Town of Enfield Planning Board Meeting
Wednesday, March 4, 2026
7 PM
In-person at the Enfield Town Courthouse and via the Zoom Meeting Platform
Present: Chairman Dan Walker; Planning Board Members Ann Chaffee, Rich Teeter, Michael Carpenter, and
Henry Hansteen; Planning Board Alternate Rosanna Carpenter; Code Officer Alan Teeter; Town Clerk Mary
Cornell.
Call to Order: Chairman Walker called the meeting to order at 7:02 PM
Minutes: M. Carpenter moved, and R. Teeter seconded to approve the February 4, 2026 , meeting minutes.
Vote: All Aye, Carried.
Update on the status of the application for site plan review for the proposed cell tower at 217 Van Dorn Rd
N.
Tony Phillips sent an email on February 17th. The property owner has agreed to placement further back on the
property; however, Dan stated that if it is located within 50’ of a building, he would require a waiver from the
property owner, understanding the risk of having it close to their structures. Discussion continued.
Discussion of Sign Regulation: Chairman Walker, we do not regulate signs at this time. The Town Board has
asked that we review possible regulations, and they would like to ban billboards. It was mentioned that the
billboards are gone from the property on Mecklenburg Rd. M. Carpenter, what does the Town Board want?
Dan explained that the TB had asked him to draft a law. Mike asked if any criteria were given. R. Teeter asked
why we want to ban billboards. Dan reiterated that this is something the Town Board wants. M. Carpenter
asked if this was something we needed to check if we could legally impose. R. Teeter asked how far this is
going to go. R. Carpenter stated that billboards are large, and people need to see them when going 50+ miles
an hour. R. Teeter asked what size/signs are we talking about? Dan stated we need to be careful and not
impose too many regulations. A. Chaffee, essentially, we are talking about a few miles on Ste. Rte. 79. Dan was
looking at Newfields Local Law, and he will base Enfield’s Regulation/local Law on a simplified version. He does
not think we have any issues with the businesses that we have, and the only ones predominantly visible are
the dollar store and the corner store. Regulations to focus on would be size, location on the lot, lighting on the
billboard or lit up, topic of the sign, and safety of the sign. Rosie stated there are several going into Dryden,
and she doesn’t want to see that happen in Enfield. R. Teeter. If we make something that says you can’t have a
billboard, and they use a box trailer that is legally registered and located on their property, what can you do
about that? Is there a point in regulating this? Dan will draft something and send it around to the planning
board to review. Discussion continued.
Training session on SEQR review process: Dan shared that the cookbook is an abbreviated document that
gives the most important requirements. The handbook is more detailed and goes into the requirements and
laws. Dan, the SEQR can be complicated at times, but the cookbook breaks it down and simplifies it in areas.
The process starts when we get an application to review. You are all part of the process and should be involved.
The board continued to review the materials and had discussions as they went along.
