ambulance Service public hearing at 8:15 P.M. on November 6, 1989. Sovocool, Councilman Gordon C. VanBenschoten, Councilman Donald E. Cummings, Councilman Carl E. Haynes, Councilman Also present: Leland Cornelius and Highway Employees Purpose of meeting - Highway Negotiations and work on budget. Rick Neville acted as spokesman for highway employees. They are asking $1.00.1per hour increase across the board and Town to provide 100% of health insurance cost. Board discussed current wages and those individuals that carry health insurance -- 2 single and 2 family. All highway employees have equal opportunity to have health insurance. Town is currently paying 50% of health insurance. Board's offer was 500 per hour increase across the board and Town will provide 73% of health insurance costs. Rack Neville - Sounds good to us. Teresa know tomorrow morning. 0 I will talk to Jerry Holl and let I Supervisor reported that auditor wanted written policies on work week,..+ -ilk pay, holidays, etc. It was suggested that the Astociation of Towns may be able to provide us with sample policies that we could tailor to suit our needs. Haynes, Councilman also pxesent; Leland Co�rnelius, Glennle Munson Pu- rpose of meeting was to have Glenn Nun2�on explain Fire and Ambulance Budgets and to review Town Tentative Budget, Glennie Munson explained that the 'coon & Village are on different calandar ears. This budget doesn't show Village Capital Reserve Fund of $15,000 for fixe alarm systems. Village owns three tracks. Village iz part owner of the Depa2�trrent. Answered 500 alarms last year � not broken dawn beterleen Village and Town, nre Department will provide copy of Annual Report if Town desires. Supervisor Robinson presented Tentative Budget to Board and the pxoposed rate inexeases. Board spent the evening going over budget item by item and making adjustments aceordxngly. Moved by Mr. Sovocool, seconded by Mr. VanBenschoten, to accept 'ten'tative budget as pxeliminary budget with adjustments as noted. Ayes - Sovocool, VaaiBenschoten, Cwnmings, Haynes, Robinson.
