Discussed revising Zoning fee schedule to more nearly reflect the concept
of a "user fee ". This would bean amendment to a local law and must sit
on the table 10 days. It was suggested that surrounding town fee schedules
be checked out,

Robinson as Delegate to the Annual Association of Towns Meeting held
February 14 - 17, 1988, and to appoint Ellard L. Sovocool as an alternate.

Leland Cornelius, Highway Superintendent, would like to purchase a new
pickup truck. His truck is a 1984 Ford with 85,000 miles. He would
trade it in on a new 1988.

Superintendent to let bids on a new 1988 pickup truck with the 1984 Ford
being traded in. Bids will be received by the Town Board until 8:00 PM.

Claim Nos. 16 to 43 of the Highway Fund in the amount of $17,409.92; Claim
Nos. 31 to 55 of the General Fund in the amount of $2,318.83; and Unemploy-
ment Claim for 4th Quarter of 1987 for Donna English in the amount of
$1,272.00 were presented for audit. 111oved.by Mr. VanBenschoten, seconded

Monthly reports from Town Clerk and Zoning Officer plus Town Justice Heffron
were reviewed. Also, Town Clerk's annual report for 1987 was reviewed.
Code Enforcement Officer issued one building permit for Village Water Tower,
inspected and issued Motor Vehicle Repair Shop renewals including Neil
Morris'. Supervisor Robinson expressed her concern that Neil Morris' MVRS
permit should not have been issued since he had not renewed for the past
two years. She made reference to minutes of Town Board meeting held. in
December 1984 where the Town Board requested that the old regulations for
MVRS be followed since regulations were not included in the new Land Use
and Development Code. This would assure that everyone would be treated
equally. All applicants should be treated the same regardless of ordinance
or law and no exceptions made. The Board did ask that the old procedures
for Motor Vehicle Repair Shops be followed. We have several changes to be
made. We don't want someone slipping through the cracks,

Discussed status of Munson sludge project. Supervisor Robinson spoke with
Jeannine Kirby, Lansing Supervisor. They will be contacting Attorney's
and Geologists or aspire Soils to study sludge project. They have set a
level which they will not go beyond - $12,000.00. County is going 60% and
40% for Lansing and Groton. Supervisor suggested Groton's share be 15%
and Lansing �5% since Lansing has more land involved. She wasn't enthusiastic
about it. A hearing is coming up on why we don't want it in Tompkins County.
Money is being spent to present a technical argument why sludge from
Onondaga County shouldn't be dumped here. Supervisor Robinson stated that
the Town of Groton is committed to a percentage of legal fees. Supervisor
is to find out if sludge can be dumped on rented or leased land before
discussing percentage of fee with Lansing. Also, is the percentage based
on the $12,000 County ceiling?

Proposed computer would have capacity to handle any

taxes, Town directory, etc. Twenty -five to 30 hour
included. Town Clerk will ask Mr. Kimberly to come

Discussed providing health insurance benefits to Town employees. Blue Cross -
Blue Shield rates for February 1988 are going up to $66.13 for single and
$163.64 for family. We also have received a quotation from Bert Stark of
Prudential Insurance. All municipalities have health insurance on employees.
Board requested Supervisor to contact other municipalities to see what
percentage of insurance they pay.
Leaking roof in Town Office is a serious problem. Supervisor Robinson
wants Board to consider new peaked. roof to tie in with new addition. No
action taken.

Bob Dempsey's figure for the above would be $4840004 Bob's proposal is

Bob's preirdum $43,000 and nine $42,000., Everything is basically the same
in both proposals. Cline is a one million per occurrence.
Lyle Raymond reported on activities of the ) hvironmental Management Council.
A xesurvey of unique natura.1 areas in the County will be completed by a
plant specialist. These areas include bank swallows, vegetation, plants,,
wetlands, gorges, xavines, etc. Final analysis will be registered with
New York State. Another water clinic will be held in Ithaca, at a
centrally located site, with Ann Hathew;t. in chax'ge. Dryden clump site --
Cornell has sent a letter to Solid IJaste COmm1S$7On to rer+nd them that
Fall Creek is an official watershed and their source of water' supply.

Carl Kimberly of Williamson Law Book was present to demonstrate computer
hardware and software. Mr. Kimberly has worked for ,rid with municiP_alities
for over 23 years which has. proven useful 3n developing the software and
training process with new users. His proposal for an IBM computer system

printer, cables, set up with DOS and basic at time of znstaliation fox
$325D.00. The cost of the inunioipal a000unting software package complete
with our Figures installed when delivered is $3230.00. Cost of write
and upell' word processing package is $196.00. Accounting package includes
5 hours training. Hardware paxts and labor are guaranteed, one yeaar.
Supervisor reported that the County is paying 609 of $12,000 for retaining
Environmental Attorneys for sludge project. Town of Lansing pxoposal was
20- 20. Lansing and Gaston agreed on 15-15. The 109 remaining is ,yet to
be decided. Groton has given them the use of Geological. Report that we
paid for and the acreage involved in our Town is considerably less.
Therefore, the Town of Groton feels that our share of post should be Jess
than the Town of Lansing. Supervisor Robinson will contact the Supervisor
of Lansing again to work out agreement and to find out where and haw the
money is being spent, DEC will hold hearings in Lansing on March 1 and
regarding Nunson's sludge. The Town of Lansing has two Zonal laws xegulat- .
ing sludge. Environmental Attorneys suggested our local law be diffearent
and is preparing same for Town to consider adopting,

Discussed providing health insurance for Town employees. Current Blue Cross/
Blue Shield rates are $66.13 per month for single coverage and $163.64 per
month for family.

Attorney. Judge would not honor claim and subpoenaed Supervisor and

claim was that the Thwn had no policy pertaining to storage fees. Judge
issued Order to authorize 2'elease of the 1985 Toyota on FebruazY 3.
Attorney Fitzgerald stated that acc=d h to Section 511 -b (,fib) of the
Vehicle & Traffic Law that the Town can recover a reasonable cost for
inside storage. However, Judge released without any compensation, Atty.
Fitzgerald said County has delegated some gaxa e for impoundment and

Seiden of Delmar, N,Y , about developing the old TC 3 Building on Main Street
into Senior Citizen Housing. At present, he plans to place 24 units in the
wilding. Mr. Seiden informed us that under State Law he would be eligible
for a partial tax exemption and rent subsidies for a, period of five years.
After that, a$ past of his financing plan for this project, he has asked
us to consider a pilot payment (payment in bleu of taxes) of $200 pex unit
