VanBenschoten, Councilman Carl E. Haynes, Councilman Jack Fitzgerald, Attorney Arrived Latet Donald E. Cummings, Councilman Also Presents Leland Cornelius, Russell DeMond, Gary Wood, Donald Brown of McFarland /Johnson Moved by Mr. Sovocool, seconded by Mr. VanBenschoten, to approve minutes of July 3, July 10 and July 20 as submitted. Ayes - Sovocool, VanBenschoten, Haynes, Robinson. Absent - Cummings. OClaim Nos. 179 to207 of the Highway Fund in the amount of $ 33,0 •3. Claim Nos. 330 to 365of the General Fund in the amount of $ 6, 74 17 were presented for audit. Moved by Mr. VanBenschoten, seconded by Mr. Sovocool, that the bills be approved for payment. Ayes - Sovocool, VanBenschoten, Haynes, Robinson, Absent - Cummings. Russ DeMond was present to request the Town Board to pass a resolution opposing the Fall Creek Recreation Project which would give the DEC complete control of Fall Creek from Ithaca through the Town of Groton. Farmers in Groton and Dryden have signed. a petition against this project. Consensus of Town Board is that they would oppose project. Monthly reports from the Town Clerk and Town Justice Heffron wrre reviewed. Gary Wood, Clerk -of- the - Works, and Don Brown of McFarland /Johnson, reported on status of construction project. Uni -Cor has submitted a request for payment on 98% completion. Gary and Don recommended that $1711.00 in change orders be paid. Since painters were paid $1700.00, this is wiped out. Recommendation to the Board was that payment application from Uni -Cor be rejected. We need an update of Uni -Cor's accounts payable. Work hasn't been completed. Overall completion of the project is in the low 90's. Cary Wood will call Mike Hovanec with the following info: 1) Reject payment; 2) Supply list of accounts payable before payment can be made; 3) At the present time we don't feel we are ready for punch list on Wednesday. RESOLUTION N0. 43 - AUTHORIZE PAYMENT FROM CAPITAL RESERVE FUND Moved by Mr. Haynes, seconded by Mr. Cummings. Ayes - Sococool, VanBenschoten, Cummings, Haynes, Robinson RESOLVED, that the Town Board does hereby authorize payment of Claim Nos. r7 to Go of the Capital Reserve Fund in the amount of If °7. 7 Empire Soils Investigations, Inc. has made an application to the NYS Dept. of Labor, Division of Safety and Health, for a sealed source radioactive materials license. They would appreciate a letter of no objection from the Town. RESOLUTION N0. 4 - NO OBJECTION TO EMPIRE SOILS APPLICATION FOR A RADIOACTIVE MATERIALS LICENSE Moved by Mr. Cummings, seconded by Mr. Sovocool Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson RESOLVED, that the Town Board of the Town of Groton has no objections to Empire Soils Investigations, Inc. applying for a sealed source radio- active materials license. Moved by Mr. Haynes, seconded by Mr. VanBenschoten, that the Town will take care of tent rental fee for Groton Festival Days. Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson. Roger Gleason's mining permit was renewed by the Planning Board with the condition that trucks turn right on Clark Street Extension going over water line. Highway Suprrintendent does not want truck traffic over water line. Discussed dog contract for 1990. Decided to schedule SPCA and Wildlife Nuisance Control for next meeting. Discussed County Highway Contract for 19909 Attorney indicated that it was , not the same as last year. New rate is $2242 for a two year contract. Moved by.14r. Haynes to table until next meeting. Seconded by Mr. Sovocool. Moved by Mr. Cummings, seconded by Mr. VanBenschoten, to authorize Teresa Robinson to attend Supervisor's meeting in Fallsview on Sept. 17 -20. Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson. i There will be a hearing for John Anderson's garbage business at the Tompkins County Health Department on Friday, Aug. 18, at 9AM. Susan Stopen, John Anderson, Carl Burgess and DEC will be there. Town Board Members will read proposed zoning regulations before next meeting. Custom benches need to be made for court room. Estimates will be requested. Carpenters are Tom Beaumont, Joe Urda, John Calandra, John Abbott Dick Bishop.
