Present: Chairman Dan Walker; Planning Board Members, Henry Hansteen, Mike Carpenter, Ann Chaffee, and
Rich Teeter; Planning Board Alternate Rosanna Carpenter; Code Officer Alan Teeter; Town Clerk Mary Cornell ;
Town Councilperson Robert Lynch.
Call to Order: Chairman Walker called the meeting to order at 7 PM
Minutes: Approval of March 11, 2026 Minutes
Vote: All Aye, Carried.
Discussion of Sign Regulation: Dan has started drafting the regulations. He would like to not have 10+ pages of
definitions. M. Carpenter asked if we want to control what can be put on sign s? R. Teeter is not sure that we
can regulate this. Ann Chaffee asked what the driving force of this law is, Dan responded that some members
of the Town Board do not want billboards. R. Carpenter asked what a standard size is for a billboard. Ann
Chaffee looked up the size 14’ x 48’ is the standard size of a billboard. R. Carpenter asked if we could just
restrict the size, if it larger than a certain size than you would need to go befo re the planning board. A. Chaffee,
maybe we need some guidance on the size, as everything we have discussed so far has value, but we need
some guidance. D. Walker, the responsibility of enforcement would fall within code enforcement. If someone
really wants to have a message out there, they could use something other than a billboard. M. Carpenter, do
we want any control over content, board members do not want content restrictions put into the law. R. Teeter
asked Councilperson Lynch the driving force behind this initiative. Lynch responded that the initiative came
from another member of the town board who was reacting to an inquiry that was made to the code
enforcement officer. Which was, does the Town allow billboards? Alan spoke with that board member and the
board members input was that billboards are unsightly. Lynch was thinking of the large billboard on Rte., 13
going towards NYSEG. That is basically a times square sign and that is not something that he wants for Enfield.
Dan will work on the draft and will send it to the Planning Board for review and discussion.
Training Session of SEQR review process: Dan shared the SEQR flow chart starting on page 5. The board
discussed the different types of actions and requirements for each action. Discussion continued.
Adjournment: R. Teeter motioned and H. Hansteen seconded to adjourn, adjourned at 8:58 PM.
