PRESENT: Ann Chaffee, Steve Givin , Henry Hansteen, Rich Teeter, Dan Walker

Dan Walker called the meeting to order at 7:05 p.m.
Henry Hansteen made a motion and seconded by Rich Teeter to approve the minutes
for the April 4, 2018 meeting. Motion passed unanimously.
Alan Teeter, Code Enforcement Officer, gave a report of the following:
• He has not heard any more information from Donna Halloran regarding the
subdivision of Tax Parcel 3.-3-9.2. (see minutes from April 4 meeting).
• Property on Hines road involving a Bed and Breakfast was split into 2 properties
with the road dividing the properties.
• Delaware River Solar would like to split their property on Podunk Road Alan
stated that Beth McGee, Enfield Town Supervisor, asked him to hold off from
approving the split. She would like the Town Attorney to advise them on this split
and if it involves the Moratorium on Commercial Wind and Solar Energy Facilities
from the Town. Town Board will need to look at the situation also. Dan Walker
stated that the split would not be a significant change for details on the approved
Site Plan for the solar project. It was also asked if Delaware River Solar was still
serious about building the solar farm. Yes they are or they will at least have
someone else building the farm. There was also mention that they did not want to
take up value agriculture land with the project.
• Delaware River Solar requested that their original setback of 100 feet be
changed to 50 feet from the road right of way. They have purchased additional
land north of the original site. The DEC wanted them to purchase the additional
land. This would modify the Site Plan slightly but not enough to change the Plan.
Alan stated that Beth McGee asked him to also hold off on this decision until the
Town Attorney and Town Board could look at the changes, same as the above
situation. It was noted that according to information shared at a recent Planning
Workshop in Tompkins County that once a Solar Farm is placed on Agriculture
land the land loses its agriculture status.
Dan Walker will e-mail copies to committee members of the draft Solar Energy Law that
was reviewed at the April meeting.
Dan Walker would like the Board to review the Subdivision Law at the next meeting.
Sue Thompson will e-mail copies of the Subdivision Law to the members.
Ann Chaffee made a motion and Rich Teeter seconded to adjourn the meeting.
Meeting adjourned at 8:30 pm
