MINUTES OF T04N BOARD MEET NG HELD MONDAY, JUNE 13, 1988, AT 7:30 P. M.

Moved by Mr. Cummings, seconded by Mr. Sovocool, to approve minutes of
May 9th meeting as mailed. Ayes - Sovocool, VanBenschoten, Cummings, Haynes,
Robinson.
Claim Nos. 148 to 169 of the Highway Fund in the amount of $24,931.70 and
Claim Nos. 246 to 278 of the General Fund in the amount of $24,190.41 were
presented for audit. Moved by Mr. Haynes, seconded by Mr. Cummings, that
the bills be approved for payment. Ayes - Sovocool, VanBenschoten, Cummings,
Haynes, Robinson.
RESOLU71014 N0. 21 - AUTHORIZATION TO PAY TOWN SHARE OF LEGAL SERVICES
OF FNVIRONMENTAL ATTORNEYS - SLUDGE SPREADING

RESOLVED, that the Town of Groton share of legal services provided by
Costello, Cooney and Fearon for sludge spreading project in the amount
of $545.22 (Voucher 272 be paid to Tompkins County Budget and Finance
from Account No. B8020. .
Monthly reports from the Town Clerk, Zoning Officer and Town Justice Heffron
were reviewed.
Lyle Raymond reported on progress of Natural Areas Study being conducted in
the Town of Groton. Money for study was received from DEC. Cornell people
are doing study and intend to inspect GR -3 and GR -t4 sites. Also Cornell
Water Institute wanted 10 -12 sites to test for radon in water wells. Lyle's
well will be tested and Dutch and Don offered to have theres done. The
County has also made available $6600 to study compensation plan for landfill
area located within a two mile limit.
Herb Adams was present to ask board to grant him permission to put a second
residence, a mobile home for his children, on his property which has 210 feet
of frontage and is 608 feet deep. His reasons: 1) (dented to know when
road right of way was given through his property. Totem should have deed.
If not, it belongs to him; 2) Wife has had open heart surgery and needs
someone there 24 hours a day; 3) Lot should be under grandfather clause
with 100' frontage. It remains in family with Herb inheriting it from
father.
Herb: I pay taxes from center of road. My 1890 abstract shows no road
right of way.
Jack Fitzgerald: It's a State law passed by the Legislature in Albany in
either 1880 or 1890 that any roads being used as Town
roads officially become Town roads. Your medical point
has to be documented. You can't come in and tell board
this is what you want. You have to follow ordinance
with written petition supported by documented evidence.
In regards to being grandfathered, had you put up two
buildings at that time you would be grandfathered. The
mere fact that the land is there does not grandfather.
It's an occupation density -- two homes close together
without public sewer and water. You can file a petition
with Town Board.
Herb Adams: The Town tells me what I can and can't do with my property
....... a communist Town. 1 have improved my property. I
want my two year old grandson and his mom and dad to have
a decent place to live. I'm asking the Town Board to give
a couple kids a chance.

Discussed street light on cornex of Old, Peruville Road and Route 38. Mate
has requested that we move light so as not to illuminate Route 3$. We can
have NYSE&G transfer light tn pale around corner on Old Fexuville Road for
a fee. Town can have a light district at large light at any intersection
at different locations -- entire Thwn would pay something to think about.

Supervisor Robinson discussed having a flashing light on the main intersection
of Route 38 and route 34B with Mr. Grout. He suggested a resolution from
Groton and Dryden requesting the State to install d flashing light at the
intersection.

a flashing light at the intersection of Route )8 (caution) and

Supervisor and Highway Superintendent toured site of junk vehicles stored
on North Wood Road belonging to John Cooper, Mr. Cooper takes gunk cars
for the Town of Dryden. He was not home at the timew Supervi sor. w111

Board rev?ewed Route 38 (Locke Road) bridge replacement. Alternative
- replace structure on existing alignment. Alternative # - replace
structure on gaxi�llel alignment and off site detour up Chipmans Corners
Road to Route 90 into Locke.
Discussed Summer Jobs Fragram for 1988, Faux Town residents between the
ages of 14-19 will be working with Maggie Moore at Health Care, Day Care,
Historical Society and on Old Home Days Frogram.

Discussed increasing Election Inspectors hourly rate to possibly $4.00
per hour for 1989. Election Custodians have also asked for an increase.
RESOLUTION N0. 25 - CONTRIBUTION TO ARTS COUNCIL

RESOLVED, that the Town of Groton contribute $50.00 to the Tompkins
County Arts Council to offset money contributed to local programs by
the Arts Council.
Correspondence consisted of: 1) Received American Community Cablevision
Franchise fee of $561.24; 2) Letter from Mike Post regarding $750 fee for
putting zoning code amendments on computers, 3) Notice of hearing from Town
of Dryden to put a Little Wheels Speedway on the corner of Route 38 and
Route 34B; 4) Letter from tire disposal service out of Buffalo.
Reports of zoning violations (unlicensed vehicles) are: 1) McKane on Devlen
Road; 2) Fgar on Stauber Road; 3) Ayers on Old Stage Road. Info should be
given to Gary Wood.
There being no further business, Mr. Sovocool moved to adjourn meeting,
seconded by Mr. VanBenschoten, at 10:20 P.M. Unanimous.

Moved by Mr. Sovocool, seconded by Mr. VanBenschoten, to approve minutes
of June 13th meeting as mailed. Ayes - Sovocool, VanBenschoten, Robinson

Claim Nos. 173 to 198 of the Highway Fund in the amount of $13,832.53 and
Claim Nos. 302 to 333 of the General Fund in the amount of $9,098.92 were
presented for audit. Moved by Mr., VanBenschoten, seconded by Mr. Haynes,

Reviewed correspondence and Town Justice Heffron's monthly report. Gary
Wood reported that 42 building permits have been issued to date this year.
Mrs. Donna Rude submitted a petition to board signed by residents of Salt
Road to have road better posted and reducing the speed limit to 45 or 50,
because of small children and slow moving farm equipment. She also sub-
mitted letter to Board regarding a speeding vehicle on July 10 and report-
ing of same to the Tompkins County Sheriffs Department,

RESOLVED, that the To °.m Board of the Town of Groton does hereby
request the Tompkins County Highway Department to consider a
reduction in the speed limit on Salt Road from Stevens Road to
Route 222 to either 45 or 50 miles :per hour.
