All turbines except one are located in the Town of Enfield, Tompkins County, New York. Turbine 7A is located in Newfield, NY. On behalf of Black Oak, Tech Environmental prepared a full acoustic study for the Project dated February 19, 2014 in support of the Final Environmental Impacts Statement (FEIS) as required pursuant to the New York State Environmental Quality Review Act (“SEQRA”) review process which was approved in January of 2015. Currently, Black Oak proposes to modify the approved Project by relocating three turbines (T2, T5 and T7). Turbine 5 has shifted 200 ft. to the south and Turbines 2 and 7 will be located in two of three possible locations. This report addresses sound levels for three different possible layouts to accommodate the relocation of T2 and T7 and presents maximum predicted sound levels for the Project consisting of seven GE 2.3-107 (2.3-MW) wind turbines equipped with Low Noise Trailing Edge (LNTE) technology at a 94-meter hub height. The design wind speed, defined as the hub height wind speed at which maximum sound power is produced, is 10 m/s for the GE 2.3-107 turbine with LNTE1. The Town of Enfield’s Local Law Number 1 of 2009, entitled “Wind Energy Facilities Local Law” sets a sound limit of 60 A-weighted decibels (dBA) at the nearest Non-Participating residence. The Town of Newfield Wind Energy Facilities Local Law sets a sound limit of 55 A-weighted decibels (dBA) at the closest non-participating residence2. Future sound levels at all participating residences, adjoining non- participating residences, and lands within the Project area were calculated with the Cadna/A acoustic model in accordance with International Standard ISO 9613-2, assuming all turbines operating at design capacity. The results are conservative due to the following assumptions: 1 GE, “Technical Documentation Wind Turbine Generator Systems 2.3-107 with LNTE,” Publication Noise_Emission- NRO_230-DFIG-107-1x_2.3-107_BOTH_LNTE_END-a0_EN_r01, 2014. 2 Town of Newfield Wind Energy Facilities Local Law Section 17-A. Ms. Marguerite Wells February 3, 2016 2 1. All wind turbines were assumed to be operating simultaneously. 2. All wind turbine sound power levels correspond to the IEC 61400-11 maximum sound power level plus an uncertainty factor. 3. The acoustic model assumed the most favorable conditions for sound propagation, corresponding to a ground-based temperature inversion, such as might occur on a calm, clear night, or during a downwind condition. 4. No attenuation from trees or other vegetation was assumed. 5. Winter frozen ground conditions were assumed for minimal ground absorption. 6. Excess attenuation from wind shadow effects and daytime air turbulence were ignored. Color coded decibel contour maps were produced (Figures 1 through 3), and sound levels were predicted at all occupied structures in the Project area for all three potential layouts being considered (Appendix A). This study’s conclusions are as follows:  Predicted maximum sound levels at all non-participating and participating residences are well below 55 dBA, and thus, the Project, designed with the GE 2.3-107 with LNTE blades, will fully comply with the sound limit presented in the Town of Enfield’s Wind Energy Facilities Law and the sound limit presented in the Town of Newfield Wind Energy Facilities Local Law.  There are no participating or non-participating residences with a low-frequency sound level above 65 dB in the 31.5 Hz or 63 Hz octave bands. The small amount of low frequency sound from the Project will not cause annoyance or noticeable vibrations in building elements at any nearby participating or non-participating residences. The following three layouts (7AB, 7AC, and 7BC) were analyzed for this report, and only the location of Turbines 2 and 7 vary between layouts:  Layout 7AB relocates Turbine 7 south of Turbine 6 and Turbine 2 northeast of Turbine 1;  Layout 7AC again places Turbine 7 south of Turbine 6, but moves Turbine 2 directly north of Turbine 1;  Layout 7BC places Turbine 7 northeast of Turbine 1, and keeps Turbine 2 at the position directly north of Turbine 1. The minor relocation of Turbine 5 was also included in this analysis, and resulted in negligible changes to predicted sound levels at the receptors closest to them when compared to the initial acoustic study. The maximum predicted sound level for a non-participating residence is 46.2 dBA for each of the three possible layouts (Receptor R8 on Black Oak Road). The maximum predicted sound level for a participating residence is 45.7 dBA for layouts 7AB and 7BC, and 45.8 dBA for layout 7AC (Receptor R45 on Connecticut Hill Road).
