Call to Order: Supervisor Redmond called the meetfng to order at 6:00 PM Privilege of the Floor: N/A Additfons and Changes to the agenda: Councilperson Lynch would like to add a discussion on the recent Tompkins County Public Safety Committee proposed Fly car services and cost-sharing, Status of the Enfield Town Justfce, Procedural discussion regarding the ARPA Fund allocatfons at the last meetfng; Clerk Cornell would like to add a discussion of TextMyGov. New Business: Audit Claims: General fund vouchers #268-270 in the amount of $8,123.99 Supervisor Redmond moved and Councilperson Lynch seconded. Vote: Councilperson Hinkle, Aye; Councilperson Lynch, Aye; Supervisor Redmond, Aye; Councilperson Lemke, Excused; Councilperson Ricks, Absent; Carried. Approval of Minutes: October 11, 2023, and October 25, 2023. Supervisor Redmond moved and Councilperson Hinkle seconded. Vote: Councilperson Hinkle, Aye; Councilperson Lynch, Aye; Supervisor Redmond, Aye; Councilperson Lemke, Excused; Councilperson Ricks, Absent; Carried. Discussion: Bids for Clerk’s Office. Clerk Cornell was able to get clarificatfon from Cooley Constructfon. Their bid did not include the light fixtures, which the Town will purchase separately. Supervisor Redmond moved and Hinkle seconded. Vote: Councilperson Hinkle, Aye; Councilperson Lynch, Aye; Supervisor Redmond, Aye; Councilperson Lemke, Excused; Councilperson Ricks, Absent; Carried. Winning bid to Cooley Constructfon with a bid of $45,780.00 RESOLUTION NO. 78-2023 – Approval of November 2023 Budget Modificatfons WHEREAS, it is necessary to modify the 2023 budget based on updated estfmates of revenues and expenditures in 2023, and WHEREAS, a detailed listfng and descriptfon of each budget adjustment by 2 Fund has been provided to the Town Board for review as presented below, be it therefore RESOLVED, that the Enfield Town Board approves the budget modificatfons as outlined below Motfon was made by Supervisor Redmond approving the November 2023 budget modificatfons as presented. Motfon seconded by Councilperson Hinkle. Vote: Councilperson Hinkle, Aye; Councilperson Lynch, Aye; Supervisor Redmond, Aye; Councilperson Lemke, Excused; Councilperson Ricks, Absent; Carried. Public Safety Committee: Councilperson Lynch attended their meetfng today. They discussed repurposing three county- owned SUVs. They would be staffed by EMTs who would respond to medical emergencies in Tompkins County when local municipalitfes would be unable to respond. The County had initfally agreed to fund 50% out of their fund balance and the other 50% would be subject to possible contributfons from municipalitfes within the County at or near these proposed levels of $28,000; $38,000; $58,000. A resolutfon was presented today that would provide for a pilot medical response system. The legislature would invite municipalitfes and EMS Service personnel to negotfate this service and the county administrator would report back to the legislature. Councilperson Lynch spoke to the committee today and shared there is a huge difference between fund balances at the county and local municipalitfes. He commends Anne Koreman for supportfng two amendments that were softening of the agreement. Positfve things were done today and Anne Koreman stood up for her municipalitfes. 3 Town Justfce Discussion: The unofficial results are in and they show that Heather Knutsen-King will be the next Town Justfce. Councilperson Lynch would like to know if we should appoint her as Justfce before January 1. Heather currently needs to take training before she can take office, which she will be unable to complete untfl mid-December. Procedural Discussion (ARPA Allocatfon for Fire Dist. expenses). Councilperson Lynch spoke on the rule of democracy and on the way the Town board may have violated procedure in votfng on a resolutfon that was not brought to the public’s attentfon before the meetfng that night. The resolutfon allocatfng the ARPA funds was written on the fly and a vote was had. He would argue that people who would advocate for or against this actfon were not given the decision to come and he believes what was done violated the Open Meetfngs Law, and he asked that it be put on the December Town Board Meetfng Agenda. Councilperson Lynch reached out to Fire Company President Denny Hubble for his opinion. He does not want to try to get the ARPA funds further, he has said his opinion. Supervisor Redmond took Councilperson Lynch’s questfons to AOT Legal Counsel and was told that it was fine and that we do not need to change what was done as it was legal. Do not expect Councilperson Lynch to ever sign a voucher for the Pinsky law firm . Text My Gov discussion: Clerk Cornell had a presentatfon with Kyle from Text My Gov and believes it may be a beneficial program for the town to partfcipate in. She asked the board if he could be invited to the next Town Board Meetfng. The consensus of the board was to invite him to give a presentatfon at the December Regular Town Board Meetfng.
