Town of Enfield
Public Hearing
Monday, November 1, 2021
6:30 p.m.
Via the online Zoom Meeting Platform
Present: Supervisor Stephanie Redmond, Councilperson Bryant, Councilperson Ricks, Councilperson Lemke,
Councilperson Lynch, Town Clerk Mary Cornell
Supervisor Redmond opened the Public Hearing at 6:30 pm.
Ellen Woods: Thank you to the Town Board for taking the town clerk up to a living wage. While she will have the lowest
salary in Tompkins among Town Clerks, she wants to thank the Town Board. She supports the Town Supervisor making a
living wage. She stated that the Town Clerk would then need to be increased to 30% more than the Town Supervisor to
keep the pay differential. She suggests moving the Town Supervisor to a living wage next year. Every other town in
Tompkins County offers administrative support to the Highway Superintendent. Other Towns do use the Deputy Town
Clerk, but may want to use someone who has interest in working within the Highway Department. She thinks that it
would help tensions between the Town Board and the Highway Department to allow the highway department to have
administrative support.
Town Bookkeeper Blixy shared the updated budget document, she made a small correction to the document that she
shared with the Town Clerk earlier tonight.
Councilperson Lynch asked if this is the preliminary budget or the budget that need s to be updated. She made a formula
error on the budget, but the bottom line did not change.
The fund balance use has changed from the last time that we met and the total change is $17,000 and she will explain
what the changes were. These two items were a quote for an audit for auditing the 2021 fiscal year and will be paid out
in 2022. The other change was in relation to the cemetery mowing costs.
Councilperson Lemke asked about the legal fees for a new site plan law that is being presented next year. Supervisor
Redmond stated she believes the budget amount will be sufficient.
Councilperson Lynch asked Supervisor Redmond/Councilperson Lemke to go more in -depth on the expenses for a site
plan review. This is in regards to the planning board rewriting their site plan review law.
Retirement bill is 3/4 for 2021 and needs to be recorded in the current year. When the bill is paid for 2021/2022 and you
can pay it for it at any point, but it should be recorded correctly.
Supervisor Redmond stated that we will vote on the budget at the next meeting.
Councilperson Lynch moved to adjourn, and Councilperson Lemke seconded. Adjourned 7:02 pm.
