Re: ACOE, DEC
Black Oak Wind Farm/7 Turbines/11.9MW
Enfield, Tompkins County
10PR03387
Dear Ms. Wells:
Thank you for your recent submission of the visual effects analysis completed for this
undertaking. We continue to review the proposal under Section 106 of the National Historic
Preservation Act of 1966. We note as part of our review the significant change in the scale of this
project, which includes a reduction of 13 turbines.
Based on our review of the report we concur with your findings of eligibility. While there are a
significant number of National Register eligible and listed resources within the visual area of
potential effect for this project, the low number of actual turbines minimizes the overall impacts
to the general setting shared by these properties. As such, it is our recommendation that this
undertaking, as presently proposed, will have No Adverse Effect on those properties that are
listed in or eligible for listing in the National Register of Historic Places.
Please be aware that if the scope of this project changes, subsequent phases are proposed or if
other ventures choose to located in this vicinity we would have concerns over potential
cumulative impacts associated with such developments.
If I can be of any further assistance do not hesitate to contact me at (518) 237-8643, ext. 3263.
Sincerely,
John A. Bonafide
