Financial Overview for 2007
The following is an overview of the financial status of the Enfield Volunteer Fire Co. Inc.
(EVFC) for 2007. The EVFC started the 2007.year with no contract and $18,684.00 in reserve
funds. The Town Board agreed to pay the EVFC $25,000.00 in January while negotiations
continued and again in February $18,750.00. The contract was settled in March for a total of
$230,000.00. This along with the $18,684.00 reserve funds brought the total available funds for
2007 to $248,684.00.
The following budget lines were on target or below; loan payments, utilities, insurance, rescue,
training, health and safety and clothing.
These budget lines were all over; office supplies, building and grounds, fire equipment, travel and
meetings, vehicle maintenance and contractual services.
Office supplies: New accounting software requested by the Town Board for better reporting, -
replacement of 1 bad computer and related network problems. Over budget $2,800.00.
Building & grounds: Blacktop sealing (required preventive maintenance) and replacement of a
15 year old pressure washer used to wash apparatus that failed. Over budget $5,399.00.
Fire equipment: replacement of all pagers to comply with Tompkins County's new radio, system.
The Town Board was aware of this upcoming expense. Over budget $21,616.00.
Travel & meetings: This can be contributed to 3 trips to Nesquehoning, Pennsylvania for
construction inspections of the new Tanker. Over budget $1,257.00.
Vehicle Maintenance: This line has always been difficult to pin down to an exact figure because
of unknown problems that could arise. The budget line has always been backed up by reserve
funds (which have now been expended). Our main engine (602) needed unexpected repairs. Over
budget $3,292.00
Contractual services: Attorney's fees for 2007 $17,244.00. This can all. be attributed to the
contract issues with the Town Board: There was also $5,000.00 paid in 2006 as a retainer
bringing the total cost to negotiate the.2007 contract to $22,244.00. Accountant fees -also went
from $800.00 a year to $1,600.00. Over budget $14,494.00.
Total Expenses for 2007; $257,250.00
$257,250.00 minus available funds of $248,864.00 leaves a deficit of $8,566.00. The $8,566.00
was borrowed from the firemen's account and will need to be paid back as these are allocated
funds.
We also ended the year with two additional large expenses. The 1996 Freightliner Tanker needed
a complete brake replacement at a cost of $3,000.00 and the fire alarm system needed to be
upgraded to a phone dialer reporting system from the old radio reporting system. The County's
new radio system will not support radio reporting systems. The cost to upgrade was $2500.00.
The year 2007 was not a good year financially. First the Town Board cut the budget by
$20,000.00. The $18,684.00 reserve funds set aside for emergency repairs had to be used to cover
legal expenses. The purchase of the new, Ipagers, which we had hoped could be funded separately,
had to be purchased from budget funds. Dose testing, self contained breathing apparatus; Jaws of
Life and truck maintenance had to be reduced putting the chance of failure at a higher risk.
Firefighter physicals were limited to the required minimum of new members and interior
firefighters. This leaves the remainder of the membership at risk of undetected health problems
that could occur while serving with the EVFC. The EVFC will more than likely have to obtain
outside funding to at least cover the allocated monies ($8,566.00) borrowed from the firemen's
account. We may also need to finance the two end of the year big ticket expenses ($5,500.00) to
keep us from starting 2008 with a deficit.
The EVFC Board of Directors has been working hard the last few months to find additional
savings to enable us to financially make it through another underfunded year. We will continue to
work towards a solution, however at this point we've only been able to trim our operating
expenses to $236,501.00. This does not include the expenses related to the New 'York State Audit
requirements enacted for this year. In addition we will not have any reserve funds to cover any
unexpected expenses.

I know we had hoped to have some solid budget figures to present to the
Town Board by now. However we are still waiting on a crucial part of this
budget. The Fire Company attorney is still working on getting us the best
refinancing deal possible. The 2009 budget is 99% complete and -lacks only
this very important line item. Once we get this in place we can proceed with
the process to form a fire district if indeed that is still the Town's intent. I
know that the Fire Company has already taken the position to continue with
that process and the budget has been prepared to cover the costs to do just
that.
We appreciate your patience and as soon as we get this together I will make
sure it gets to you.

This Agreement, made the/ day of December 2008 between the Town of Enfield
("Toixn" a municipal corporation v�,'ith its principal offices located at 168 Enfield Main
!Road. Enfield, New York 14550 and the Enfield Fire District ("Fire District") a
municipal corporation uith its principal offices located at 172 Enfield Main !toad,
Enfield, New York 14850;
WHEREAS, the Town and Fire T.Dis trizt (callectivoly "the Municipalities") desire to
enter into an agreemerrt pursimrit w Axticle 5C of the General Municipal Lave for the
prevision of fire ,protection and emergency sei ices- by tae Fire District within the Toxvn,
utich services were previously provided by the Town throLgh the Enfield Volunteer Fire
Company: Inc.. orad
WHEREAS, the Fire District will commence operations for the delivery of fire
protection and errmrgericy services subsequent to the execution of this Agreement, on or
about January 15, 2009; and
WHEREAS, the Town has collected or will collect = funds for the delivpeny of such fire
protection and emergency services in the calendar year 2009;
WHEREAS, the Town through an agreement pwsitant to Town Lai 184 until the
Enfield Volunteer Fire Company, Inc. has and A ill deliver fire protection and emergency
services in the Town f om 3anuary 1 through the organizational meeting of the Enfield
Fire District on or about January 15, 2009, and the Municipalities desire the Fire District
to commence such fire proteotion and eniergenc:y services beginning upon the
organizational meeting of the Enfield Eire
District, on or about January 15, 2009; and
WHEREAS, the Municipalities have reached an agraement for the d elivary of fire
protection and emergency services by the Fire District for calendar year 2009 beginrLng
upon the organizational meeting of they Enfield Fire District, on or about January 15, 2009
through December 31, 2049, and desire to memorialize heir mutual agreement as to
such,
NOW, THEREFORE the parties named above hereby enter into this Inter-Muriicipsl
Agreement, the due consideration for which is hereby acknowledged, as follows:
1. The Town shall pay to the Fire District, for fire protection and emergency services for
the period fiom the organizational meeting of the Enfield Fire Dimict, on or about
January 15, 2009 t'nrough. December 31, 2409 the sum of 5279,900.00 on or before
February 1, 2009,
2. In, ocrsideration of the payment of such funds, .the Fire District shall corn menceupon
the organizational meeting of the Enfield Fire District, on or about 12.0: a.m. hnuaey 15,
2009 and deliver all fire protection and mergenc;r services, including ing entergericy
medical and rescue services, within those areas g€.nerally descr;'nd as the Enfield Fire
District, that being the whale of the Town of Enfeld,
3. In the event that the Fire Disirict's formation is not completed on or before January 15,
2009 by virtue of the filing of a petition foo" permissive xeferenciun or otherwise, the -
consideration paid by the Tovm to the Fire District shall be prorated to the date'tbat the
Enfield Fire District commences operations upon the car ganizatiotsai rneeting of the Fire

District. Such proration shall be the per diem rate of S766.84 per day multiplied by the
number of days reznainimg in the calendar year 20+09 from the date of the Fire District's
organizational meeting and commencement of operations. The difference between the
$279,900 and the per diem arnount paid to the Fire District small be payable to the Enfield
Volunteer Fire Company, Inc, for services from Jan';z y 1, 2009 to the date of the Fite
District's organizational meeting and commencement of operations.
4. Such payments shall be made without setoff ofany sort or kind and shall be a charge
and levy upon the taxable property within the Enfield Fire District. Such sums shat be
paid, respectively, by the Town Treasurer and Town Supenisar to the Treasurer of the
Fire District.
5. The parties each hereby agree to hold the other party harmless of any and all clams of
whatever nature or arnount, including the cost of defense there4o end to indemnify the
other party to the t ilest degree permitted arulJor regWlvd by law.
6. This Agreement shall not be assigned by any gutty without the prior written agreement
of all the parties hereto.

Consideration of the Creation of the Enfield Fire District
WHEREAS, The Town Boardofthe Town of Enfield having duly considered the short
form EAF presented to it in connection with the creation of a proposed Fire District in the whole
of the Town of Enfield, now therefore it is
RESOLVED, that the said short EAF with both Parts l and 2 filled out be attached to this
resolution for inclusion in the Town's Records, and it is further
RESOLVED, that the proposed creation of a fire district could not create any adverse effects as
described in Part 2 section C of the EAF because the proposal entails no new construction or
activity and is simply a change in the method of paying for the fire protection which is already
being provided and it is further
RESOLVED, that the Town issue a negative declaration in connection with the SEQRA preview
of this project, and it is further
RESOLVED, that the Town Supervisor is authorized and directed to endorse the said negative
declaration on Part 3 of the short-EAF attached hereto.
